Welcome Cassidy Hughes!
My name is Cassidy Hughes, and I am super excited to be here in the Seal Beach City Manager’s Office. I am honored to work with you and help serve the residents of Seal Beach.
I am currently a senior at California State University, Long Beach majoring in Political Science. I enjoy going to the beach with friends and going thrifting in Long Beach. I love fashion and staying active. I plan on working in city government and eventually transitioning to Federal work after graduation.
I am thrilled about this experience, which will allow me to get my foot in the door. I hope I can be of service to you.

September is Suicide Prevention Awareness Month—a time to raise awareness, foster hope, and connect people with support. The Suicide Prevention Awareness Month Toolkit from SAMHSA offers educational tools and resources to help communities engage in prevention efforts.

At its Regular City Council meeting of September 22, 2025, Mayor Landau and Members of the City Council:
- Proclaimed the month of September 2025 as “National Food Safety Education Month,” and honored the relentless work of Dr. Darin Detwiler for his extraordinary contributions to food and safety education and public health.
- Proclaimed September 2025 as “National Preparedness Month: A Time To Remember, A Time To Prepare,” and encouraged all residents to recognize the importance of preparedness and observe the month by working together to enhance our national and local security, resilience and readiness.

- Proclaimed the month of September 2025 as “National Service Dog Month” to promote awareness of the benefits of service dogs and the laws protecting their handlers, and to reaffirm the City of Seal Beach’s commitment to fostering an inclusive community that embraces all residents and their trained service dogs.
- Proclaimed October 5-11, 2025, as “Fire Prevention Week,” and urged Orange County residents to practice safe lithium-ion battery habits; to buy products that meet safety standards; to charge devices safely; to dispose and recycle batteries responsibly; and, to support public safety activities and efforts of the Orange County Fire Authority during Fire Prevention Week.

SB Tennis & Pickleball Center Open House
The Seal Beach Tennis & Pickleball Center is hosting a special Open House on Saturday, October 11, from 3:00 p.m. to 5:00 p.m. This is a fantastic opportunity for the community to explore the facility, try your hand at tennis or the fast-growing sport of pickleball, and maybe even walk away with some amazing prizes.

Recreation Staff and gardeners play a crucial role in fostering a healthy ecosystem and creating a place for wildlife to flourish. You can see the benefits of our Bee and Butterfly Pollinator Preserve, which provides a safe home for the Monarch butterfly to thrive.

Seal Beach Tennis and Pickleball Center
The Seal Beach Pickleball Association has started accepting donations for a memorial brick program to be installed at the Seal Beach Tennis and Pickleball Center. Bricks can be purchased and installed at the facility as a lasting tribute. The brick area will be an enhancement to the facility and will allow users to continue creating long-term memories. Bricks can be purchased through the QR code provided here.

Department Highlights
There are currently 2,100 users registered for the Senior Transportation Program. The program is available for Seal Beach residents ages 60 years and older and consists of a pre-fixed shuttle route and Yellow Cab Taxi service. To register for the program, please visit www.sealbeachca.gov or contact the Recreation and Community Services Department at (562) 431-2527 X 1307.
There are currently 472 pickleball members and 85 tennis members at the Seal Beach Tennis and Pickleball Center. To sign up for a membership, please contact staff at the Center, or call (562) 598-8624 for more information

Senior Lunch Café
The Seal Beach Lunch Program is provided by Meals on Wheels Orange County (OC), which is held at the North Seal Beach Community Center. The Dine-In Lunch Café takes place Monday - Friday from 11:00am- 12:00pm. The Dine-In Lunch Program is open to adults ages 60 and older, with a suggested donation for lunch is $3.00 per meal. Updated Water & Sewer Rates Effective September 1, 2025
Beginning September 1, 2025, updated water and sewer rates will go into effect as part of the City’s ongoing commitment to maintaining and improving essential infrastructure. These rate adjustments are necessary to support system upgrades, cover rising operational costs, and ensure continued delivery of safe, reliable water and wastewater services. By making these investments now, we can avoid more costly emergency repairs in the future and continue providing the high levels of service our residents expect and deserve.

Metropolitan Doubles Turf Rebate for Businesses and Institutions Replacing Grass with Sustainable Landscaping
Starting September 1, Southern California businesses, schools, and other institutions can receive double the financial incentive for replacing water-thirsty lawns with sustainable landscaping. The Metropolitan Water District has announced that it is increasing its turf replacement rebate for non-residential properties to $7 per square foot, the highest rebate ever offered in the region.

New Drinking Fountain at Zoeter Dog Park is Here!
Our Maintenance staff recently completed a two-day project at Zoeter Dog Park to install a brand-new dog drinker and fountain for our four-legged friends and their owners. As part of the project, crews installed a French drain and water line, then poured a new concrete pad to provide a stable foundation. Once the fountain was delivered, staff returned the next day to complete the installation.

New Trees Planted in Old Town
Our Maintenance staff recently planted two beautiful strawberry trees in Old Town to replace two declining and dead trees that were removed earlier this year. Strawberry trees are a great addition to the neighborhood—they are hardy, drought-tolerant, and provide year-round greenery with seasonal blooms and fruit that add color and charm to the streetscape.

Lift Station Pump Back in Service on First Street
The City partners with Jimini, a utilities contractor that helps maintain the pumps at the 1st Street sewer lift station. These pumps play an important role in moving wastewater safely through the system and preventing sewer backups in our community.

New Evacuation Signs Installed for Emergency Preparedness
As part of the City’s ongoing emergency preparedness efforts, Maintenance staff recently installed new evacuation signs for the Police Department in the CPW area along the Caltrans highway. These signs are in place to provide clear direction in the unlikely event that the bridge becomes inaccessible.

Broken Angle Meter Stop Valve Replaced
During routine work, Utilities staff recently came across a broken meter angle stop valve. This valve, located inside the meter box, is an important part of our water system—it serves as the shutoff point that controls water flow to the residential or commercial property side.

Debris Removal at College Park West
As part of the ongoing beautification efforts at College Park West (CPW), Maintenance staff were recently called in to assist with clearing several piles of debris. Working alongside the CPW resident crew, our staff hauled away five full loads of debris, helping to restore open space and improve the overall look of the park.

The forecast shows some large surf headed our way and is expected to arrive on the weekend of September 27th and 28th.

September 13th. we held the Connor Lees memorial paddle out. The event was well attended with family, friends and community members.

September 18th. Lifeguards Dean Frizzell, Ellie Sherlock, Chris Dominguez, Brett Peoples, and Beau Wade were honored by the Orange County Business Council for their heroic rescues last December.

Department Updates
- Police Facility Dog Yosa was recertified by Canine Companions after passing the Assistance Dogs International service dog test, maintaining the professional certification required for her work in victim support, wellness, and community outreach within the SBPD.
- Yosa visited the Orange County Crime Lab to celebrate Forensic Science Week, engaging with staff and highlighting how facility dogs support resilience, outreach, and inter-agency partnerships.
- Interviews for new VIPS were completed, with approximately 20 community members applying; next steps include background screening and placement into a forthcoming VIPS Academy.
