Celebrating 10 Windle Park

The former YMCA building has been transformed into a truly beautiful residential complex for affordable housing serving seniors with incomes ranging from 30% - 70% of Westchester County's Area Median Income. A ribbon-cutting ceremony was held on March 6 at 11am to celebrate the completion of the project.

There are 109 one-bedroom and studio apartments, including those housing 35 men who lived in the single-room occupancy units on Main Street prior to the renovation. The development includes a rooftop courtyard, a game room, a fitness center, and a wall of historical photos referencing the building's past put together by Village Historian Sara Mascia. The building was also constructed with sustainability in mind. With 100% geothermal heating and cooling, a rooftop solar array, and a tight building envelope, the total utility costs for each unit, included in the rent, are only $50-$60 per month. The complex also contributed 68 new municipal parking spaces for the community in an indoor lot accessible off of South Washington Street.

The lottery for the affordable units was held in November 2023, with over 3,000 people applying for 109 units, with studios renting for as low as as $820/month including utilities. The units are now fully occupied. Bill Balter of Wilder Balter Partners, the development firm that constructed 10 Windle Park, reports that among their portfolio of affordable housing developments throughout the County, they have more than 16,000 people on their waiting lists, a recognition of how significant the need is for affordable housing in the region.

The ribbon-cutting ceremony drew project supporters from the many sectors that work on the issue of affordable housing including the Wilder Balter Development Team, the Commissioner of New York State Homes and Community Renewal, RuthAnne Visnauskas, County Executive Ken Jenkins, Director of County Operations Joan MacDonald, County Legislator Jewel Williams Johnson, and Village leadership. As was recognized in the remarks, a large project such as this in the heart of the Village takes a lot of people to bring it to fruition. The value of the effort was emphasized in the remarks by a current tenant who, after her spouse's illness which caused him to lose his job, had struggled to find housing they could afford. After winning a spot in the lottery and approaching the building for the first time, she turned to her husband and asked, "Is this real? Could we be in the right place?" After four years of work by many people, the 10 Windle Park project is an achievement in which the community can take great pride.

Board of Trustees in Brief

Report from the Board of Trustees Meeting on 3.3.2025

ICYMI, you can watch Village Board meetings online.

  • First Budget Hearing Scheduled: It is that time of year again, when the Village assembles its annual budget to pay for the services Tarrytown residents have come to expect. The annual budget sets the tax rate, as total anticipated costs must be covered by all revenues including property taxes. As Mayor Brown highlighted at the March 3rd meeting, the annual budget is where a municipality lives out its values, so it is vital that the community has the opportunity to inform and comment on the preparation of the annual budget. The Board has emphasized the need in recent years to improve budget transparency, and make the document more accessible and easier to understand. The budget is now prepared using the ClearGov platform which allows residents to access the budget online, and includes explanations from staff and department heads about projected changes in costs and revenues.

The first budget hearing will be held on Monday, March 17 at 7pm at Village Hall. The Tentative Budget for fiscal year 2025-2026 will be made available for public review by Friday, March 14 at 4:30pm on the Village website, and hard copies will be made available at Village Hall, in the Treasurer's Office, the Clerk's Office, the Administrator's Office and at the Library. The budget hearing will remain open at the April 7 Board of Trustees Meeting, with expected adoption on April 21. Although the Board has hosted an additional public workshop about the Budget at the Warner Library in years past, the workshop was poorly attended, and so the best venue for public comment this year will be by attending the budget hearings in person or by Zoom, or by sending public comments to the attention of the Village Clerk at kgilligan@tarrytownny.gov. If you have any questions about the new budget platform or anything else pertaining to the preparation of the annual budget you can also reach out to the Village Administrator at administrator@tarrytownny.gov.

  • EV Charging Station Project Contracts Amended: In January 2024, the Board approved participation in the Westchester County Infrastructure Improvement program that would enable the Village to install 20 electric vehicle charging stations in four municipal parking lots with all costs paid for in full by three programs - one funded by the County, one funded by the State's New York Research and Development Agency, and one funded by Con Edison. Due to a change in regulations governing electric vehicle charging stations enacted by the Public Service Commission, the charging equipment needed to be changed from the originally proposed Flo chargers to ChargePoint chargers, which changed the overall project cost. The program is finally ready to re-launch, and the Board has approved the new agreements with INF Associates, the contractor associated with the program. All project costs are still fully reimbursable except for the annual maintenance and repair charges which are estimated at $4,784 per year and anticipated to be fully covered by user fees for charging.

Safe Streets for All: Please Sign Up to Attend

March 20 Public Meeting

Come join the Safe Streets for All project team at the first of two in-person public meetings!

Thanks to a grant from the U.S. Department of Transportation Safe Streets and Roads for All (SS4A) program and funded through the Bipartisan Infrastructure Law, the Villages of Tarrytown, Sleep Hollow and the Public Schools of the Tarrytowns School District are collaborating on a Comprehensive Safety Action Plan to prevent serious injury and death from traffic crashes.  In addition to official crash data, input from residents is essential to help identify areas of concern and priorities.

During this first public meeting, the team will give a presentation with information about current traffic safety trends, the Safe Streets for All project timeline, activities to date, and ways to participate in the planning process. The meeting will also include in-person activities for the public to provide comments and leave feedback on traffic safety challenges they experience.

  • This event will take place on March 20, 2025, from 6-8pm at the Tarrytown Senior Center!
  • All ages are welcome and refreshments will be provided.
