Chief Barbelet Inducted as President

of Westchester County Police Chiefs Association

On March 28, Village Trustees, staff and members of the Police Department celebrated the induction of Police Chief Barbelet as the new President of the Westchester County Police Chiefs Association. The Association provides opportunities for learning, resources-sharing, and training across departments, supports the development of new officers and the encouragement of a diverse police force in the County through scholarships and test-taking support. The Police Chiefs Association will benefit from Chief Barbelet's leadership and his service reflects well on the Village. Congratulations!

New Fire Chiefs Appointed

Congratulations to the new Fire Chiefs for the Village of Tarrytown who were appointed on Friday, April 5th at a Special Meeting of the Board of Trustees. Many thanks to outgoing Chief Frank Morabito who has just completed his third term as Chief Engineer. Chief Engineer Patrick Derivan Sr. will be serving in the head role this year along with Ray Tuohy as 1st Assistant Chief and Kelly Murphy as 2nd Assistant Chief. These dedicated men and women give many, many hours of volunteer time keeping the Village safe. The full list of officers inducted this year can be found on the Village website. Lagana Park Public Meeting

Thanks to all who came out on March 31 to offer feedback about the improvements coming to Lagana Park thanks to a grant from the New York State Department of Parks, Reaction and Historic Preservation. The conceptual designs can be found on the project webpage. Now, the consultants will go back to their drawing boards to work on designs to 30% completion at which point we will share them again with the community. It is not too late to offer input. Send your ideas and preferences to the attention of the Village Administrator at administrator@tarrytownny.gov. We look forward to hearing from you.

Congratulations on turning 100!

Congratulations to Ernestine Clark Jeter on her century of life, more than half of which has been spent in the Tarrytowns. Ernestine is known in her community for her many efforts giving back, having served as a founding Board member of the Westchester Community Opportunity Program, a member of the Housing Council of the Tarrytowns, and Tarrytowners for Civil Rights. She is also beloved among family members and in her congregation for providing support and guidance to those who need it. Her tenacity and persistence led her to get her GED at the age of 70 and her bachelor's degree from Empire State college at the age of 75. The Mayor issued Ernestine a proclamation declaring April 6, 2025 as Ernestine Clark Jeter Day.

The Village is always happy to celebrate our local centenarians. Please reach out to the Village Administrator if you know of an upcoming milestone 100th birthday: administrator@tarrytownny.gov.

Board of Trustees in Brief

Report from the Board of Trustees Meeting on 4.7.2025

ICYMI, you can watch Village Board meetings online.

 TaSH Annual Report

The TaSH Farmer's Market team gave an annual report to the Board of Trustees to recount statistics and successes, and lay out their plans going forward. Tammy Bordeaux, Jill Sorrentino, Jill Santopietro and Rachel Tieger spoke about the market's mission to 1) support local agriculture, 2) create a Village green, and 3) increase access for all members of the community, and the steps they take to achieve those goals. About to embark on its 11th season, the market is now serving between 1,500 and 4,000 visitors per week, featuring 120 local vendors and farmers. The TaSH team highlighted the cultural offerings, the partnerships with local organizations, and the 2,323 lbs of food that has been donated to feed families in need. They will soon be hiring an Executive Director to expand their reach further and identify funding sources to help them with their mission. The full report can be found on the Village website.

Tentative Budget FY 2025-2026: Budget Hearing Closed

The Board closed the hearing for the Annual Budget for FY 2025-2026. Several amendments to the Tentative Budget were recommended including an increase for programming through the Neighborhood House and the Historical Society as well as annual staff salary increases for employees not covered by the negotiated union contract increases. The recommended increases will not change the tax levy or tax rate, as the budget line for contingencies was decreased to accommodate the changes. Specific increases can be found in the agenda for the April 7 meeting.

As a reminder, the Village has transitioned to the online ClearGov platform to help make the budget more accessible and comprehensible. The platform allows you to explore the departments and services of greatest interest, and includes explanations for the increases and decreases.

The budget document for adoption will be posted before Friday, April 18 on the Village website. Hard copied will be made available for review after adoption in the Clerk's Office, the Treasurer's Office, the Library, and the Senior Center. If you would like a printed hard copy, please reach out to the Village Administrator:  administrator@tarrytownny.gov.

As it stands the following are brief summary statistics:

  • Total Proposed Expenditures for All Funds: $41,258,503 (1.9% increase over FY 2025)
  • Total Tax Levy: $20,635,837 (2.98% increase over FY 2025 and within NYS tax cap)
  • Tax Rate: $7.3792 per $1,000 of assessed value (5.82% decrease from FY 2025)

Additional summary information about the budget can be found in the Budget Message. Have other questions or concerns? Contact the Village Administrator:  administrator@tarrytownny.gov.

