Happy New Year from the Illinois Housing Development Authority! Please find our January 2023 Multifamily program updates below.

• IHDA finalized the closing of our first Housing for Justice-Involved Individuals Program grant in late December 2022. YWCA Justice Project #1 will provide housing and supportive services to individuals exiting the justice system in Adams County. Congratulations to the YWCA of Quincy!

• IHDA has published a revised common application, LIHTC scoring workbook, and BIPOC self-certification to be used with 2023 9% LIHTC applications. The common application can be found in the Project Application Mandatory Documents section of the Developer Resource Center. The LIHTC scoring workbook and BIPOC self-certification can be found in the Project Application Scoring Documents section.

This month, we sat down for a Q&A with Assistant Director of Design, Construction and Regulatory Compliance, Kevin Hall.

Where are you from originally?

• I grew up in Racine WI, about 80 miles north of Chicago. 

Where do you live now?

• I currently reside in Chicago’s South Loop neighborhood, near the Prairie Avenue Historic District. 

What is your role at IHDA?

• I manage the recently renamed Design, Construction & Regulatory Compliance team, formerly referred to as Architecture & Construction Services. The team’s focus is reviewing projects for compliance with IHDA requirements in those three areas.

When did you start working at IHDA?

• I started working at IHDA in July 2022. 

What drew you to IHDA/affordable housing originally?

• After working for the Chicago Housing Authority for the past 6 years, I was interested in exploring a new opportunity which would allow me to continue working on multifamily affordable housing. This position with IHDA was a perfect fit. 

What do you find most rewarding about your job?

• Leading a team of professionals focused on working with our development partners in providing much needed affordable housing is the primary reason I joined IHDA and the most rewarding aspect of my role. 

What has been your favorite project while working at IHDA?

• Working on IHDA’s Housing for Justice Involved Individuals Program (HJIIP) has demonstrated to me IHDA’s ability to be directly impactful to individuals in need of stable and affordable housing.
