Board of Trustees in Brief

Report from the Board of Trustees Meeting on 3.17.2025

ICYMI, you can watch Village Board meetings online.

 Congratulations Tri-County Basketball Champions!

Congratulations to the Tri-County Basketball 5th Grade Girls and Tri-County Basketball 6th Grade Boys from Sleepy Hollow and Tarrytown for winning their respective Division Championships for the League. The teams and their coaches, Sean Kennedy, Joe Good and Kevin Brown were recognized by Mayor Brown at the March 18 Board Meeting. The all-volunteer TNT basketball league is supported by both Villages and the school district, but more importantly, runs on the backs of its volunteers. Congratulations to all for the hard won wins on the court!

Westchester Power Contract Renewal Presentation:

The Village must decide in April 2025 whether to renew the contract with Westchester Power as they are preparing to go out to bid again in the second quarter of 2025 for a new energy supply contract to begin November 30, 2025. Westchester Power is beginning the process early to ensure that they have a long lead time, and can therefore take advantage of timing when the energy market when is most favorable.

Noam Bramson, the Executive Director of Sustainable Westchester, presented to the Board at the March 17 meeting. The full presentation can be found here and the meeting video can be found here (time code: 14:34).

The energy supply prices of the current contract with Westchester Power are currently in line with Con Edison supply rates. Each participating municipality must choose what default supply option to elect for the program: Standard supply (non-renewable), 50% renewable energy supply, or 100% renewable energy supply. For the current contract, Tarrytown's default choice is the 50% renewable supply option. Please see price comparison with Con Ed below.

If you have questions or concerns about the contract renewal for the Westchester Power program, please reach out to the Village Administrator's office: administrator@tarrytownny.gov. The Board will discuss the MOU at their next Work Session on April 2nd.

Tentative Budget FY 2025-2026 Released

The Village Administrator presented the Tentative Budget for the 2026 fiscal year at the March 17 Board meeting. The presentation deck can be found on the Village website.

The Board of Trustees has prioritized an effort to make the annual budget more accessible and more easily comprehensible in recent years. The Village is using the ClearGov online budget platform to allow residents to delve in more deeply to sections of greatest interest to them. The document includes explanations about budgetary changes, about processes, about departmental goals, and allows residents to hear directly from staff overseeing public services.

Brief Summary Statistics:

  • Total Proposed Expenditures for All Funds: $41,258,503 (1.9% increase over FY 2025)
  • Total Tax Levy: $20,635,837 (2.98% increase over FY 2025 and within NYS tax cap)
  • Tax Rate: $7.3792 per $1,000 of assessed value (5.82% decrease from FY 2025)

The link to the digital budget is on the Village website. Hard copies are available for review in the Clerk's Office, the Treasurer's Office, the Library, and the Senior Center.

You can also print out the pdf (231 pages) or ask for a copy from the Village Administrator: administrator@tarrytownny.gov.

Please bring any questions, concerns, suggestions or ideas to the next public hearing on April 7 at 7pm in Village Hall.

You may also email the Village Clerk with comments, suggestions and concerns at kgilligan@tarrytownny.gov. We look forward to hearing from you.

Cares Up Grant: Police Department Wellness

The Police Department is in its second year of implementing a Cares Up grant from the New York State Office of Mental Health. With the renewal of the grant contract the department has $40,000 to provide officers with wellness and resilience training. The department utilized last year's funds for a series of activities and training sessions including fitness sessions, dietary training, sporting events and other activities that contributed to the well-being, morale and cohesion of the department.

Officers take advantage of special fitness training thanks to NYS Cares Up Grant.

Project Mover Site Agreement

The Village Board approved a site agreement with Shared Mobility and Drop Mobility to install electric bikeshare network stands in seven locations on Village property as part of the Project Mover program rolling out in six neighboring communities. Three other locations are on property belonging to other agencies. The network is expected to roll out later this spring. See below information an additional element of the Project Mover program - an e-bike incentive program for income-qualifying households to purchase an e-bike.

Legal Challenge to Con Edison Rate Hikes

The Village of Tarrytown will join 25 other municipalities in engaging an attorney to lobby on behalf of Westchester municipalities before the Public Service Commission as Con Edison petitions for rate hikes which would increase the electricity supply charges by 18%, residential delivery rates by 25.1%, and natural gas delivery rates rising by 19.1%. The law firm of Dichter Law LLC will intervene in the rate case, conduct discovery, retain expert witnesses, prepare briefs, and attend all hearings and any settlement negotiations on behalf of the municipalities. The cost to the Village of Tarrytown shall not exceed $5,000.

Village Free Day

The Tarrytown Environmental Advisory Council is planning many events for Earth Month in cooperation with the Sleepy Hollow Sustainability Task Force. One new event they will be introducing this year is a Village Free Day - an opportunity for residents to place household items they no longer need in good condition for anyone to take and re-use. Vital to the success of this event is that at the end of the day, all items that have not been taken are cleaned up up by the property owner and not left out for Village collection. Bulk pick-up can be scheduled as always if necessary. Village Free day will take place on Saturday, April 27th. For more information about this event and all of the other offerings in April, check out https://earthmonth10591.org/.

Street Fair Scheduled

The Chamber of Commerce Street Fair in Tarrytown will be held Sunday, June 1 from 10am to 4pm. Check out more information on the Chamber of Commerce website.

Lagana Park Renovation Update

The Village was awarded a $500,000 grant by the New York State Office of Parks, Recreation and Historic Preservation, and following a competitive bidding process has engaged the design team of PS & S Landscape Architects to develop the plan and the bid specifications for the project. We are seeking public input on the final design. Some elements of the park project will be simply to renovate in place and there is little input needed (eg soccer field, basketball court), however some elements – including new playground equipment, and improvements to the picnic area – would benefit from community feedback on how the park is used and what might be desired.

Please join us on Monday, March 31 at 6pm in the 2nd Floor Meeting Room of Consolidated Engine Fire House to offer feedback to our design professionals. The meeting will begin with a brief presentation of current conceptual alternatives. There will be an opportunity to look at the site with the designers, and return to the meeting space to offer concrete input on the plan.

We look forward to seeing you. Please share this public input opportunity with anyone you think might be interested.

Bee-Line Riders Encouraged To Prepare for OMNY As the MTA Phases Out MetroCards

The Metropolitan Transportation Authority (MTA) has announced that MetroCard sales will officially end on Dec. 31, 2025, as the tap-and-go OMNY payment system becomes the primary fare payment method. In alignment with this transition, Westchester County’s Bee-Line Bus System will also adopt OMNY, with additional details to be shared in the coming months. MetroCards will remain an accepted fare payment into early 2026, as the transition to the OMNY system is fully implemented. In addition, cash payments will continue to be collected on Bee-Line.

The OMNY system allows riders to tap and pay directly using contactless credit and debit cards, digital wallets or OMNY cards. Customers who prefer to pay with cash can purchase and reload OMNY cards at retail locations, online, or at OMNY vending machines.

Until Bee-Line accepts payments via the new system, OMNY fares cannot be recognized as valid transfers on Bee-Line. All Bee-Line passengers who regularly transfer to and from New York City Transit buses and subways should continue to use MetroCard until OMNY is officially introduced on the Bee-Line Bus System.

Details on when OMNY will be fully available on Bee-Line buses will be announced later this year. Riders are encouraged to stay informed by visiting transportation.westchestergov.com for updates.
