BOROUGH UPDATES

Dear Borough Residents, some houses have had their new wheel cart bins delivered. This includes some residents who had called Solid Waste Management on (860) 535-5099 and asked for them not to be delivered. This process is on a ‘best efforts' basis with no guarantee of success. There are 14,000 carts, pre-coded with every address in Stonington. Imagine how difficult it is to pick through that pile to find your carts. If your carts are delivered, and you do not wish to use them, please call Solid Waste Management on (860) 535-5099. They only have two staff members, so please be patient. They are working tirelessly to manage this transition.

This process will take a few weeks to complete, and I am sure that we can all manage with any disruption that may result. Please work with your neighbors to share bins where possible in multi-family homes. If your neighbors are out of town, please communicate with them to see how you can best help by moving the bins off the sidewalk and streets.

Your old trash bins can be taken to the transfer station where they will be recycled.

As mentioned in our previous note you can leave your yellow bags and small blue recycling bins (on recycle pick-up days) on the sidewalk after 6 am on the day of collection. If you want to put your trash out the night before, it needs to be in one of the new bins. It is not efficient for the trash collectors to get out of the truck to look inside odd bins to see what is inside. Lifting heavy bags has been causing injuries to the trash collectors resulting in time off work and high workers compensation costs. The semi-automated approach reduces staffing levels and reduces the risks of injury. It keeps the costs down.

The original charter of the Borough of Stonington was granted by the state legislature in 1801. The charter specified the form of government for the Borough – a warden and then six, now four, burgesses – that remains in place today. 


The Board of Warden & Burgesses is the legislative body that governs the Borough, while the warden functions as the chief executive and overseas daily operations. The Board approves ordinances, appoints members to Borough boards and commissions, and manages the Borough’s finances. Each April, the Board presents a proposed budget for the approaching fiscal year to the annual meeting, at which all real property owners can discuss, debate, and vote on the budget.

Since the mid-Twentieth Century, when Connecticut passed so-called home rule legislation, the Borough – like the surrounding Town of Stonington – has operated under a charter drawn up and approved by its own residents rather than by the state legislature. The Borough charter was last revised in 2021.
