A Word from Jay...
Over the past two months, several of our Lower Cape communities have taken bold steps to address the affordable housing crisis at their Annual Town Meetings. In this issue of our monthly E-news you can find a summary and a link to all the articles that were considered.
In early April, Provincetown’s Annual Town Meeting approved a package of nine different articles, many by unanimous votes, to address the lack of housing that is affordable to year-round residents. The process for bringing these measures forward began last fall through a series of joint meetings of the Select Board, the Community Housing Council, and the Year-Round Market Rate Rental Trust. In the coming year, the Town anticipates having over $3.5M in funds available for housing through short-term rental taxes, inclusionary zoning fees, and Community Preservations Funds.
The Town of Eastham took the bold step of approving an inclusionary zoning by-law that will require new developments to include housing units that are affordable to low- to moderate-income residents. Inclusionary Zoning that has been in effect in Provincetown for the past five years has produced one unit of affordable housing, an additional eight in the pipeline and $124,511 in fees to the town’s Housing Trust. With all of the Town Meetings completed except Wellfleet, I’m pleased to report that our communities have approved nearly $9 Million in funding this year for housing initiatives.
We have, however, more work to do to solve our housing crisis. Reforms in zoning, new ways of thinking about density and development, and continued funding are all needed to ensure a diverse year-round community of people who can afford to live, work and thrive here.

Many small business owners on the Outer and Lower Cape are aware that the Community Development Partnership’s (CDP) Business & Credit department helps people starting their business with training, advice, and loans. But as business owners start to work with the CDP staff, they quickly learn that we are also dedicated to the long-term success of their businesses because they make the Lower and Outer Cape community vibrant.
One program the CDP offers is the Small Business Micro-Loan Program. To receive a loan, businesses must not only create a business plan and projections, but recipients must commit to meet quarterly with CDP staff as a strategy to promote long-term growth.

At the Community Development Partnership (CDP), we believe everyone should have the opportunity to make a life on the Lower and Outer Cape. Unfortunately, the rising cost of housing and the lack of affordable and market-rate rentals have led to a major gap between those who want to live here and those who can afford to live here.
The CDP manages over 100 affordable and community housing units that provide safe, secure, and affordable housing for 188 people, including 54 children. One of our residents is Michael Anderson, who lives in Eastham.

Community Development Partnership Held
30th Annual Meeting
|
|
The Community Development Partnership held its Annual Meeting on May 19, 2022, with over 50 members attending the virtual meeting.
During the meeting, Jay Coburn, Chief Executive Officer and the CDP staff shared highlights from 2021. You can see a video of the staff sharing highlights from the past year on our YouTube Channel. We also recognized community members and small businesses with our annual awards and introduced the slate of Board Officers and three new Board members to the CDP’s Board of Directors.

2022 Town Meeting Results
|
|
Seven towns on the Lower and Outer Cape have held their Town Meeting this spring, and we are pleased to share that Provincetown, Truro, Wellfleet, Eastham, Orleans, Harwich and Brewster have collectively allocated nearly $9 million towards housing initiatives.
As part of the Community Development Partnership’s (CDP) Lower Cape Community Housing Institute, we track Town Meeting outcomes each year and we will share a full summary of housing articles in the July Newsletter. The Towns of Brewster, Chatham, Harwich, Orleans, and Truro all voted to provide Community Preservation Act funding for the redevelopment of the former Cape Cod Five Operations Center in Orleans. This project, developed by Penrose (the developers of Village at Nauset Green in Eastham) includes the re-use of the former Cape Cod 5 building combined with a new addition of two separate townhouses as mixed-income housing, including 52 affordable units and 10 community housing apartments at varying income levels including up to 30%, 60%, 100% and 120% of the area median income.

The CDP Awarded 2022 Tax Credits
|
|
The Community Development Partnership has been granted $250,000 in Community Investment Tax Credits (CITC) from the Commonwealth’s Department of Housing and Community Development.
The CITC program enables the CDP to provide a state tax credit worth 50% of any donation to the CDP over $1,000.
The program ends on December 31, 2022, and we often run out of credits. If you plan on utilizing the CITC program this year, please reserve your credits as soon as possible by contacting Nina Cantor, Chief Development & Communications Officer at (508) 290-0125 or nina@capecdp.org.
Please be advised that although distributions from IRAs are eligible, gifts through some Donor Advised Funds such as Fidelity are not able to use the program.

Welcome to the CDP Cindi Maule
|
|
Cindi joined the CDP team as Chief Property Management Officer in May 2022, after fourteen years as the Director of Leased Housing for Housing Assistance Corporation. In her former position, Cindi was responsible for the administration of over 1,100 federal and state rental subsidies.
Originally from the Toronto area, Cindi has lived in the US since 1993. She has a Bachelor of Science degree from Springfield College and a Master of Social Work degree from the University of New England. Prior to moving to the Cape in 2008, Cindi worked for an AIDS Service Organization in Portland Maine, leading their case management and housing divisions.
She is a 2013 recipient of the Cape and Plymouth Business 40 Under 40 award, a member of the Harwich Affordable Housing Committee, and a former member of Harwich CPC. Cindi lives in East Harwich.
Cindi’s favorite place is her family cottage at Goose Rocks Beach in Maine, spending most summer weekends traveling off Cape!

Apply for a Housing Rehab Loan
|
|
Our Housing Rehabilitation Program is available to income-qualified residents of Eastham, Truro, and Provincetown. Qualified residents can receive up to $40,000 per household to pay for critical home repairs (such as roofing and siding, electrical, heating, and plumbing work), lead paint abatement, and energy efficiency upgrades to keep their properties in good condition for the long term. And with local contractors doing the work, it helps keep our local economy strong.
The program is designed to preserve existing homes for year-round residents at or below 80% of the median area income.
