Need Assistance for Your Community?

CPRC is an independent, public organization with membership open to all local governments in our region. As a mission and member-driven organization, we prioritize the sustainability and success of our local governments above all else. We’re also legally recognized as a local government. That gives us unique flexibility: we can step in and help local governments directly, acting like an extension of their own staff. This means we can move quickly to deliver services, launch programs, or fill gaps — especially when time or capacity is limited. Member government stakeholders who foresee an upcoming need or want to discuss a local or regional assistance gap can fill out the service form linked below or contact Local Government Services Director Alana Keegan at akeegan@centralpinesnc.gov.

Ready for Change: Rethinking Budgeting

The budgeting process has long been a cornerstone of local government operations. It’s where policy goals meet financial reality. Yet for many years, the public sector has relied on outdated models—designed for stability and compliance more than agility or responsiveness. Now, that is beginning to change.

A national survey conducted in early 2025 by GFOA and civic engagement and data analytics research firm Polco paints a hopeful picture of a sector in motion. The results show encouraging progress in adopting new practices, greater alignment with strategic plans, and increasing interest in performance and technology. But they also reveal persistent gaps—in public engagement, outcome focus, and modernization

Planning for Extreme Heat Cohort Program

With each passing year, North Carolina residents face higher heat index values, more warm nights and more heat waves. These warmer days and nights, coupled with increased humidity, pose risks to public health and daily life. Prolonged exposure to extreme heat can lead to heat-related illnesses, such as heat exhaustion and heat stroke. As high heat days become more common, North Carolinians are using more energy to cool their homes and buildings, with many households unprepared for increasing energy costs.

Local leaders can play a key role in helping residents stay safe in high temperatures. Supporting communities starts with monitoring local conditions, identifying those most at risk, and understanding how to reduce heat-related risks to public health and household budgets. To help local leaders protect health and safety, the State Resilience Office and the State Climate Office of North Carolina offer the NC Planning for Extreme Heat Cohort annually. There is no cost to participate in this program.

Applications for the Fall 2025 Cohort are now open.

Gov. Stein Declares Tropical Storm Chantal Type I State Disaster, Activates Individual Assistance

Earlier this week, Governor Josh Stein declared Tropical Storm Chantal a Type I State Disaster, which allows North Carolina to activate state-funded individual assistance grants for people affected by the storm. The Governor also urged President Trump and Acting FEMA Regional Administrator Robert Ashe to issue a Federal Major Disaster Declaration for Chantal to expedite federal aid in the disaster area and Hazard Mitigation Grant Program (HMGP)assistance statewide.
