• The 2% cap is only the starting point - GLA can significantly expand the allowable levy in a given year.
• GLA is a one-year adjustment driven by real cost pressures (most notably health benefits).
• When that expanded authority is not fully used, it becomes banked cap, which is available for up to three years before expiring.
• Over time, this creates a rolling reservoir of deferred taxing authority that districts must actively manage.
