Hugh Clark Miller

May 29, 1929 – May 12, 2025


Born in Lancaster, PA and educated at the Mercersburg Academy and the University of Pennsylvania Graduate School of Fine Arts, MILLER was an architect and educator, an internationally-recognized innovator and leader in historic preservation--especially technical preservation of buildings and structures--landscape preservation, and cultural tourism.


MILLER worked for the US National Park Service for much of his career. His years there were book-ended by restoration of American icons: from Independence Hall in the early 1960s to the Statue of Liberty in the late 1980s. He developed training programs for cultural resource management, preservation maintenance and related technical courses for historical architects. He initiated studies that led to an NPS manual on the preservation of cultural landscapes, organized field schools in cultural landscape management, and coordinated NPS national programs in landscape preservation. Following federal retirement, he was appointed State Historic Preservation Officer for the Commonwealth of Virginia by Governors Gerald Baliles and Douglas Wilder.


He served internationally as an advisor on cultural tourism, development of park systems, and preservation of cultural property in Jordan and Turkey, and made special studies in Lebanon, Greece, Iran, India, Singapore, Macau, Mexico, and England. He was active in the International Council of Monuments and Sites (ICOMOS), serving on its Cultural Tourism Committee, on the US/ICOMOS Board of Directors, and as a Fellow.


MILLER was a life-long educator. He and NPS colleagues pioneered a maintenance-focused approach to preservation taught to craftsmen and other practitioners throughout NPS. He taught seminars and workshops on building and landscape preservation at universities and to national audiences. He was Adjunct Professor of Preservation Technology at Goucher College for over twenty years in their Master of Arts in Historic Preservation program.


He was active in numerous professional organizations. He served the American Institute of Architects (AIA) on its Committee on Historic Resources and as a Fellow. He was a past director and Fellow of the Association for Preservation Technology (APT), and founder and past president of the APT Foundation. He was a founding member of the Executive Committee of the Alliance for the Preservation of Historic Landscapes and served on its Board. He was an Honorary Member of the American Society of Landscape Architects. In addition to fellowships, professional recognition for lifetime achievement included the Marcellus E. Wright, Jr. Award, James River Chapter AIA (2001), and the William C. Noland Medal, AIA Virginia (2003).


MILLER was preceded in death by his wife of over 60 years, STELLA HAWKINS MILLER. He is survived by his brother, Don, three children, four grandchildren, and five great-grandchildren.

Memorial Day at the Virginia War Museum


The Rotary Club of Richmond was pleased to participate in this year’s Memorial Day ceremonies Monday, May 26, at The Virginia War Memorial. Following the 69th Commonwealth's Memorial Day Ceremony was the inaugural "Say Their Names Marathon," the reading of nearly 12,000 names of Virginians killed or missing in action.

Preface: Mike Little Rotary District 7600 Foundation Peace Fellows/Global Grants Scholars Chair


This past year with the financial support of the Rotary Foundation, Rotary District 7600, the Rotary Club of Norfolk, the Blackwell Rotary Club and The Rotary Club of Richmond Ross Wood was awarded a prestigious Rotary Global Grant Scholarship for his Phd studies at Oxford University. 


Rotary scholarships provide an opportunity for Rotarians to invest in future leaders and philanthropists. And for the recipient the opportunity to impact the lives of others to promote peace and goodwill across the globe.  


Ross Wood is one of those future leaders.  Ross is a former Peace Scholar supported by the district and the Rotary Club of Norfolk having studied at Bradford University in England approximately ten years ago. Much of his career work thereafter was in South Sudan and Ethiopia in important humanitarian positions serving those populations in need of food and vital supplies. Below he provides an update of his past year there and how this investment in his education -develops scholars dedicated to service. Ross will visit our club luncheon Tuesday, July 29 to meet members and make brief remarks along with our regularly scheduled guest speaker.

Rotary District 7600 Update Trinity Term 2025


Dear Rotarians,



As I progress through the Trinity term, my third academic period at the University of Oxford, I am pleased to share how your investment in me as a Rotary Global Grant Scholar continues to yield meaningful academic and professional growth. Your ongoing support has been instrumental as my research focus sharpens, and new opportunities emerge at Oxford's Blavatnik School of Government under the guidance of my supervisors, Professor Stefan Dercon and Dr. Thomas Elston.


This term marked a significant transition in my doctoral journey as I moved from exploration to implementation. I am preparing for my Transfer of Status assessment, which is a critical milestone in Oxford's doctoral program, where I will formally present three research concepts for formal evaluation in a viva convened by senior faculty. I plan to submit research proposals addressing the following research questions:

·      How do humanitarian organizations decide whether to embrace innovative methods or to maintain using established approaches?

·      How do leaders in mission-driven organizations adapt when passionate employees strongly disagree on how to achieve a shared mission?

·      How do employees maintain their sense of calling when a mission-driven organization transforms or disappears?


Seeking answers to these questions aligns with Rotary’s commitment to peacebuilding, effective leadership, and sustainable community development, ensuring lasting humanitarian impact. These questions were also influenced by coursework I completed at Oxford's Saïd Business School, where I gained a better understanding of how lessons learned in the private sector may be relevant to public and mission-driven organizations. My hope is that exploring these questions will illuminate aspects of organizational legitimacy, mission alignment, and professional resilience that directly impact how effectively humanitarian aid reaches those who need it most.


