RMLD is one of 41 public power utilities in Massachusetts and is not-for-profit, locally owned, and locally controlled. RMLD serves Reading, North Reading, Wilmington, and Lynnfield Center.

A five-member Board of Commissioners, elected by Reading voters, governs the utility. A Citizens’ Advisory Board, appointed by the four communities RMLD serves, makes recommendations to the Board of Commissioners. Meetings are posted on RMLD's events calendar.

Board of Commissioner meetings are broadcast live on RCTV, and the recordings are shared with the other community TV stations. Meeting recordings can also be found on RCTV and RMLD YouTube Channels.
