Partners Against Child Trafficking

Human Trafficking is a crime and a form of modern day slavery. It involves the force, fraud, or coercion to exploit human beings (children and adults) for some type of labor or commercial sex purpose.


D6970 Rotarian Denny Winkelman, President Elect of RC North Jacksonville is the President and Vice Chair of this organization. After a successful career in the printing industry, Denny was an original founder of PACT and has dedicated this phase of his life to ending the scourge of human trafficking.


The mission statement of PACT is "to empower students through peer-to-peer communications to Detect, Defend, and Disrupt predators in their own environment by raising awareness, preventing victimization, and reducing the demand."


PACT has three primary initiatives;


PACT International, A partnership with international organizations to spread awareness, provide resources, and empower communities to take a proactive approach to end human trafficking based on their own culture and their own language.


Student Ambassador Program, which empowers to fight against human trafficking by receiving training and support to become advocates for their own and their peers' safety.


SACT, Students Against Child Trafficking, A student-led initiative utilizing the creation of multi-media, online training courses for their peers to detect, defend and disrupt child trafficking and exploitation.


Madison Edwards serves as SACT Programs Director and is located in Jacksonville. She is eager to work with Rotarians and our schools to provide these programs and empower our young people. I was born mid-last century in St Augustine. Met my wife Allene while attending Florida State University, we married in 1970 and were blessed with two sons, the oldest is a systems programming administrator and the youngest is a network systems administrator. Allene and I are both multigenerational Floridians, our families settled in Florida in the 1820’s.


An accountant since 1970, passed the 1973 CPA exam. I retired several years ago. I am a Presbyterian elder, currently serving as Finance Chair. I volunteer at both State and National Parks. Historical re-enactor, travel, hunting, and historical site restoration are some of my other interests. 


My Rotary “Adventure in Service” began in 1977. I was a new partner in a Daytona Beach CPA firm, my senior partner, George Hough told me to join Rotary. I knew nothing at all about Rotary, he said it was the best. He was right. Daytona Beach South was only a few years old, had lost half of the charter members. Each member was tasked to find new members. We joined as a group, doubled the size of the club.


In 1984, the DG came to a Board meeting and told us to start a new club in Port Orange. June 1985, we chartered Port Orange-South Daytona. I was Club President 2020-2021, year of the Plague. My Foundation journey started with Paul Harris Fellows and then onto Major Donors.


As District Major Gifts and Endowment Chair I am focused on growing The Rotary Foundation. 

The first RI Convention we attended was Orlando 1992, a short delay as our next was Hamburg 2019 and last was Houston 2022. All these years have passed in the blink of an eye, can’t imagine not being a part of the Rotary family. Together, we are People of Action working on an Adventure in Service, Creating Hope in the World.

Congratulations Rotary Club of Southeast Volusia Golf


Twenty new members were inducted into Rotary International on Sunday, Dec. 3. The Rotary Club of Southeast Volusia Golf was officially chartered and the new Club's Board of Directors and officers were sworn in.


The ceremony was officiated by PDG Jeffrey Michelman and DGE Mickey Ulmer. Guests at the event included many past District Governors, Asst. Governors, club President's and friends. The club was presented with very generous gifts from the Rotary Clubs of New Smyrna Beach, Edgewater, Flagler Beach and The Rotary Club of Northeast Florida and a tasty and beautiful cake from fellow Rotarian, Serge Serese ( Mon Delise Bakery).


Prior to the official ceremony, 72 golfers enjoyed the inaugural RCSEVG Scramble for Children's Charities.
