Windstream Progress Report
Windstream continues to make progress on the cable for our community. This week, the main switch for the subdivision should be spliced in, and some of the splicing for distribution to homes should begin. By September 22, homes along Healing Springs Drive should begin to be turned on. Then by September 30, Rocky Cove Lane to Palisades Trail and up Palisades should be ready for home installation.

Work will move up Pinnacle Trail, left on Sierra Trace Road, then down to Boulder Ridge Drive for installations to be ready by October 15. After this, the remainder of Rocky Cove and intersecting cul-de-sacs will be completed followed by the completion of Sierra Trace Road. Those target dates are the end of October and mid-November, respectively. As you may expect, dates further out are subject to weather interruptions as well as delays caused by rocky trenching.

While it is expected the majority of trenching will be completed by mid-November, work will continue after that date to cover stretches of our streets where no homes exist today.

Trespassing In The Springs
Earlier this year, when returning to their home, one of our neighbors was confronted by a trespasser parked in their driveway. While no injury or damage occurred in the event, it was very unsettling to the individual involved. Discussion with local law enforcement concerning this event has brought to light a few points we want to bring to your attention.

§ 14-159.13. Second-degree trespass.

(a) Offense. – A person commits the offense of second-degree trespass if, without authorization, he enters or remains on premises of another:

(1) After he has been notified not to enter or remain there by the owner, by a person in charge of the premises, by a lawful occupant, or by another authorized person; or

(2) That are posted, in a manner reasonably likely to come to the attention of intruders, with notice not to enter the premises.

(b) Classification. – Second-degree trespass is a Class 3 misdemeanor. (1987, c. 700, s. 1; 1993, c. 539, s. 102; 1994, Ex. Sess., c. 24, s. 14(c).)

§ 14-159.14. Lesser included offenses.

We do have signage at the entrance of the community regarding no trespassing. At best, that notice would be of benefit to the HOA for the common areas within The Springs. Given the amount of daily traffic into the community, the invited guests allowed in, as well as those that just find their way in, any of those signs would not be of benefit to individual property owners.

Within a subdivision similar to ours, each individual property owner would need to have signage noting no trespassing allowed. The signs would have to be conspicuous enough for a reasonable person to have seen them before entering the property. Depending on the frontage of the lot, this might be the sides of the driveway and/or lot corners. For those where access to the property is available on multiple sides, like lakefront or corner lots, signs may be required on those locations.

This material is being provided as information to you and not as legal advice. Since signs are not authorized for use in the neighborhood, we felt it would be best to adopt one that could be used uniformly in the community, similar to our property for sale signs, mailbox requirements, etc. Below is a sample of the sign to be adopted.
The HOA has a supply of these signs produced by a local vendor. For those of you desiring them, they will be available at our cost of $14.00/sign. They are available by request to the Security Committee. A check made out to The Springs at High Rock HOA, Inc. or the exact cash amount is payable on delivery.

In Case You Missed It
Annual Meeting
November 6, 2021
Camp Walter Johnson, Denton
Due to the rise in COVID-19 infections in the county, the Southmont Fire Department has canceled all meeting hall reservations this fall until further notice. Unfortunately, this includes our September 25 annual meeting. Your board has secured another meeting hall that we feel will more than meet our needs at the Salvation Army’s Camp Walter Johnson, Denton, NC. 
 
The first Saturday we can reserve the hall is November 6, 2021. The meeting will start at 7:00 PM with a social half-hour at 6:30 PM. The space available is 5 to 6 times the space we had at the Southmont Fire Station and comes with a built-in microphone and projection system. There is plenty of space to seat couples 6 feet apart from one another if need be. 

In compliance with making sure all members know about the change in date and venue, we will be mailing the details USPS and include a map to the camp. Please check the newsletter regularly for meeting updates dictated by changing COVID-19 restrictions.

Board of Directors 2021-2022 Candidate Profiles that have been submitted are now available on our Downloads page. The profile form is a fillable document. If you would like to submit your profile by email, download it, type directly on the form, save it, and email it to Cedar Management as directed on the form.

Annual Meeting: Return Your Proxy
All property owners will receive a revised announcement of our annual meeting to be held on November 6, 2021 (changed from September 25). We encourage everyone to attend the meeting. However, if you are unable or do not wish to attend, please return the proxy provided in the meeting announcement. There is a self-addressed, stamped envelope provided for you to designate either the board or a fellow property owner to vote on your behalf at the meeting.

If you previously submitted a proxy due to a conflict with the September 25th meeting date, and you now can attend in November, your attendance at the meeting will supersede the earlier submitted proxy.

Trivia Answer: Backrub

The original name for the search engine Google was Backrub. They called it this because the program analyzed the web’s “backlinks” to understand how important a website was and what other sites it related to. Backrub operated on Stanford University's servers until it eventually took up too much bandwidth.

The search engine was renamed Google after the googol, which is the number one followed by 100 zeros. The search engine’s name was inspired by the number. The founders of Google chose the name to reflect their mission “to organize a seemingly infinite amount of information on the web."
