A Spectacular Independence Day at Pierson Park


We'd like to extend our heartfelt thanks to the Recreation Department, Police Department, Department of Public Works, and the Village of Sleepy Hollow for making this year's fireworks display such a beautiful and memorable experience.


We had a great turnout. It was a perfect evening at Pierson Park, and we hope everyone enjoyed it as much as we did!

Congratulations, Quinn Mueller!


The Board of Trustees issued a Certificate of Achievement to Quinn Mueller at the July 21 meeting. Quinn was awarded a scholarship by the Firefighters Association of the State of New York (FASNY) for his studies at UMass Amherst which are set to begin in the fall. We was one of only 15 firefighters across the state who were selected in an essay contest about what firefighting means to him. Quinn joined the Tarrytown Fire Department as a member of Phenix Hose Company in October 2023 as a junior in High School. He joined his father and cousins who are all members of the Department. Thank you for your service to the Village, Quinn Mueller! We wish you the best in your studies.

Battery Energy Storage: Zoning Code Amendment Approved


The Public Hearing to consider amending the Zoning Code to allow for and regulate the installation and operation of Battery Energy Storage Systems (BESS) in the Village was closed and the Board voted to adopt the amendment to the Zoning Code which regulates the installation of Battery Energy Storage units in the Village.


The Public Hearing comments and presentation from the most recent meeting can be viewed online on the Village website. The hearing runs from 1:10:41 through1:48:33. Previous hearings can be viewed online and the minutes can be reviewed: 6/16/2025 video and meeting minutes, 6/2/2025 video and meeting minutes.


The text of Local Law 3-2025 establishing the overlay zone permitting the installation of Battery Energy Storage Systems can be found here.


The application from Catalyze Tarrytown White Plains Microgrid LLC can be found here. The applicant also spent more than a year of review with the Planning Board before the Planning Board issued their recommendation to the Board of Trustees. The public hearing meeting minutes for the Planning Board between November 27, 2023 and February 24, 2025 can be found online, as can videos of their meetings.


The adopted overlay zone will apply to four properties in the Office Building (OB) and Mixed Use (MU) districts. Criteria for inclusion in the Zone include:

  • must be at least 4 acres
  • must have a minimum setback of 100' to the battery cabinets with the exception of any property that borders I-287
  • Battery Energy Storage systems may not be installed within 200ft of a residential building.


The four properties to which the overlay zone would apply as proposed are:

  1. 120 White Plains Road
  2. 200-220 White Plains Road
  3. 150 White Plains Road
  4. 303 South Broadway


Battery Energy Storage Systems enable energy from all sources including renewables like solar and wind to be stored and released when the energy is needed most. To ensure the consistency and reliability of energy supply in the transition to cleaner energy sources with lower carbon emissions, battery energy storage is a key alternative. New York State has set a goal of installing 6,000 megawatts of battery storage capacity by 2030. This installation is a relatively small facility capable of storing up to 5 megawatts of energy. In addition to helping meet state goals, the Planning Board found that support for Battery Energy Storage Systems is consistent with the Tarrytown Comprehensive Plan.


The Fire Department expressed opposition to the zoning code amendment, expressing concerns about safety. Their comments can be found in the video (01:07:30 and 01:29:30) in the meeting minutes from the 6/2/2025 meeting and in the video (1:32:16 and 1:34:18) from the 7/21/2025 meeting. The Board sought information about all safety concerns expressed by the Department. Some of the information they found from experts and State agencies were part of the Planning Board review process and reported in a previous newsletter. In addition, the independent consultant hired by the Village to review the application responded at length to safety questions at the June 16 meeting (from 58:17 to 1:31:31). The Board of Trustees requested that any site plan review process by the Planning Board involve an agreement covering additional equipment that might be needed by the Fire Department should they need to respond to incidents at the Battery Energy Storage site. The applicant confirmed they are happy to discuss those needs as part of the site plan application.


The applicant must now return to the Planning Board for site plan approval for the specific installation they are pursuing at 120 White Plains Road.

Presentation of the Annual Audit


Robert Daniele of PKF O'Connor Davies made a presentation (59:29) about the Village's annual audit for fiscal year 2024 (ending 5/31/2024). The presentation slides can be found online.


The auditors issued an unmodified opinion which is the highest level of recognition - it acknowledges that the financial statements accurately reflect the Village's financial position. Mr. Daniele reported that the Village continues to be in a very strong financial position having contributed a surplus of 1.2 million back into the General Fund for FY 2024. This was largely due to a doubling of interest revenues, additional parking revenues and other revenue sources that came in higher than anticipated.

