We hope everyone enjoyed the extra leap day yesterday! We were happy to have an extra day during this busy time!
We are excited to announce that Trustee, Amy Lucci, has been elected to the Ohio Township Association (OTA) Board of Directors. The Ohio Township Association is a statewide organization dedicated to promoting and preserving township government through educational forums and lobbying efforts. The Ohio Township Association is governed by its Board of Directors. The Board is comprised of four officers and 16 directors. Board elections are held every other year at the association's Annual Winter Conference. Amy Lucci is the first Lake County trustee to hold a board seat with the OTA in over 40 years! Amy Lucci, Trustee stated, “I am honored to be able to serve on the OTA Board of Directors and excited to bring a Lake County voice to the association and its members.” Congratulations to Amy! She will be an amazing representative of our township and county!
Additionally, Administrator Andy Rose was re-elected to the Consortium of Large Ohio Urban Townships (CLOUT) as Vice-Chair. CLOUT is a group of large, urban townships formed for the purpose of providing a forum for the exchange of issues, and solutions for similarly–sized townships in Ohio, and to provide input to the Ohio Township Association.
This month, we have some robust road repair projects out for bid. Once again, we are partnering with Lake County and Painesville Township on the Joint Road Resurfacing Program for asphalt. The following roads are on the schedule for resurfacing: Viewmont , Paige , Winchell along with a rejuvenator in the Noble Ridge Subdivision. We will also be conducting concrete replacement on Discovery Lane. We appreciate your patience and safe driving when you see our road crews working!
Have a wonderful spring, Concord! Remember to set your clocks ahead to gain back that extra hour of daylight on March 10th!

From the Chief’s Desk
Concord Residents,
I am reaching out to you all to update you on Fire Department operations, as I hope to do in each submission of the e-Grapevine.
On February 21, 2024, the Concord Township Trustees swore in Part-Time Firefighter/EMT-Basic Gabe Kovats, Part-Time Firefighter/EMT-Basic Will LaGanke, and Part-Time Firefighter/EMT-Basic Cody Bendlock. All three are working on their Paramedic certifications, and we are excited to have them as new department members.
We also just received news that Part-Time Firefighter/Paramedic Ryan Nappi has been hired full-time by the City of Solon. We are excited that Ryan will continue to serve part-time with Concord Fire, and we wish him well as he continues in his career path.
I want to highlight some work inside the fire department to help us maintain an aging fleet of emergency response vehicles. Engine 1313 is a 1996 KME Pumper that has served us well. It even served as our Heavy Rescue for a short time until our 2019 Sutphen Rescue Pumper was purchased. Captain Homovec is a certified Emergency Vehicle Technician skilled at fabrication and welding. A few years ago, Captain Homovec found that the frame that supports the fire pump on Engine 1313 was rotting out due to age and exposure to road salt. Instead of sending the engine out for what we would have expected to be a considerable expense, Captain Homovec used his skills to rebuild the frame in-house. More recently, it was discovered that the battery boxes of the same engine were also rotting. Captain Homovec just completed rebuilding these, and as of February 22, 2024, that engine is back in service. We extend our deepest gratitude to Captain Homovec for his hard work maintaining our aging fleet.
We look forward to having our 2023 Annual Report complete and available to you all. In the meantime, here is a snapshot of our activities in 2023.
2023 Run Stats:
Total Runs: 3,015
EMS Events: 1,987 with 1,524 transports
Non-EMS Events: 1,028
Fires: 64
Hazardous Conditions: 101
Service Calls: 444
Good Intent: 196
False Alarm/False Call: 217
Station #1 Total runs: 1,674
Station #2 Total Runs: 1,327
Mutual Aid Given: 259
Mutual Aid Received: 129
Overlapping Calls: 936 (31%)
If you have any questions about Fire Department operations, please don’t hesitate to call the Chief at 440-354-7504.

When and How to Use a Fire Extinguisher
Always put your safety first; if you are not confident in your ability to use a fire extinguisher, get out and call 9-1-1. The American Red Cross cautions you to evaluate the situation and ensure:
â—Ź Everyone has left or is leaving the home
â—Ź The fire department has been called
â—Ź The fire is small, not spreading, and there is not much smoke
â—Ź Your back is to an exit you can use quickly
When using an extinguisher, remember PASS
Pull the pin
Aim low at the base of the fire
Squeeze the handle slowly
Sweep the nozzle side to side

Not all fire extinguishers will work on every fire. For home use, the National Fire Protection Association recommends a multi-purpose device large enough to put out a small fire but not so heavy that it will be difficult to handle. Review the instructions on your extinguisher once a year.

Swimming Pool Permits
Are you thinking about installing a swimming pool this summer? If so, it is the property owner’s responsibility to ensure that the proper permits are obtained prior to construction, either by the contractor/company hired to do the project or by the residents themselves. A site plan or drawing of the property must accompany the application that shows the size and location of the pool and fence (if applicable), as well as the proposed distances to property lines. The current Zoning Permit charge for an above-ground pool is $100, and $150 for an in-ground pool (with fence). Here is an information sheet summarizing the requirements for swimming pools.
For more information on these and other zoning requirements, contact the Zoning Office at 354-7505 or 354-7506 or visit the Township website at https://concordtwp.com/departments/zoning/.
