MESSAGE FROM THE CITY MANAGER
Greetings South Fulton ,

Summer 2018 has been an eventful one for the City. July has seen a variety of great things happening in the City of South Fulton--- from sidewalk enhancements in the Old National corridor, to fun family-friendly events such as Wakanda in the Park, the third Mayor’s Walk in District 3, and the conclusion of the Budget Open House giving residents an opportunity to provide public input on key issues that affect our quality of life.

The City is growing rapidly, leveraging Mayor and Council’s five key priorities (1. Improve Parks and Recreation 2. Improve Public Safety 3. Economic Development 4. Updating Comprehensive & Land Use Plans 5. Create Branding & Messaging) for the City. Through this growth period, staff has committed to ensuring our residents receive world class customer service and access to resources that support a safe, inclusive, innovative, and economically vibrant city. Please accept this offering as a monthly look into our progress towards supporting these five priority areas.

The City of South Fulton is proud to welcome a series of staffing changes, including new hires who will bring increased expertise to serving the City’s residents and businesses.

Ms. Winfield, former Assistant City Attorney for City of Memphis, is a University of Mississippi School of Law graduate and has nearly 20 years of experience in municipal government including government operations and administration.

Economic Development Administrator

 Mr. Pike is a graduate of Troy State University and is the former Director of Economic Development for the City of Villa Rica
securing $1.4 million dollars in funding for Downtown projects.

Director

Ms. Freeman is a Northwestern University and Clark Atlanta graduate. She has over 18 years of communications expertise and was previously the Communications Director for the City of Kennesaw.

SPECIAL CALLED MEETING
BUDGET HEARING
The City of South Fulton will hold three public hearings to present information regarding the proposed 2018 millage rate and property taxes. 

The City was incorporated in May 2017 and entered into an Intergovernmental Agreement with Fulton County to provide services for four (4) months until those services could be transferred to the City of South Fulton. During this time, residents were levied a split millage rate of 7.419 for the South Fulton and 4.430 mills for the Fulton County Special Services District (SSD) totaling 11.579 mills.

If adopted, the City of South Fulton’s proposed 2018 Millage Rate would remain the same at 11.579 mills. This represents the combined levy of the City of South Fulton (7.419) and SSD (4.430) for the Tax Year 2018.

In order for the City of South Fulton to continue to provide the same level of services the millage rate must remain the same.

All concerned citizens are invited to attend the millage rate hearings on:

NATIONAL NIGHT OUT 2018
The City of South Fulton’s Police & Fire Departments invite you to the 35 th Annual National Night Out. 

The 2018 National Night Out event will be held on:

National Night Out is an annual community-building campaign that enhances the relationship between community members and the City of South Fulton’s Public Safety.

It also provides a great opportunity for the community to come together in an effort to enhance public safety in the City of South Fulton. Attendees of our National Night Out event include residents, businesses, community leaders, homeowner associations, and City and County officials. Attendees receive valuable public safety resources, important crime fighting information, as well as food, fun, and entertainment. 
CITY HIRES CHIEF OF POLICE
The City of South Fulton named Keith Meadows the new Police Chief during its regularly scheduled council meeting on Tuesday, July 24, 2018.

Chief Meadows comes to the City of South Fulton after serving as Chief of Police for the College Park Police Department for three years and after a 30-year career with the Atlanta Police Department. During his tenure as College Park’s Police Chief, Meadows worked with many leaders in the faith-based community to establish 1-C-1-P (One Congregation One Precinct), an initiative designed to strengthen police and community relationships.

Chief Meadows has worked in several different capacities during his law enforcement career to include: served as Commander of the School Detective Section for the Atlanta Police Department, served as the Precinct Commander for Zone Six where he led several community crime prevention programs and elevated community participation, and served as the Commander of the Major Crimes Section which includes the Homicide, Special Victims, Major Fraud, Commercial Robbery, School Detectives, Auto Theft and Fugitive Units.

Mayor William “Bill” Edwards said, “The Council is unified with this decision resulting from the national search. We are confident in Meadows’ leadership and look forward to the City of South Fulton’s Police Department and community working together to make our great city South Fulton Strong.”

“I am extremely excited about Chief Meadows’ appointment. The City seeks to bring qualified and talented individuals to serve on our team, and we were able to find this national talent in our own backyard. Additionally, we appreciate the excellent work done by our Interim Police Chief Sheila Y. Rogers. With the talents of Meadows and Rogers together, our police department is positioned to move forward and do great things,” said City Manager Odie Donald II.

Meadows is the recipient of several awards and certificates and has served on several boards. He’s received citations from the Henry F. Williams Homicide Conference, the International Homicide Conference, the Southeast Regional Homicide Conference and the Metro Homicide Conference. Meadows has also received the distinguished “Heart to Heart Award” for his work with Atlanta’s crime victims.

Meadows is a graduate of Columbus State University where he received his Master of Science in Justice Administration and is a graduate of Saint Leo University where he received his Bachelor of Arts Degree in Criminal Justice.

