Rebuild Virginia: A Small Business Grant Program
The Rebuild VA Grant Fund is a program to help small businesses and nonprofits whose normal operations were disrupted by COVID-19. Businesses and non-profits that are approved for a Rebuild VA grant may receive up to 3 times their average monthly eligible expenses up to a maximum of $10,000. The Rebuild VA program has been capitalized with $70 million and will provide assistance to approximately 7,000 businesses and nonprofits. Half of the program funds will be distributed to eligible small businesses and nonprofits operating in low-income and economically disadvantaged communities, including ensuring there is adequate representation of minority-owned and women-owned businesses. Applications open on August 10, 2020.
One of the key things about this grant application is you get one shot to fill it out, you cannot return to the application and update or load new/additional documents, so have these ready in PDF form to upload with the application! This is a first come, first served opportunity, so get your documents ready to apply August 10.
Applicants must include the following supporting documentation with their application.
- SCC Certificate of Good Standing
- Incorporation documents for your business-or non-profit, including one of the following:
- Articles of Incorporation (e.g., C-Corp, S-Corp)
- Articles of Organization (e.g., LLC)
- Declaration of Partnership (e.g., Partnership)
- IRS Letter of Determination (e.g., 501c3)
- Business License (e.g., Sole Proprietor, Independent Contractor)
- Certificate of Fictitious Name (e.g., Sole Proprietor, Independent Contractor)
- Form 1099 (individual contractors)
- Current Owner Photo ID (e.g., VA Driver's License, VA Real ID, Permanent Resident Card, Passport)
- Copies of 2019 Federal Income Tax Returns, and 2019 interim financial statement. If your 2019 Federal Income Tax Return has not been filed, a year-end profit-and-loss statement and balance sheet for 2019.
- Commonwealth of VA Substitute W-9 form
- Documentation demonstrating qualifying salary or payroll, including one of the following:
- VEC-FC-21/20 quarterly report
- Payroll processor records;
- Payroll tax filings;
- Form 1099-MISC; or
- Other documentation to demonstrate the qualifying salary or payroll
- Mortgage statements or rent/lease agreements
- Utility bills
- Paid invoices, contracts, cancelled checks, or other documentation to substantiate eligible COVID-19 expenses incurred to continue operations or re-open the business or non-profit.
One important point is that if a company has received government funding through the CARES ACT from any federal, state or local agency, they will not be eligible for this program. That would include any firm that received PPP, EIDL, CDBG, etc.

Local Discovery Museums Will Hold In-Person Camps Harrisonburg & Winchester (June - August)
Both the Explore More Discovery Museum and Shenandoah Valley Discovery Museum are holding summer camps in-person while taking health and safety precautions, beginning June 29. There are various camps, some with STEM topics, ranging from from Pre-K through Grade 8. Camps will run through the summer and end in August.

BRCC's Learning Can Be Fun - All Classes Online (June - August)
Blue Ridge Community College's popular Learning Can Be Fun (LCBF) summer youth program offers 85 classes, providing rising 3-12 grade students plenty of opportunities for virtual learning. Due to COVID-19 concerns, all classes meet online, with real-time learning taking place live with an instructor and other students for a virtual bonding experience over a one-week period. Each class is grouped by appropriate age levels, with class size kept to a minimum to allow for individual attention.

The COVID-19 pandemic has impacted Virginian's ability to work, access healthcare and education, and has magnified the digital divide more than ever before. The Commonwealth Connect team has launched a webpage to provide information about what both the federal government and Virginia's ISPs are doing in response to the crisis. Local City & County Recovery Funding
- Rockingham County Small Business Grant Program: This program can assist a small business with cash needed for working capital to support rent or mortgage payments, utility, payroll, or other similar expenses that occur in the ordinary course of business through the pandemic.
- Harrisonburg-Rockingham Small Business Resilience Grant Program: This program provides assistance for small businesses in downtown Harrisonburg, City of Harrisonburg, and Rockingham. Harrisonburg-Rockingham County companies are encouraged to submit applications as they will be reviewed on a rolling basis as additional funding is received.
- Augusta County Disaster Recovery Grant Program: Augusta County has created a Disaster Recovery Grant Fund to help county businesses who are suffering from the costs of business interruption caused by closure due to public safety restrictions from COVID-19.
- Staunton Downtown Development Association "Better Together" Grants: "Better Together" grants will be awarded to Downtown Service District (DSD) businesses who join forces to develop new products and services in the wake of COVID-19. Grant dollars will aid businesses in covering the costs of advertising, marketing, or promotions of their newly created products and combined services. This is a rolling grant with multiple periods of availability.
- SBA's Disaster Loan is a program designed to help small businesses and non-profit organizations meet their ordinary and necessary financial obligations that cannot otherwise be met as a direct result of COVID-19.