This scholarship represents more than just academic funding. It embodies Rotary's vision of fostering leaders who will address pressing humanitarian challenges. I remain deeply grateful for your investment in my education and your commitment to developing scholars dedicated to service.

One of our newest members, Martine Richardson, is hosting a special event called Freedom Fest on June 6th to support a local charity our club has supported over the last few years, Housing Family First (HFF). Attached is the flyer with details. If you are interested in supporting HFF, Martine is collecting the following items that are needed to help the families that are assisted by this organization. 

  • New twin bedding (sheets, comforters) and pillows
  • Kitchen essentials (baking dishes, pots & pans sets)
  • Hygiene products (soap, lotion, feminine hygiene products, etc.)
  • Cleaning supplies (laundry detergent, all-purpose cleaners, Clorox wipes, etc.)
  • Size 5-7 diapers

Grab a buddy and/or make a new friend! Meals on Wheels is in need of drivers and runners Thursday mornings. This is a two person volunteer opportunity! Sherry Peterson is heading up this effort. Sign-up sheets are always available at our meetings. Drivers and volunteers are needed for June, July and August! Make new friends and make a difference in our neighbors' lives. Perry J. Miller, A.A.E., I.A.P., Richmond International Airport President & CEO.

"Richmond International Airport’s Vision and Innovation"


Perry J. Miller, M.S., A.A.E., I.A.P., is an airport executive and accredited member of the American Association of Airport Executives (AAAE), and the Global ACI-ICAO Airport Management Professional Accreditation Program (AMPAP).

 

A graduate of Texas Southern University with a BS degree in Airway Science and MS in Transportation Planning and Management, he spent 25 years with the Houston Airport System.

 

Perry has served in many airport arenas, including airport operations, maintenance, properties management and business development. Perry has served as Airport Manager of Ellington Airport, (EFD) William P. Hobby, (HOU) Interim Airport Manager of George Bush Intercontinental, (IAH) and was a ranking member of the Houston Airport System Management Team. Perry also served as an Adjunct Professor of the Aviation Science and Technology Department at his alma mater.

 

Perry, originally from Chicago, worked in Houston long enough to genuinely address a group – using the Texas – y’all. In October 2015, he became Chief Operating Officer for the Jackson Municipal Airport Authority in Jackson, Mississippi. In July 2019 he moved to the Richmond to accept the position of President and CEO of the Capital Region Airport Authority. Perry is a passionate student of all things airport related and has spent his life building leadership skills while balancing family bonds with his wife Tanya and four sons: Shane, Nekoda, Jachin, and Jahleel.

Annie Tobey, RVA Author

“100 Things to Do in Richmond Before You Die.”



Annie Tobey is an editor at Boomer Magazine & Ross Media Solutions, author of the 2023 "100 Things to Do in Richmond Before You Die," and freelance writer covering local craft beverages and active travel. The native Richmonder has seen the city blossom and grow. She has experienced the best of Richmond as a fun-loving resident and through the lens of a travel writer.

 

A native Virginian, Annie has lived in several parts of the country only to return to Richmond. She is both a freelance writer and an editor/writer for Boomer magazine, where her daughter is also on staff.

 

She is an award-winning writer, magazine editor, and beer columnist who enjoys covering local craft beverages, museums, restaurants, and more. A long-distance runner, she has also created history-focused Richmond running routes, fine-tuning appreciation for her hometown.

 

Her freelance work has appeared in local and national publications, and she has worked as staff writer for several organizations including International Training Consultants, Inc., Life Logic, LLC, V Magazine for Women, and Individual Rights. She also has edited book manuscripts and business materials, to ensure that clients' words convey the quality of their brands.

 

She is a graduate of the University of Richmond with a BA English. In her spare time, she is a tennis and softball enthusiast, but says, “Most of the time I have away from working is spent running; there isn’t much time for anything else!”

Stephen Wilson, Executive Director St. John’s Church Foundation.

"250th anniversary of Patrick Henry’s “Give me liberty or death” speech."


Stephen Wilson is Executive Director at the St. John’s Church Foundation, a 501© (3) nonprofit organization established in 1938 whose mission is to spark a global appreciation for understanding the role that Patrick Henry’s “Give me liberty or give me death!” speech had in setting America on its path to liberty for all, and to ignite the public’s interest in preserving the historic site where it happened.

 

He has been at St. John’s Church Foundation since 2019. He served for two years as the organization’s first Director of Development and was named Executive Director in 2021.

 

His nonprofit board experience includes Peter Paul RVA, the Richard Bland College Foundation, the Petersburg Area Art League, and Crater Community Hospice. He also serves on the Board of Managers for the Richmond Chapter, Sons of the American Revolution.

 

He has earned degrees from the University of Mary Washington and Richard Bland College of William and Mary, and he holds a certificate in Sustainable Urban Agriculture from Virginia State University.

 

In his spare time, he enjoys hiking and maintaining an urban fig orchard. He lives in Westover Hills in the City of Richmond.