POLICE
On July 9, 2018, COSF Officers responded to a pending bank robbery at Citizens Trust Bank. A citizen, that left the bank, stopped a nearby officer to make them aware of the occurrence. The Officer then provided the information over Police radio. Corporal Willis Reed and Corporal Anderson Fluellen answered the call and immediately stepped into action. Officers detained the offender before he could rob the bank. Click the video above and take a look at the Fox 5 interview of both officers.

FIRE
On June 15th, members of the South Fulton Fire Rescue Department kicked off its annual "Fill the Boot" fundraising campaign in support of the Muscular Dystrophy Association (MDA). Over three consecutive Fridays, COSF firefighters collected $12,380, which exceeded the department goal set by MDA.

During the campaign, thousands of dedicated firefighters hit the streets or storefronts asking motorists, customers and other passersby to make a donation to MDA.
Funds raised through "Fill the Boot" empowers families with life-enhancing resources and support, including state-of-the-art support groups and care centers, including the MDA Care Center at Children’s Healthcare of Atlanta and Emory.

COMMUNITY DEVELOPMENT
Code Enforcement Administrator, Mr. Anthony Mullins, was awarded the "Lone Ranger" Award from the Fulton Industrial Boulevard Improvement District (FIB) on
June 7, 2018.

The award recognized Mr. Mullins for his work in the Fulton Industrial District including cleaning up areas used for illegal dumping and partnering with a number of organizations to combat homelessness and sex trafficking in the area.

COSF thanks Mr. Mullins for his work and dedication!

PARKS & RECREATION
The 2018 Summer Camp “End of Summer Event” & V-103 “Summer Rec Center Takeover” took place on Thursday, July 26, 2018 at Welcome All Park.

The first half of the day of fun and community began with an “End of Summer Event” from 9:00 a.m. to 1pm for all summer camp participants. The event included free haircuts, kickball, basketball, lunch, and swimming. Atlanta Hawks representatives were event partners and donated new backpacks and school supplies for all campers. 

The second half of the day included the V-103 “Summer Rec Center Takeover” live broadcast, hosted by radio personalities Big Tigger and Greg Street. Activities included a bounce house, kickball, a dance competition, and special guests.

OLD NATIONAL SIDEWALK RIBBON CUTTING CEREMONY
Fulton County District 6 Commissioner Emma I. Darnell hosted the "Old National Highway Sidewalk Improvements" ribbon cutting ceremony on July 12, 2018 in the parking lot of World Changer Ministries.

The Old National Highway sidewalk improvement project includes sidewalks on both side of the highway from Flat Shoals to Sullivan Road and seven signal mast arms.

MINI-PRECINCT GRAND OPENING!
The City of South Fulton invites you to the first Mini-Precinct Grand Opening Ribbon Cutting Ceremony on Saturday, August 4, 2018 at 1:00 p.m. Please join us at our new precinct located at 6015 Lynmark Way Fairburn Ga 30213.

The Cedar Grove Mini-Precinct will serve as an extension of the Police Department's Headquarters and will offer police report services.

PROCLAMATION PRESENTATION TO MR. BOBBY BROWN AND THE BOBBI KRISTINA SERENITY HOUSE
Mayor “Bill” Edwards, Fulton County Commissioner Marvin Arrington-District 5 and Atlanta City Councilmember Michael Julian Bond- Post 1 At Large presented Singer/Producer/Entrepreneur, Bobby Brown and his wife, Alicia Etheredge-Brown, with a proclamation that acknowledges and thanks them for their plans to build the Bobbi Kristina Serenity House in Atlanta.

The Proclamation Presentation took place on Monday, July 30 th at City of South Fulton, City Hall.

“Domestic violence crosses all ethnic, racial, sexual preference, economic, age, educational and religious lines and it is incumbent on every citizen to assist those suffering from domestic abuse and let victims know that support is available,” stated Mayor Bill Edwards. “You can count on the City of South Fulton and our local law enforcement as a community partner in the fight against domestic violence.”

The Bobbi Kristina Serenity House will work to empower females and males of all ages to learn about the perils of domestic violence. It will provide victims with access to resources/referral services, and advocates for social change with expert support services for victims and survivors of domestic violence.

COSF EVENT RECAP:
MAYOR'S COMMUNITY WALK LAUNCH
OLD NATIONAL CORRIDOR
On Wednesday, June 27th, the City coordinated the 2nd Mayor's Community Walk in the Walmart Plaza the Old National Corridor. Mayor's Community Walk is a monthly activity focused on increasing access to City services, improved community relations, and proactively addressing community issues.

The purpose of each walk is to introduce the community to administrative leaders and identify key issues and concerns of the community. 

At the end of the walk, participants listened to a roll call that listed issues or needs identified during the event. The City published a report that summarizes the problems, their status and what departments are responsible for resolution. The report will then be sent to each department or agency for follow up.
