Welcome from the Vice President - Julia Baumann

On behalf of the Stormwater Victoria committee, welcome to the final 2024 issue of The Outlet newsletter! As we race towards the end of the year, everyone’s calendar fills with fun and festive events where we can catch up with friends and colleagues. It always generates a true sense of accomplishment to pause and celebrate our collective successes over the past year.


The future of stormwater management relies on our ability to collaborate across sectors. Stormwater Victoria brings together experts, policymakers, and innovators to move forward with practical, scalable solutions that protect our cities and ecosystems. We do this to ensure a sustainable water future.


It may not feel like it, but the informal catch ups we have with colleagues in the stormwater industry play a key part in enhancing our ability to collaborate. Having the personal connections we build through getting to know each other really is a superpower when, as representatives of different sectors we find ourselves in a situation where we need to work together to develop a collaborative solution. Our networks make us stronger, both as individuals and as an industry.


Stormwater Victoria’s networking events provide opportunities to meet people who hold a variety of roles across the stormwater sector. Providing events that bring together professionals is part of Stormwater Victoria’s mission. I encourage you to attend the many events we offer across the year to grow your personal network in a way that helps you, and by extension our entire stormwater community, be more effective at working across boundaries.



It’s no secret that the annual conference is my favourite Stormwater Victoria event. It’s fantastic to have a forum both to present learnings and insights to our industry and to listen to and learn from others. As the year draws to a close, it’s a good time to reflect on the professional challenges you’ve overcome in 2024. I bet there’s a great idea in there for a conference abstract! Keep an eye out for the conference call for abstracts, and don’t be shy to submit one.

Melbourne Water’s 2024 MUSIC Guideline Now in Effect


The 2018 Guideline and templates have now been retired.


The available rainfall templates were updated on 2 July 2024. To ensure you are using the updated templates, please download the files here and delete the March and/or any earlier version. 


The July 2024 rainfall templates will have limited impact on asset sizing and performance relative to the March version, but better supports wetting and drying spells assessments. 


To support the transition, we hosted an information session - the recording is now on the Clearwater website.

Urban Stormwater Management – New Obligations of Managers of Land or Infrastructure

In May 2024, obligations relating to the management of urban stormwater were set for councils in the Obligations of Managers of Land or Infrastructure (Urban stormwater management and On-site wastewater management) (the OMLI). The OMLI also contains obligations for councils and water corporations relating to onsite wastewater management.


DEECA and the EPA have produced FAQs to help councils understand their urban Stormwater management obligations under the OMLI and how to meet them, which you can read here.


Clause 5 of the OMLI continues the requirement from the now expired State Environment Protection Policy (Waters) for councils to develop Stormwater management (or equivalent) plans. Specifically, it requires councils to:


  • Develop and publish a plan that identifies risks posed by Stormwater and actions to address those risks, in consultation with relevant stakeholders.
  • Review and update the plan and report on implementation at least every five years. DEECA has also developed information on the on-site wastewater management clauses including a webinar.

Meet SV Committee Member

Zaki Matar


We would like to introduce Zaki Matar, one of our committee members this year. Zaki has brought a lot of great insights and energy to the Stormwater Vic committee. We are thrilled to share more about him and his unique professional journey. Zaki’s experiences and perspectives are sure to inspire, and we hope you’ll take the time to learn about the work he’s done and his contributions to our team!


What was your career path that led you to working as an Engineer in the stormwater space?


My first job out of university was at a small engineering consultancy specialising in stormwater management. It was here where I first developed a taste for stormwater management through flood studies. Over the course of 12 years, I continued to progress my technical know-how as a floodie; developed complimentary skills in engineering design (drainage); and completed a Masters in project management. My enthusiasm for consulting persists and today I am a team leader at engineering consultancy KBR where my role is focused on project and people management.


What is your favourite aspect of working at your current work place (KBR)? And how about the most challenging?


It’s difficult to point to a single aspect, but the first that comes to mind is the prospect of networking/collaborating on project solutions. I look forward to engaging with my varied network of skilled peers as part of problem solving and shaping direction on projects. Having accumulated a network from within and outside my place of work, I know there is someone out there I can rely on and vice versa, and this gives me confidence.


What is the most important career learning you think the stormwater industry needs to understand?


I’ve learned to acknowledge my biases and seek out others as a sounding board to test out project approaches or outputs from models. Avoid making judgements too soon and take action on constructive feedback even if it means paying a price in the short term.


How do you see your role evolving?


As a consultant, I see my role shifting into a greater emphasis on identifying and engaging with project stakeholders early as a core part of project delivery. As a people leader, key areas to watch will be staff retention and succession planning to develop future leaders.


What is your favourite stormwater feature / recreational spot you like to visit?


This is by far my favourite question as I am an avid hiker and park-run enthusiast. I routinely run the Albert Park Lake circuit on Saturday mornings. I also live a short walk away from Plenty Gorge Parklands. Here kangaroos roam abound, native trees dot the landscape and scenic views of the mighty Plenty River there to be appreciated.

SET 2024: Advancing Stormwater Management and Sustainable Infrastructure 


The SET 2024 Conference, held in Brisbane from October 8-11, was a pivotal event for the stormwater and water management sectors in Australia. Focused on the theme 'Shaping the Future of Stormwater Management,' the conference brought together experts, researchers, industry leaders, and government representatives to discuss innovative solutions for managing stormwater and improving urban water sustainability.


Over the course of the four-day event, attendees participated in a series of thought-provoking presentations, case studies, and panel discussions addressing key issues such as climate change resilience, water-sensitive urban design, and the integration of nature-based solutions. Keynote speakers highlighted global best practices in stormwater management, and the conference also provided ample opportunities for networking and collaboration across various sectors.


The Stormwater Australia National Awards of Excellence were presented at the Conference Dinner. We congratulate all the winners!
