September Updates

  • On July 11, IHDA formally published its 2023 Permanent Supportive Housing Development Program Round X with Option for Healthy Housing, Healthy Communities Request for Applications (“RFA”). The RFA and more information can be found on the IHDA website.



  • IHDA will host a Public Hearing on the draft QAP, which will held in person (at the IHDA office) and virtually using the WebEx platform at 10 a.m. on Thursday, Sept. 7.  


  • If attending virtually, please register for the virtual public hearing and a link to the meeting will be sent to you. If attending in-person, please email QAPfeedback@ihda.org.  



  • IHDA’s “Standards for Architectural Planning and Construction” will be rebranded as the “Design, Construction and Regulatory Compliance Requirements.” A draft is posted on the website. This new set of requirements will consolidate and update the existing standards along with various other documents and guides. The new standards will be organized into three areas: Pre-Design, Design, and Construction. Comments may be sent to: MFDesignConstruct@ihda.org. We need your input!


  • IHDA is rolling out a new wage compliance monitoring tool. For all projects starting construction after July 1, the Regulatory Compliance team will be requiring the use of LCPtracker to monitor compliance with Section 3 and Davis Bacon. Please contact MFDesignConstruct@ihda.org with any questions.


  • The following is information on HUD’s new Green and Resilient Retrofit Program. The Green and Resilient Retrofit Program (GRRP) provides funding for direct loans and grants to projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience, of eligible HUD-assisted multifamily properties. GRRP includes three cohorts: Elements, Leading Edge, and Comprehensive and each has their own application submission due dates. You can review a short overview of the program and each cohort here

4% LIHTC

IHDA will continue to accept 4% LIHTC PPAs and full applications on a rolling basis through Dec. 31, 2023. For more information on application timing, please see the updated 2023 Multifamily Transaction Timeline.

Development Spotlight

Major Jenkins Apartments

With the help of many partners and donors, Mercy Housing Lakefront completed a successful rehabilitation of the 156-unit Major Jenkins Apartments located in Chicago’s Uptown neighborhood. The development closed on permanent financing in March of this year. Major Jenkins Apartments provides supportive homes to individuals with extremely low incomes, many of whom have experienced chronic homelessness and/or disability.


As an aging property, Major Jenkins Apartments was in significant need of improvement to ensure that it could continue to serve those most in need of stable housing and supportive services. This preservation project took 14 months, and residents returned home to updated apartments with new amenities, including new appliances, furniture, lighting, and paint. Wi-Fi internet and air conditioning were also installed throughout the entire building, helping to close the digital divide and keep residents cool during the hot summer months.



The development also incorporates a redesigned first floor offering a fitness room and separate resident services and community room spaces. Mercy Housing Lakefront has also partnered with Architreasures, a Chicago nonprofit that helps to transform communities and public spaces through participatory art projects. Residents will work with two artists to create artwork in the building, including a mural featured in the new community room. These works, as well as new paint and improved lighting, will help to enhance the interior and to promote an inviting atmosphere. Connie Lolli - Coordinator, Regulatory Compliance

Where are you from originally?

  • I grew up in Park Forest and have always lived in the area.


Where do you live now?

  • I currently live in Monee and have been here for the past 22.5 years.


What is your role at IHDA?

  • I am the Compliance Coordinator within the Design, Construction and Regulatory Compliance team. I work on Davis Bacon and Section 3 Compliance, Subsidy Layering Reviews, and Insurance Reviews.


When did you start working at IHDA?

  • I started working at IHDA in the Loan and Portfolio Management Department in Mar. 2010. The Department merged with Asset Management where I continued working in servicing until I came to Multifamily in Aug. 2020.  


What drew you to IHDA/affordable housing originally?

  • I was in banking as a mortgage loan closer and post closer since the early 90s during which I worked with IHDA. I liked that they helped those less fortunate obtain affordable homeownership, and I wanted to be a part of that. I believe that everyone is entitled to the American Dream of homeownership and affordable housing. 

 

What do you find most rewarding about your job?

  • Working with and watching the new construction and rehabilitation of affordable housing for seniors, individuals with disabilities, and at-risk individuals.