Zoning Petition Rejected for 50 Prospect Avenue

The Board of Trustees rejected the petition by owners of 50 Prospect Avenue to rezone portions of the property from the Office Building (OB) Zoning District to the Multifamily residential (M2) zoning district and the Mixed Use (MU) zoning district to allow residential uses. The applicants presented a concept for adaptive re-use of the former Hitachi Building at the February 26 Work Session. The applicants proposed transforming the building into three stories of work spaces for small businesses and creators, and adding a three-story addition for multi-family residential. The applicants also proposed subdividding the property and adding 26 single family townhomes along Martling Avenue. The feasibility study can be found on the Village website.

The Board discussed the application at the Work Session on April 2nd, and highlighted a few issues including that the property does not fit well within the restrictions of the Mixed Use Zone and would require too many variances, as well as the fact that the third parcel should have been included in the petition because the property as a whole would need to be considered in the environmental review process when impacts on the community are considered. The Board therefore opted to not refer the application to the Planning Board at this time.

Westchester Power Contract Renewal

The Board elected to renew the contract with Westchester Power for the Community Choice Aggregation (CCA) program. Westchester Power is preparing to go out to bid again in the second quarter of 2025 for a new energy supply contract to begin November 30, 2025, and they are beginning the process early to ensure that they have a long lead time, and can therefore take advantage of timing when the energy market is most favorable.

The Westchester Power program allowed the Village to provide a default fixed rate, renewable energy supply option for residents since the program was first adopted in 2018. The fixed rate mitigates large market fluctuations and a renewable energy supply is not currently offered by Con Ed. As with all default energy supply options across the State, residents can elect alternatives, whether to choose Con Ed supply over Westchester Power, or one of the many other energy supply companies (ESCOs).

Noam Bramson, the Executive Director of Sustainable Westchester that oversees Westchester Power, presented to the Board at the March 17 meeting. The full presentation can be found here and the meeting video can be found here (time code: 14:34).

The energy supply prices of the current contract with Westchester Power are in line with Con Edison supply rates. The Board chose the 50% renewable supply as the default option for the new contract that begins in November, but residents can choose to opt up to 100% renewable energy or opt out altogether.

When the contract is renewed in November, residents who opted out of the program will not have to do so again, and will not be receiving correspondence about the new contract from Westchester Power.

Removal of Parking Spaces on Wildey and Prospect Avenue

To improve sightlines for drivers easing out of Wood Court onto Wildey and from the Continental Manor housing complex onto Prospect Avenue, the Board voted to remove two parking spaces from Wildey and one from Prodspect. The DPW and the Police Department will work together to ensure the sifgnage and the painted lines reflect the change.

Project Mover Authorized

The Board passed a resolution enabling the Project Mover electric bikeshare to operate in the Village. In order to prevent un-authorized micro-mobility systems from setting up without Village consideration, the State requires that the Village formally authorize the network. Project Mover is expected to launch in Tarrytown and Sleepy Hollow in the month of May. Stay tuned for more information about the expected launch date.

All users of the electric bikeshare will need to adhere to all state laws regulating the usage of electric bicycles including no riding on sidewalks; yielding to pedestrians and adhering to all traffic laws.

Project Mover users must be at least 18 years of age, and will not be able to take the bikes on the Riverwalk. Project Mover users will also need to sign up for the app and agree to all terms of use. More information can be found on the Project Mover website.

This 6-minute video was produced by the New York Bicycling Coalition and provides good reminders for motorists and bicycles (and e-bikers!) about how to safely share the road:

Master Fee Schedule Updated

The Master Fee Schedule was updated in conjunction with development of the budget for the new fiscal year. The full fee schedule can be found on the Village Clerk's page of the Village website.

Ambulance Corps Contract Renewed

The Village will continue to support the Tarrytown Volunteer Ambulance Corps by providing additional funds to offset losses when the Ambulance Corps responds to calls that are not fully reimbursed by insurance agencies. This is the third year of the agreement, and the support has allowed the Ambulance Corps to maintain local services. We thank all of the TVAC members for their time and dedication to responding to community members whenever called. Interested in volunteering for TVAC or want to learn more? Get information about how to sign up on their website.

Coming up:

The Board of Trustees will hold its next Work Session on Wednesday, April 16 at 6:00pm. The agenda can be found on the Village website.

