Council on Legislation

The Rotary International Council on Legislation is an essential part of Rotary’s governance. Every three years, representatives from Rotary districts worldwide gather in Chicago to review and vote on proposed legislation.

Each Rotary district chooses a representative for a three-year term. These members represent their districts at all three meetings of the Council on Resolutions and at the Council on Legislation during their term.

The Council on Resolutions meets online every year to vote on proposed resolutions and urgent enactments.

Representatives from all Rotary districts vote on items proposed by clubs, districts, and the RI Board. Adopted resolutions are then considered by the RI Board or The Rotary Foundation Trustees.

Clubs, districts, the RI Board, and the RIBI (Rotary International Britain and Ireland) general council or conference may submit legislation and resolutions to the Councils.

The deadline for submitting resolutions for the Council on Resolutions is 30 June each year. The deadline for submitting enactments for the 2025 Council on Legislation is 31 December 2023.

Past District Governor Rich Cooper is serving as the District 6970 Representative for the current Council cycle.

District Governor 2026 - 2027 Nominations

Nominations are now being accepted for the District Governor who will serve in the 2026-2027 Rotary year. Please encourage individuals who have served their clubs and communities with distinction to expand their service and share their passion and commitment with the District.

Clubs should take formal action to endorse any nomination.

Serving as District Governor is a significant honor and privilege as well as a unique opportunity for service.

Please contact any member of the current District Governor Corps or any Past District Governor to better understand the opportunity.

Specific questions related to the process can be answered by PDG Mike Darragh, Nominating Committee Chair.

Facilitator Techniques RLI Graduate Course

The Rotary Leadership Institute Facilitation Techniques graduate training course will be offered on December 2 at the Holiday Inn & Suites, Orange Park.

This course is the requisite training course to become certified as an RLI Facilitator. Enrollment is limited to 8 and the course will be facilitated by PDG Jeanette Loftus.
