  • IHDA finalized the closing of our first Housing for Justice-Involved Individuals Program grant in late December 2022. YWCA Justice Project #1 will provide housing and supportive services to individuals exiting the justice system in Adams County. Congratulations to the YWCA of Quincy!

IHDA will continue to accept 4% LIHTC PPAs and full applications on a rolling basis through the end of 2023. For more information on application timing, please see the updated 2023 Multifamily Transaction Timeline.

Development Spotlight

Lofts on the Square

Lofts on the Square is a 47-unit affordable apartment building located in the heart of downtown Belleville, IL. Originally built in 1931 as the Hotel Belleville, the development is an adaptive reuse of the building for housing for seniors. A rare example of Art Deco architecture in the region, many of the architectural details have been painstakingly preserved. The building is listed on the National Register of Historic Places.

Lofts on the Square offers a spacious library and lounge in the original hotel lobby, along with numerous other resident amenities. The adjacent courtyard space provides a welcome oasis from the hustle and bustle of downtown living, and the first-floor retail space provides added vibrancy to the streetscape.

In November 2022, the development was the recipient of the Landmarks Illinois Richard H. Driehaus Foundation Preservation Award for Advocacy.

Meet Your IHDA Developer Team


This month, we sat down for a Q&A with Assistant Director of Design, Construction and Regulatory Compliance, Kevin Hall.

Where are you from originally?

  • I grew up in Racine WI, about 80 miles north of Chicago. 

Where do you live now?

  • I currently reside in Chicago’s South Loop neighborhood, near the Prairie Avenue Historic District. 

What is your role at IHDA?

  • I manage the recently renamed Design, Construction & Regulatory Compliance team, formerly referred to as Architecture & Construction Services. The team’s focus is reviewing projects for compliance with IHDA requirements in those three areas.

When did you start working at IHDA?

  • I started working at IHDA in July 2022. 

What drew you to IHDA/affordable housing originally?

  • After working for the Chicago Housing Authority for the past 6 years, I was interested in exploring a new opportunity which would allow me to continue working on multifamily affordable housing. This position with IHDA was a perfect fit. 


What do you find most rewarding about your job?

  • Leading a team of professionals focused on working with our development partners in providing much needed affordable housing is the primary reason I joined IHDA and the most rewarding aspect of my role. 

What has been your favorite project while working at IHDA?

  • Working on IHDA’s Housing for Justice Involved Individuals Program (HJIIP) has demonstrated to me IHDA’s ability to be directly impactful to individuals in need of stable and affordable housing.
