As we enter the second month of this unprecedented health crisis, I want to take a minute to thank our residents and businesses for the sacrifices that have been made for the public good. This is a challenge not experienced in our lifetimes, and it has forced most of us to temporarily give up some of the most enjoyable aspects of our lives. After reviewing the most recent numbers, it is clear these extra measures are working -- Oceanside has the third lowest per capita COVID-19 infection rate among all San Diego County cities; we need to do everything we can to continue that trend.

New County Public Order - Face Coverings
|
As of May 1, San Diego County Public Health is requiring everyone to wear face coverings in many public settings.
In general, you must wear them anywhere you come within six feet of others, such as waiting in line to go inside a store, shopping, riding on public transportation, etc. They're not required when out exercising, but have one ready to wear if you come within 6 feet of someone not in your household.

On April 22, 2020, the Oceanside City Council approved a loan program to assist small businesses adversely affected by the COVID-19 pandemic. Applications are now being accepted. Information and application materials are on the
website.
Last week, Congress approved a nearly $500 billion interim Coronavirus bill, which includes additional funding for the previously depleted Economic Injury Disaster Loan and Paycheck Protection Program. Beachfront Improvement Project Underway
|
The Beachfront Improvement Project began construction on April 3. Funded largely by a grant award of nearly $8 million from California Natural Resources, this exciting project remodels the 1930s era beach restroom to serve as a new Police Department Substation. A new building will be constructed to include restrooms and inviting storefront areas. A new, wider staircase will be built with a landscaped viewing area. The band shell remains as is. The existing sewer lift station will be reconstructed. A small service building will house pumps and controls for the sewer lift station and beach cleaning equipment. Work will occur in
phases
, and is anticipated to take 18 months to complete.

General Plan Update, Phase 2
|
In light of the COVID 19 pandemic, the General Plan Update (GPU) project team is exploring a variety of tools and methods that allow for public engagement in compliance with Stay-at-Home Order and social distancing guidelines. As part of a multifaceted public outreach program, a
new project webpage
was developed, and several online surveys are being prepared, the first of which will seek public input on the South Morro Hills Community Plan. Consider adding your name to the GPU Phase 2 Update List via the new webpage. If you represent a community group with an interest in the project, please contact the project team to schedule a conference call. We welcome the chance to discuss the scope and objectives of the project and understand how this planning effort can better address the needs and aspirations of community members. Over the next few months, the project team will solicit input from neighborhood residents. The City is comprised of
17 neighborhood planning areas
, stretching from South Oceanside to South Morro Hills. We’ll ask residents to give some thought to what it means to reside within their respective planning areas and what might make these areas more meaningful to them.

Balderrama Park Sports Field Renovation
|
On April 27, Public Works staff began sports field improvements to complement the Balderrama Park Improvement Project. Field leveling, drainage improvements, new irrigation and sod are all part of this work. Staff anticipates the project will be completed by June 29.

The Measure X Citizens Oversight Committee unanimously recommended a Fiscal Year 2020/21 Measure X Spending Plan at its meeting on March 12, 2020, prior to the COVID-19 pandemic regulations. As a result of COVID-19, the sales tax consultant has revised the Measure X revenue projections downward, and staff will be revising the recommended Spending Plan for next Fiscal Year. The revised Spending Plan will be presented to the Committee for a recommendation in May. Online Development Services Options
|
Oceanside development projects continue to be processed during the COVID-19 regulations. In January of 2019, Oceanside's Development Services Department implemented an electronic plan review process that allowed the review of plans and permit issuance online. Customers were quick to use this process, which saves them a significant amount of time and money. In the first year, 62% of plan reviews were performed in this new paperless process. During the pandemic, the team is performing well over 95% of work electronically, and are quickly transitioning to a 100% paperless process for all development services work.
