The IHDA Design, Construction and Regulatory Compliance Team is in the process of testing the implementation of LCPtracker for use in the monitoring of wage compliance on developments with Davis-Bacon and Section 3 wage compliance requirements. Upon completion of a successful testing period of this cloud-based tool, IHDA will start requiring its usage for monitoring wage compliance. Stay tuned for additional details.



In addition, the IHDA Design, Construction and Regulatory Compliance Team is seeking feedback on IHDA’s Standards for Architectural Planning and Construction to assist us in a comprehensive rewrite. Please submit your feedback to MFDesignConstruct@IHDA.org.

Program Spotlight

Healthy Housing, Healthy Communities (H3C)


Awarded to IHDA in May 2022, the H3C planning grant is supporting the formation of partnerships between affordable housing developers and healthcare partners in order to finance more housing units. Over the last year, IHDA’s interdepartmental H3C team, composed of members of Strategic Planning and Research (SPAR) and Multifamily Finance, have engaged both healthcare and housing partners in Peoria and Cook County to examine pipelines and investments. Our in-person networking event took place at IHDA’s office in February and generated some fascinating conversations as part of our “speed dating” event. Furthermore, the state of Illinois has allocated $15 million in Rebuild Illinois capital funds to IHDA to further foster these innovative partnerships and finance more affordable housing units. 


IHDA anticipates releasing a Request for Applications (RFA) as part of our upcoming Permanent Supportive Housing funding round that will incentivize innovative partnerships between housing developers and healthcare partners, with a potential of up to $8 million in funds available per project. We expect the RFA to be published in July, so please watch this space! Also, a page on IHDA’s website is currently under development with information about the opportunity — stay tuned!

Habitat Estates

Fox Valley Habitat for Humanity


Habitat Estates, built by Fox Valley Habitat for Humanity, will provide two new-construction, single-family homes in the city of Aurora for sale to households with incomes between 30 and 80 percent of the Area Median Income. The project is helping Aurora meet a priority need, as identified in the city’s Consolidated Plan 2020-2024, to strengthen homeownership among low- and moderate-income households.


Founded in 1989, Fox Valley Habitat for Humanity is a local affiliate of Habitat for Humanity International serving southern Kane and northern Kendall counties. They have built or rehabilitated more than 70 homes, largely using volunteer labor and donated materials and funds. Volunteer teams are welcomed multiple days a week and are supervised by Habitat staff and long-term volunteers. Fox Valley Habitat contracts with professionals for plumbing, electrical, infrastructure and other stages of building where licenses or specialized skills are required.


Habitat leverages the private donations they receive to generate Illinois Affordable Housing Tax Credits (i.e. Donation Tax Credit) to help fund costs such as land acquisition, infrastructure and licensed professional contractors.


The Habitat Estates homes are 1,650 square foot ranches with four bedrooms, two bathrooms and two-car attached garages. Construction is insulated concrete forms, asphalt shingles, vinyl single-hung windows and vinyl siding. The interiors have drywall, paint, trim and vinyl plank flooring. Amenities include ranges, refrigerators, microwaves, dishwashers, disposals, washers, dryers, central air conditioning and window blinds. The lots are landscaped with grass, bushes and trees.


Fox Valley Habitat recently celebrated the completion of the first Habitat Estates home, which it is selling to Jenna, a single mom with three daughters. Despite often working two jobs, Jenna struggled to find safe, decent and affordable housing for her family before connecting with Fox Valley Habitat.


“I had worked so hard for so long to give my daughters the best life possible and now our dream is coming true,” she said.

APRIL SPOTLIGHT - Richard Ess - Financial Analyst - Bond Structuring

This month, we sat down for a Q&A with Financial Analyst - Bond Structuring, Richard Ess.


Where are you from originally?

  • I grew up in Hastings-on-Hudson, New York which is a town of 8,500 residents about 10 miles north of New York City. My Mom is from Croatia, so I spent most of my summers growing up on the Croatian seaside, which was a blast. This was back in the 1980s before the Yugoslavian war erupted and Croatia was the inexpensive summer destination for Northern Europe, so I became good friends with a number of kids from Holland and Germany.    


Where do you live now?

  • I currently reside in Pilsen. I love Pilsen because it is diverse, has colorful murals, the food is great and it is less expensive than the northside of Chicago


What is your role at IHDA?

  • I manage the conduit bond process and coordinate with bond counsel on document submission to the IHDA Board. In that role, I interface with internal and external parties.


When did you start working at IHDA?

  • I started working at IHDA in August 2017. 


What drew you to IHDA/affordable housing originally?

  • After working for a small municipal bond investment bank in San Francisco for 14 years, I married a Michigan girl, and she wanted to move back to the Midwest to be closer to family. Since I had bond experience, I reached out to IHDA Finance to see if they had interest in my skill set and was hired soon afterwards. The timing was great as I was interested in exploring a new opportunity which would allow me to continue working in the bond world. After one year with IHDA Finance, I transferred to IHDA Multifamily, and it has been great as everyone is very nice and I have learned more about the real estate side of the equation


What do you find most rewarding about your job?

  • Coordinating with internal and external partners focused on providing much needed affordable housing is the most rewarding aspect of my role.


What has been your favorite development while working at IHDA?

  • Working on senior housing and persons with disabilities developments are my favorites.


Tell us about one hobby or activity you like to do outside of work?

  • Playing tennis - I taught tennis for two years in San Francisco and became involved with the Positive Coaching Alliance, a non-profit for youth sports organization based out of Stanford University. Below is a flavor of their philosophy:


“The answer to every youth sports problem is to make the Triple-Impact Competitor model the standard for high school and youth sports. A Triple-Impact Competitor makes self, teammates and the game as a whole better.” 


This concept applies to everyday life.
