New NASCIO Executive Leadership Announced
Top state information technology leaders have been selected to serve as new program year Executive Committee for the National Association of State Chief Information Officers. The association is now led by Darryl Ackley, New Mexico secretary and chief information officer, and NASCIO president for the 2015-16 program year. Ackley succeeds Ohio Chief Information Officer and Assistant Director Stu Davis.

Thank you to NASCIO members for your donations to the Annual Conference Give Back program. Through your donations, $7,665 was collected - a new record for the Annual Give Back program! With NASCIO's contribution, a total donation of $12,665 was provided to
the Sunnyvale Afterschool Program in Salt Lake City.
Donations made through the NASCIO Give Back program will support Sunnyvale in their important work by providing funding to upgrade the program's computer lab and purchase learning acceleration software to help students build a strong foundation of literacy skills and core math concepts.
The
Sunnyvale Afterschool Program empowers refugee and immigrant youth with vital academic and social supports needed to lead healthy and happy lives in the U.S. The program is one of many services provided by the Refugee and Immigrant Center - Asian Association of Utah (RIC-AAU).

FirstNet decides on nationwide acquisition and issues special notice on cybersecurity
On October 1-2, FirstNet held a series of board meetings where they adopted two resolutions that give insight into FirstNet's acquisition strategy. FirstNet will be taking a nationwide approach to acquisition as opposed to a regional approach, which had been discussed as a possibility after the release of the draft RFP. FirstNet also adopted another resolution that specifies that revenue generated from use of the network may not be kept within a state's borders. The authorizing legislation for FirstNet, the Middle Class Tax Relief and Job Creation Act of 2012, states that revenue generated from FirstNet must be reinvested in the network. Opt-out states cannot retain generated revenue for their opt-out state network; it must go toward furthering the nationwide effort. Shortly after the board meetings, FirstNet also released a special notice that seeks comment on cybersecurity which will inform the development of the cybersecurity portion of the RFP which is scheduled to be released by the end of 2015. NASCIO's response to the special notice is available online. Government Funded until December 11 Federal legislators came to an agreement at the end of September to fund the government through December 11. A larger budget agreement seems to be in the works; one that would fund the government for a longer period of time and could potentially lift sequestration caps resulting in an increase in domestic spending. Complicating matters, however, is the absence of a House Speaker. Current speaker John Boehner (R-Ohio) has said he would keep his seat and leadership position until the end of the year. Early front runner to replace Speaker Boehner, Majority Whip Kevin McCarthy (R-Calif.) abruptly pulled out of the speaker race just prior to when the vote was to take place. Now, House Budget Committee chair, Rep. Paul Ryan (R-Wis.) appears to be the favorite for the position.
Despite the unclear future of the Speaker position, there has been clear indication that both chambers and the President have been engaging in budget talks in anticipation of the December deadline. Senate Majority Leader Mitch McConnell (R-Ky.) has repackaged most of the FY 2016 appropriations bills for potential floor votes while his staff negotiates with the White House and other congressional leaders on a new budget agreement.
The government must also deal with a host of other financial issues before the end of the year, including: highway bill (authorized until October 29), debt limit (would need increase Nov 3) and tax extenders (expired December 2014, need retroactive tax extenders bill before end of year).

The Broadband and Telecommunications Committee met October 20 and heard from Robert M. Lee who spoke to committee members about infrastructure control system security.
|
The Enterprise Architecture and Governance Committee and the Data Management Working Group held their combined monthly call on October 8. Plans for releasing the working group's first issue brief was presented as well as the development of the second and third briefs.
The first brief will be released the week of October 26. This first issue brief from the working group will present the importance of data management. The second brief is in the final stages of development and will present on how to get started with data management. Research is currently underway for the third issue brief dealing with legal issues related to data management.
The working group is seeking input on this topic and will be re-chartered for the 2015-16 program year.
