The Village planted a new Black Gum tree (Nyssa Sylvatica, also known as Black Tupelo) in recognition of Arbor Day with the assistance of pre-k students from John Paulding elementary school. Local musician, Bill Kelly, led the participants in song, and Mayor Brown, Trustees Kim and Mitchell and Tree Commission Chair Martin Hauser were joined in the ceremony by Assembly Member MaryJane Shimsky. May thanks to the Village staff and volunteers who ensure the Village maintains a robust and healthy tree canopy for everyone's benefit, especially Parks Foreman Anthony Ross, Public Works Foreman Bill McGuire and Public Works Superintendent Lou Martirano.

Tarrytown and Sleepy Hollow Hosted

Huge Turnout for the Spring Eggstravaganza!

The largest crowd yet turned out for the combined Tarrytown and Sleepy Hollow Spring Eggstravaganza in Patriots Park last week. The event had been postponed due to rain, but the change did not deter the crowds. Many thanks to the Police Benevolent Associations in both Villages for sponsoring the event, and to the staff and volunteers from both Villages who helped make it a success. Happy Spring, everyone!

The cats of the Tarrytown Music Hall took over Village Hall last week.

The roar was resounding!

Board of Trustees in Brief

Report from the Board of Trustees Meeting on 4.21.2025

ICYMI, you can watch Village Board meetings online.

TEAC Listening Session

TEAC hosted a Listening Session at the top of the Board of Trustees meeting in honor of Earth Month to give residents the opportunity to have their environmental concerns heard by the Board. A number of issues were raised. Several residents requested that the Board tighten restrictions on gas-powered leaf blowers due to the noise and air pollution they cause. Two students from Morse school brought post card requests from their second grade class including a request for more community gardens and a reduction in the use of plastics and an increase in the use of compostable materials like seaweed. Other residents requested municipal curbside food scrap recycling collection and the Mayor explained that the Village has been investigating this as an option in collaboration with other municipalities. Concerns about pollution and disruptive activities at the waterfront were raised, and TEAC was thanked for the clean-ups they lead along the river.

Budget FY 2025-2026 Adopted

The Board voted to adopt the budget for FY 2025-2The full document can be found on the Village website, and printed copies can be found in Village Hall.

A few items of note compared with the Tentative Budget released on March 14:

  • The proposed tax rate remains at $7.3792 per $1,000 of assessed value, representing a 5.82% decrease from FY 2025.

  • The total tax levy remains at $20,635,837, which is a 2.98% increase over FY 2025 and within the New York State tax cap.

  • Total proposed expenditures for all funds remain at $41,258,503, which is a 1.9% increase over FY 2025.

  • The following adjustments were made to the budget for adoption:
  • The budget lines covering contracted services for the Neighborhood House and the Historical Society were increased by a total of $2,000 and $1,000 respectively.
  • Personnel increases for employees not covered by contracted union increases were adjusted and a corresponding amount from the budget line for contingency was decreased to avoid impact on the tax levy.
  • Water revenues were decreased in line with actual revenues received.

Additional detail can be found in the adoption resolution, in the budget message and the budget adoption memo. Please reach out with any questions or concerns: administrator@tarrytownny.gov

Public Hearing Scheduled: Franklin Courts Parcel Conveyance

The Board of Trustees scheduled a public hearing for May 5, 2025 at 7pm at the Regular Board of Trustees Meeting to hear comments regarding the petition of the Tarrytown Municipal Housing Authority and WBP Development LLC requesting the conveyance of two parcels including the roadway in connection with the re-development of the Franklin Courts. The conveyance of the parcels allows for the re-configuration of the structures on the property, to remove them from the flood zone and therefore reconfigure the entryway to the property. The conveyance is contingent upon the establishment of utility easements to ensure the Village maintains access to critical infrastructure. The full petition is posted online.

Public Hearing Scheduled: Business Change of Use Rules

The Board scheduled a public hearing for Monday, June 2, 2025 at 7pm at the Regular Board of Trustees meeting to consider an amendment to the Zoning Code. The change would increase the amount of time that a landlord has to bring a business in to replace one that left. The law would change the time from six months to a year when site plan approval is required for a new business to open in a space in the downtown. Previously, if a space had been vacant for more than six months, a new business owner would have to secure Planning Board approval even if they were conducting the same type of business - i.e. one restaurant is replaced with another restaurant. This creates an extra layer of time and investment for the new business owner. Under the amendment, a property could be vacant for up to one year before the site plan approvals expire. Business owners will still need to seek building permits if doing any renovations, but this amendment should reduce some of the time required to open a new business.

Request for Input on 100 College Avenue Development

The Board passed a resolution to request that Sleepy Hollow be sure to notify and share documents pertaining to the development proposals for the 100 College Avenue site which is located in Sleepy Hollow on the border of Tarrytown. In particular the resolution alerts Sleepy Hollow to the Tarrytown Planning Board's site plan approval authority over Sykes Park improvements that are proposed within Tarrytown. The 100 College Avenue Development will be reviewed by the Sleepy Hollow Planning Board as Lead Agency during the environmental review (SEQRA) process, and anyone interested will be able to find information on Sleepy Hollow Planning Board website.

