Assessment of the NC County Distress Rankings | |
This report is an initial assessment of North Carolina’s County Distress Rankings System, known as the Tiers System, established in 1987 to promote economic development in less prosperous areas. This report distills this preliminary research for policymakers and presents questions for future research to improve the system. Findings highlighted the disconnect between stakeholders and the system, the system's blurring of underlying data, and the uniqueness of the system compared to other states.