Recycling Saves Taxpayer Money

Recycling paper, metal, glass and food scraps does not just reduce the use of resources, it also saves taxpayer money. This year County disposal fees increased by 27%. Tarrytown residents disposed of 3500 tons of garbage last year. This means, if the disposal amount is equal, fees will increase from $120,000 to $157,000. Food scrap recycling costs the Village $4800 per year no matter how much is collected. Recycling costs us nothing. Food scraps are especially heavy. Consider setting up a backyard composter to create your own garden gold, or use the drop off site at the waterfront. You can purchase a compost bin at Village Hall or the library. For more info check out the TEAC website.

Tarrytown Joins Consortium of Westchester Municipalities to Oppose Con Edison Rate Hike

Consortium Press Release:

In an unprecedented show of unity and bipartisan support, 38 cities, towns, and villages that represent almost 1 million residents across Westchester County are joining together to form a municipal consortium to oppose the latest proposed rate increases by Consolidated Edison (Con Edison). The consortium has retained Joel Dichter of Dichter Law LLC to represent their interests before the New York State Public Service Commission (PSC) in Con Edison’s electric and gas rate case.

On January 31, 2025, Con Edison filed a petition with the PSC seeking to increase electric and gas rates as of January 1, 2026. Under this proposal, electric rates would rise by 18%, with residential delivery charges increasing by 25.1%, and natural gas delivery rates climbing by 19.1%. These proposed increases follow a 20% rate hike over the past three years, placing additional financial strain on residents and businesses throughout Westchester County.

Recognizing the severe financial impact of these increases, the following municipalities have approved resolutions or have administratively approved to join the consortium and hire Mr. Dichter, an experienced attorney in utility cases, along with a technical consultant, to review the Con Edison petition and submit testimony and comments to protect the interests of their residents:

Approved with Resolutions or Administratively Approved: Ardsley, Bedford,

Briarcliff, Buchanan, Cortlandt, Croton-on-Hudson, Dobbs Ferry, Eastchester, Elmsford, Greenburgh, Hastings, Irvington, Mamaroneck Town, Mamaroneck Village, Mt. Vernon, New Castle, New Rochelle, Ossining Town, Ossining Village, Peekskill, Pelham Manor, Pelham Town, Pelham Village, Port Chester, Rye Brook, Rye City, Rye Town, Scarsdale, Tarrytown, Yonkers, and Yorktown.

Expected to approve a resolution at their next board or council meeting: Bronxville, Mt. Pleasant, North Castle, Pleasantville, Sleepy Hollow, Tuckahoe, and White Plains.

The consortium also encourages residents and business owners to stay informed and engaged throughout the PSC review process. Public participation and advocacy will be essential in ensuring that the interests of Westchester communities are represented.

Con Ed customers are encouraged to sign up to comment on the proposed Con Edison rate increases at virtual public statement hearings to be held by the NYS Department of Public Service (NYSDPS) on the following dates and times: Tuesday, April 8 at 1 p.m. and 5:30 p.m.; and Wednesday, April 9 at 1 p.m. and 5:30 p.m. To make a public statement you must register one day prior to the virtual public statement hearing. For more information on the rate case and how to register to comment, visit the NYSDPS web site at: https://tinyurl.com/DPSConEdPublicHearings

MTA to Protect Metro-North Hudson Line Against Effects of Climate Change

Authority Developing Hudson Line Climate Resilience Blueprint to Detail Ways to Protect Line from Extreme Weather Events

Project to Focus on 20-Mile Stretch from Riverdale to Croton-Harmon

First Open House Will Be Held at Hastings-on-Hudson Library on Wednesday, April 23

Read The Climate Resilience Roadmap Here

Read The 2025-2029 Capital Plan Here

The Metropolitan Transportation Authority (MTA) today announced an initiative to protect the Hudson Line from the effects of climate change through investments that will fortify the line against future stormwater runoff, tidal floods and other risks. This effort, known as the Metro-North Hudson Line Climate Resilience Blueprint, will rebuild critical infrastructure – including culverts, drainage, retaining walls, slopes, shorelines, and track – with attention focused on a 20 mile stretch between Riverdale and Croton-Harmon that is vulnerable to the impacts of extreme weather.

The Blueprint will also outline design guidance and actions to protect the entirety of the Hudson Line from the effects of climate change, and ensure a coordinated approach is taken for all future Hudson Line projects. This includes target track elevations, standards for waterfront shoreline improvements, and performance criteria for drainage.

The agency will host the first in a series of Open House on the Blueprint on Wednesday, April 23, at the Hastings-on-Hudson Library from 5:30 p.m. to 7:00 p.m. The Open House will feature a brief presentation given by MTA Construction & Development (C&D) representatives about the Blueprint and the Capital Plan, with a Q&A session to follow. Members of the public are encouraged to learn more about the project and share their thoughts on why it’s important that the MTA make the Hudson Line resilient to climate change.