Harriet Tubman Underground Railroad Scenic Byway

The Board of Trustees approved a resolution in support of the development of the Harriet Tubman Underground Railroad Scenic Byway. The proposed 550 mile corridor would stretch from Manhattan to Niagara Falls, and would offer an opportunity to tell the stories of Harriet Tubman and freedom seekers along the underground railroad in New York. The proposed byway aims to "connect sites related to the Underground Railroad... into one cohesive heritage tourism experience." For more information about the proposed byway, check out their website.

Parking Space Removed North of S. Broadway Lot

To improve sight lines for vehicles exiting and entering the parking lot on South Broadway just north of W. Elizabeth Street, the Village will remove one parking space north of the lot.

Coming up:

The Board of Trustees will hold its next Work Session on Wednesday, April 30 at 6:00pm. The agenda can be found on the Village website.

Follow up from Special Work Session held on April 23rd:

At the Work Session on April 30, the Board will be discussing the presentations they received at the Special Work Session held on April 23rd. The Board heard a Zoning petition for a development proposed at 303 S. Broadway, and heard a petition for a new Battery Energy Storage System (BESS) law from an applicant looking to install a system at 120 White Plains Road. Both presentations can be viewed on the Village website, and the materials can be found at the links below. If the Board of Trustees decides to move these applications forward, there will be opportunities for public comment at future meetings.

Friendly Reminders from Tarrytown Harbormaster, Kevin Lustyik

As we prepare for a new recreational boating season, I would like to remind all area boaters of NYS laws that affect all NY waters including the Hudson River, which is a joint State and Federal waterway, in that it connects a foreign country (Canada).

All persons that operate power-driven craft on NYS waters must now have a National Association of State Boating Law Administrators approved course certificate in their possession while operating any vessel powered by mechanical means. This would include any form of mechanized propulsion from gas, diesel, electric, steam or any other means that propels a motor to cause motion. These certificates can be attained through courses given by The U.S. Coast Guard Auxiliary, NY State, or America’s Boater’s Club (Former U.S. Power Squadron).

A free U.S. Coast Guard Auxiliary Safety Inspection can be attained by contacting USCG AUX Member: Barbara Schulz at Flotilla68b@gmail.com  She will be available at the Village kayak launch at the F parking lot on May 3rd  0930, for marine and inspections and safety equipment questions can be directed to her or myself at Harbormaster01@Yahoo.com Free signal whistles and “contact” decals are given to all participants.

To all area boaters, a Happy and SAFE Boating Season.

Hydrant Flushing: Benedict Avenue to Cobb Lane – East of Rt. 9

Tarrytown DPW to Conduct Fire Hydrant Flushing Operations.

Dates: Monday May 5 – Friday May 9, 2025.

Times: 6:00 p.m. to midnight.

Location: Benedict Avenue to Cobb Lane – East of Rt. 9

DPW crews will be flushing all fire hydrants between the above streets. In addition, random dead-end hydrants will be flushed throughout the village. Signs will be posted in the area of the affected Fire Hydrants.

The purpose of the hydrant flushing program is to perform normal maintenance – check water pressure, clear any buildup and assure the hydrant is properly functioning.

Residents may experience pressure fluctuations in their water service. Slight discoloration in your water service may also occur during the flushing period, but will quickly dissipate. Clothes washing should be delayed until the water is clear. If you experience brown water, please flush your plumbing fixtures until the water is clear (usually 10 -15 minutes). You are also advised to clean any water filtering devices.

We apologize for any inconvenience and appreciate your cooperation. Any questions regarding this program can be directed to dpw@tarrytowngov.com or call 914-631-0356.

Con Edison Update

Con Edison is close to completing their work in the Rosehill/Altamont neighborhood of the Village. They expect to be finished by the end of May.

They are close to completing service connections on Rosehill Avenue.

Con Edison crews have completed the gas main replace on Altamont and Fairview, and are currently working connecting services of individual homeowners.

Browning and Walnut have been completed.

The final re-paving will be scheduled during the summer when school is not in session.

Project Mover Launch and E-Bike Incentive Program

Tarrytown and Sleepy Hollow are coordinating a Project Mover ribbon-cutting on Monday, May 12, at 10:30am. Stay tuned for more information.

The Project Mover program is also rolling out an e-bike incentive program for income eligible applicants. Initially, the program is rolling out in Ossining, but it will be open to all Project Mover Mover communities later this year, and interested residents should sign up in anticipation of that roll out.

Thanks to grant funding from NYSERDA, eligible applicants can receive a $1,000 voucher toward the purchase of an e-bike. Depending on the e-bike that you want to purchase, this equates to a 60-80% discount off the purchase price.

To qualify, applicants must live in one of the Project Mover communities (including Tarrytown and Sleepy Hollow) and either a) earn 60% or less of Area Household Median Income or b) enrolled in one of several income-eligible programs including Section 8 housing, SNAP benefits, and the Heating Assistance Program.

More information can be found on the program webpage.

As we look ahead to the launch of the Project Mover program, we are sharing another bike safety video from the New York Bicycling Coalition:
