Trick or Treat on Main Street
The City of Seal Beach and Volunteers in Policing (VIPs) joined the fun at this year’s Trick or Treat on Main Street, hosting booths along the pier and handing out candy to families enjoying the daytime festivities.
City departments also took part in a pumpkin decorating contest, showcasing creative displays for the public to enjoy and vote on. Taking home first place was the City Manager’s Office with their clever “Seal Beach Wars” Star Wars–themed pumpkin display.
It was a fun-filled day of community spirit, creativity, and Halloween cheer in Seal Beach!

Pickle-Boo Fest Was a Smash Hit!
The Seal Beach Pickleball Association (SBPA) served up spooky fun at their Pickle-Boo Fest on Saturday, October 25th—and what a night it was! The courts were alive with goblins, ghosts, and ghouls (and some pretty fierce pickleball players, too!).
From creative costumes to friendly rallies, the Halloween spirit was in full swing. Thank you to everyone who came out to play, cheer, and show off your frightfully fun outfits. The event was not only a scream—it was also a fantastic fundraiser, with proceeds supporting ongoing court upgrades and improvements at the Seal Beach Tennis & Pickleball Center.
Thanks to your energy, enthusiasm, and generosity, we’re keeping the SBTPC the best place to play—day or night!

Celebrating 110 Years of Seal Beach History
The Seal Beach Historic Resources Foundation hosted its final guided tour of Old Town Seal Beach on October 25th, from 1:00 PM to 3:00 PM.
Joining the tour were Mayor Landau and Council Member Wong, helping celebrate the City’s 110th birthday and its rich, storied past.

Seal Beach Pickleball Association Court Enhancements
The Seal Beach Pickleball Association (SBPA) recently completed its latest court enhancement project on pickleball courts #1–8 and #13–20. The team lowered the exterior fencing around these courts, providing a much better viewing experience both on and off the court.
They also installed permanent fencing between individual courts, offering much-needed separation between games and making stray ball retrieval much easier. This new interior fencing will help keep matches running smoothly with fewer interruptions.
The SBPA remains dedicated to continually improving the playing environment for all members. We appreciate your patience and support while this essential work was completed — now come out and enjoy the updated courts!

Halloween Fun on the Courts!
A huge thank you to everyone who brought their spooky spirit to the Seal Beach Tennis & Pickleball Center this Halloween! The costumes were fantastic! You turned the courts into a festive runway of creativity.
Everyone who dressed up was entered into our Halloween raffle for a chance to win a $10 pro shop gift card—congrats to our lucky winners!

This edition of the Shoreline includes information about community events, dance classes, fitness classes, and much more! Viewers can click directly on the classes listed in the brochure and be taken to our online registration website. Registration for Winter is available on Monday, November 3rd, at 8:00 AM. Registration can take place in person at City Hall or by mail with a check payable to the City of Seal Beach.

Senior Lunch Café
The Seal Beach Lunch Program is provided by Meals on Wheels Orange County (OC), which is held at the North Seal Beach Community Center. The Dine-In Lunch Café takes place Monday - Friday from 11:00am- 12:00pm. The Dine-In Lunch Program is open to adults ages 60 and older, with a suggested donation for lunch is $3.00 per meal. Department Highlights
There are currently 2,122 users registered for the Senior Transportation Program. The program is available for Seal Beach residents aged 60 years and older and consists of a pre-fixed shuttle route and Yellow Cab taxi service. To register for the program, please visit www.sealbeachca.gov or contact the Recreation and Community Services Department at (562) 431-2527 X 1307.
There are currently 491 pickleball members and 67 tennis members at the Seal Beach Tennis and Pickleball Center. To sign up for a membership, please contact staff at the center, or call (562) 598-8624 for more information.

THE CITY OF SEAL BEACH ANNOUNCES 2025 WINTER SAND BERM CONSTRUCTION
The City of Seal Beach will commence construction of the annual Winter Sand Berm project starting the week of November 3rd and extend through late-November. Placement of the berm will be along the beach, from the pier easterly to approximately Dolphin Avenue. The construction of the berm project will be performed by Post Bros., Inc.
In addition, this fall, the City will concurrently perform “back-passing” a process of removing beach sand from the west side of the pier and bring it to the east side of the pier. This process is performed periodically due to wave run-up transporting sand from the east beach to the west beach.
The Contractor will stage their equipment in the 10th Street beach parking lot. Public Works will have a portion of the parking lot coned off for them on Monday, November 3rd, 2025, in preparation for the work.

Pump Station 35 Phase 1 Restart Completed
Phase 1 of the Pump Station 35 project successfully restarted on Friday, October 31, 2025. As of Monday, November 3, demobilization of the temporary bypass pumping system has begun. The bypass system was necessary to maintain service while the pump station was offline for the rebuilding of the station’s drywell plugs and valves.
The next phase of work is scheduled to begin in January 2026, following the anticipated delivery of the new generator in December 2025. At that time, bypass pumping will temporarily resume to allow for the final phase of construction, which will convert the pump station from natural gas backup operation to an all-electric system. This transition supports the City’s ongoing efforts to modernize critical infrastructure and enhance operational efficiency.

Data Collection Begins for 2026 Pavement Maintenance Program
Did You Know?
The City receives Orange County Transportation Authority (OCTA) M2 funding to help repair and maintain our roads. One of the eligibility requirements for this funding is an updated Pavement Management Plan (PMP), a data-driven document that guides how the City maintains and improves its roadways.
The 2026 Pavement Management Plan update will start this week. As part of this process, the City’s consultant Nichols Consulting Engineers (NCE) will collect field measurements across every street in the city. Their vehicle, pictured below, will make frequent stops along the roadway parked off to the side, not in traffic while employees taking asphalt measurements and roadway condition assessments.
The field survey is expected to take approximately 3-4 weeks to complete.

Blow-off Valve Replacement in College Park East Neighborhood
The Utilities Division recently replaced a leaking 2-inch blowoff valve on Iris Circle in the College Park East neighborhood. Blow-off valves are essential for maintaining water quality, especially at the end of water main lines, where water flow can become stagnant. These valves allow crews to flush the system as needed to ensure clean and reliable water service. Similar blow-off valves are installed at all cul-de-sacs along the Almond wall in College Park East.

Boardwalk Wall Repair Completed
The Maintenance team recently completed repairs to the boardwalk wall at 14th Street. The work addressed structural wear and restored the integrity and appearance of the wall, helping to maintain a safe and visually appealing public space along the boardwalk.

Utilities Team Replaces 2" Water Meter
The Utilities Division recently replaced a 2-inch water meter that was in poor condition and nearing the end of its operational lifespan. Replacing aging meters is an important part of the City’s ongoing maintenance program to ensure accurate water measurement and reliable service for customers. The new meter improves system efficiency and helps the division monitor water usage more effectively, supporting long-term water conservation and infrastructure reliability.

Vault Pump Replacement at Boeing Sewer Lift Station
The Utilities Division replaced a failed vault pump at the Boeing Sewer Lift Station. The vault pump is designed to remove any infiltration or rainwater that accumulates in the underground vault area, preventing flooding and equipment damage along with providing a safe space for staff to conduct general maintenance. The system operates automatically using a sensor that activates the pump when water levels rise. Replacing the failed unit ensures the lift station continues to function safely and reliably, especially during wet weather conditions.

Department Updates
- Beach Lifeguards Dean Frizzell and James Stanton attended a week-long Rescue Boat Operations Training hosted by LA County Lifeguards. The training included rescue boat handling, towing operations, search and rescue, helicopter hoisting, dewatering, deckhand skills, and night operations.
- On October 28, Marine Safety hosted a CPR/AED certification class for city staff. The training was well attended, and a second session will take place in the coming week. City staff are required to be certified to maintain compliance with the citywide AED Program.
- On October 29, the Lifeguard Rescue Boat was hauled out of the water for maintenance and repair. Anti-fouling bottom paint was applied, and overall maintenance and cleaning were completed. The boat is scheduled to be re-launched on November 4.

Lifeguards participated in Red Ribbon Week activities at two local schools. They attended Weaver Elementary on October 24 for a first responders flag salute and McGaugh Elementary on October 29. Students enjoyed meeting the lifeguards, exploring their equipment, and learning about beach safety and living a drug-free lifestyle!

- Seal Beach Police Department proudly partnered with McGaugh Elementary School to celebrate Red Ribbon Week, promoting a positive and healthy, drug-free lifestyle. Officers joined students for a variety of fun and educational activities, including reading sessions, a coloring contest, and interactive lunchtime events featuring first responders. Throughout the week, officers shared important anti-drug messages and encouraged students to make smart, healthy choices. The partnership between the Seal Beach Police Department and McGaugh Elementary reflects the department's ongoing commitment to building strong relationships with our youth and supporting a safe, drug-free community.
