Highlights from the March 2, 2026 Board Meeting

Budget Hearing Scheduled for March 16

The Board of Trustees scheduled the public hearing to review and hear comments on the annual budget for Monday, March 16 at 7pm in the Village Hall Board Room. The Tentative Budget will be posted on Friday, March 13 for review. This will be the third year in which Village staff use the ClearGov platform to produce the annual budget. The Board implemented ClearGov to increase transparency and improve public understanding and awareness of the use of taxpayer dollars to provide the government services that residents have come to expect. Village budgets can be found on the Treasurer's web page. The Village Administrator will present information about the FY 2026-27 budget and expectations for the tax levy and tax rate at the Board meeting on March 16.

Safe Streets for All Plan Adopted

Over the past 18 months, the Village has been working with TyLin transportation engineering consultants, the Village of Sleepy Hollow and the Public Schools of the Tarrytowns to develop a comprehensive safety action plan to prevent serious injury and death on Village roadways.

The plan includes recommendations for policy and process changes, priority infrastructure projects to design for safety, and the establisment of a Joint Transportation and Mobility Council to monitor plan implementation and establish a structure for ongoing coordination between the municipal agencies.

The final plan can be found on the Village website. Many thanks to all who contributed ideas and suggestions in the course of plan development. The robust community engagement throughout the plan ensures it reflects resident priorities.

Con Ed Rate Monitoring

In 2025, the Village joined with 40 Westchester municipalities to protest Con Ed's proposed double digit rate hikes. The consortium of municipalities (Westchester Municipal Consortium or WMC) successfully negotiated a three-year settlement agreement with Con Ed and the Public Service Commission resulting in a reduction from the originally proposed 13.4% increase in electric rates to 3.6%, 3.3% and 3.2% increases over the next three years. For gas rates, Con Ed had proposed a 19% increase and the settlement will result in a 2.4%, 7.8% and 5.6%  increase over the next three years. In addition, the consortium negotiated other beneficial provisions including a commitment to infrastructure improvements and storm-preparedness projects among others.

To ensure that Con Ed abides by its commitments. the Village will be joining the consortium in engaging the Dichter Law Firm to monitor progress. They will be reviewing Con Ed submissions and reports to the PSC to confirm compliance with the settlement including the following:

  • Quarterly reports on capital spending projects.
  • Earnings reports to see if exceeds allowed rate of return.
  • Quarterly affordability reports based upon such measures as uncollectible, delinquencies
  • and assistance programs.
  • Revenue Adjustment Mechanism, which can result in surcharges to customers if sales
  • targets are not met or costs rise more than anticipated.
  • Non-wire solutions and alternatives.
  • Reconciliations of property taxes.
  • Earning Adjustments for meeting incentives.
  • IT spending.
  • 5-year forecast.
  • Annual Reporting.
  • Clean Energy reporting, such as gas emissions.
  • Reliability, safety and customer service performance metrics.
  • Rate Years 2 and 3 analyses for compliance.

The cost of engagement will be approximately $1500 for the Village of Tarrytown if all consortium communities agree to join the monitoring project.

Police Benevolent Association (PBA) approved to host a car show on April 26

The Board approved the PBA request to host a free car show at the Tarrytown waterfront on April 26. The family friendly event will also include food vendors and on-site car seat installations.

Limiting Commercial Vehicle Parking in Municipal Lots

The Board reconciled two contradictory code provisions in reference to commercial parking in municipal lots. One provision prohibited overnight parking of commercial vehicles in municipal lots, and the other allowed for the issuance of annual permits for overnight commercial vehicle parking in municipal lots. The latter provision (Chapter 249-49.1 sections B. and C) was removed. To enable temporary overnight parking of tour buses and similar vehicles on a short term basis, the Board established a temporary parking permit for such cases. The revised language can be found in the meeting agenda Item 10.

Coming Up

The first Budget Hearing will take place at the March 16 meeting. The Tentative Budget will be posted online on Friday, March 13.

The Importance of Dark Skies this Season

Did you know that Tarrytown is located along a significant corridor for bird migration? From March 15 through May 31, thousands of birds fly overhead each night on their path north. They rely on environmental cues to navigate at night which can be disrupted by artificial light. AS TEAC highlights in their recent newsletter, you can help by taking some simple steps during the months of migration:

  • Turn off unnecessary outdoor lighting after 10 p.m.
  • Switch off interior lights in empty rooms and office spaces overnight.
  • Use motion sensors or timers instead of leaving lights on all night.
  • Install shielded, downward-facing fixtures to prevent light from spilling upward.
  • Choose warm-colored bulbs (3000K or lower) rather than bright blue-white LEDs.
  • Close blinds and curtains at night to reduce light escaping from windows.
  • Dim or temporarily turn off decorative landscape and façade lighting.
  • Encourage your building management or HOA to adopt bird-safe lighting practices.

The New York State Thruway Authority will be dimming the Bridge lights during the peak migration period this season and TEAC will be promoting the Dark Skies initiative throughout Earth Month. Interested in learning more about migrating birds in your area? You can join a local club and meet others with the same interest.

Sign Up for Grid Rewards by April 2026

to Earn Money This Summer

With snow still on the ground, summer may seem a good distance off, but sweltering days will be here soon enough. On the days of peak energy use this summer, when everyone is running air conditioners at full blast, if you choose to raise your thermostat by even a few degrees, Con Ed will pay you for that effort. That is because on those high energy use days, it is costly for them to secure enough power. So use a little less energy on those peak demand days and receive a check in the mail from Grid Rewards. The highest energy users save the most money but the average households earn between $80 and $100 annually.

GridRewards is a demand response program that helps you track and improve your energy efficiency and save money while doing so. It’s an easy to use app that is available to all ConEd customers.

New York Launches EXPRESS NY to Streamline Regulations and Improve Government Efficiency

New York State is taking steps to cut red tape and modernize government operations with the launch of EXPRESS NY (Expediting Processes and Regulations to Enable Streamlined Services), a new statewide initiative announced by Kathy Hochul.

The effort aims to identify and eliminate outdated and burdensome regulations, policies, and practices that slow down services and create unnecessary barriers for residents and businesses across New York.

As part of the initiative, the State has launched a public portal inviting New Yorkers to submit ideas and recommendations for improving how government works. The call for input is open through April 3.

Business owners, entrepreneurs, and community leaders are encouraged to participate, offering suggestions that could help streamline processes, reduce regulatory friction, and enhance service delivery statewide.