Public Hearing Set to Consider Good Cause Eviction Law


The Board of Trustees scheduled a public hearing to consider opting into New York State's Good Cause Eviction Law for September 16, 2025 at 7pm.


The law was passed by New York State and initially only applied to New York City, but municipalities can choose to opt into the law. Currently approximately 17 municipalities have opted in.


The Attorney General has a good summary of the law for tenants.


This page summarizes the impact of the law from the landlord’s perspective.


The law ensures that landlords must renew a lease unless they have "good cause." Good cause criteria include:

  • failure to pay rent
  • engaging in nuisance behaviors
  • refusing entry for repairs
  • and several other criteria


The law also prevents annual rent increases greater than 5% plus CPI or 10% (whichever is lower). This means that currently for municipalities that have opted into the law in our region, landlords would not be able to raise the rent above 8.79%. In some cases, the landlord would be able to justify a higher rent increase if the landlord has to make significant repairs and other considerations.


When opting into the law, municipalities can choose whether to adjust two factors:

1) the definition of small landlord - the state law defines it as a property owner of 10 units or more

2) the threshold of units not covered by the law because they are considered to be "high rent" units - the state law defines this as 245% of Fair Market Rent.


In the law under consideration on September 16, 2025, the Board of Trustees has adjusted the definition of small landlord to be anyone who owns 1 unit or more, and the definition of high rent as anything over 345% of Fair Market Rents. These adjustments will increase the number of units covered by the law.

At the July 21, 2025 Board meeting, a number of tenants in both Tarrytown and Sleepy Hollow came forward to discuss this local law and some challenging situations with local landlords. This was not the public hearing, but the comments can be viewed on the meeting video (09:13 to 57:55).

Joining Sleepy Hollow Stormwater Mapping Consortium Grant Application


The Village of Tarrytown will join with Sleepy Hollow to apply for assistance from the New York State Department of Environmental Conservation (NYS DEC) to complete map updates to our stormwater system to meet the most recent NYS DEC requirements. This shared application strengthens the possibility of receiving assistance for both Villages, and the Village of Tarrytown will bear no cost as the match will be paid with in-kind services.

Vacation Parking Fee Adjustments


The Village allows residents and non-residents to park for up to two weeks in Lot D if they plan to go out of town and need a place to park. Many non-residents come from out of town to use this service if they plan to visit New York City. The Village had previously sold these permits in two-day increments for up to 14 days which was an overly complicated calculation. Going forward, the vacation permits will be issued at a rate of $10 per day for residents and $15 per day for non-residents for up to 14 days.


New Educational Lab Program at the Washington Irving Boat Club


The Village granted the WI Boat Club permission to install a new wet lab trailer on site at the WI Boat Club. The lab, operated by the Projects in Environmental Aquatics and Research Lab (PEARL) non-profit organization, will be led by Glenn Albright, and will provide opportunities for students in the Tarrytown Union Free School District to participate in STEM learning focused on marine habitats and the Hudson River.

Two New Committees - Looking for Volunteers! -

The Board established two new committees at the June 16 Board meeting. Please consider signing up to participate. You can submit a volunteer application online, or if you do not have access to the online form, you can send us your resume and a letter explaining your interest in the Committee and what you think you can contribute.


Local Waterfront Revitalization Plan Committee


The Village will be updating and finalizing its Local Waterfront Revitalization Plan thanks to a grant from New York's Department of State. The last draft of the Plan dates to 2015, and much has changed on the waterfront since then. Updating the Plan will involve soliciting community input on the vision for the waterfront's future, as well as developing a Harbor Management Plan among other new requirements. The Village is looking for a diverse group of volunteers interested in what happens on the waterfront from various perspectives, including those with planning and land use experience. The volunteer committee members will be working with a consultant who will help the Village develop the plan. That consultant has not yet been identified, but the Village expects to launch the process later this year.


Cultural Heritage Recognition Committee


To help celebrate and promote cultural awareness and appreciation of the Village's diverse residents through the planning and organization of events and initiatives the Board established a Cultural Heritage Recognition Committee. The committee will be charged with working with Trustees, the Recreation Department and other local organizations to identify opportunities to celebrate a wide array of cultures and groups that populate the Village of Tarrytown. Any and all members of the community are welcome to apply to participate in the Committee. The Village is seeking a wide range of voices representing the colorful quilt of this community.

Rt 9 Complete Streets Simulation for Tarrytown

Update on Rt. 9 Complete Streets Project


Following the public meeting that took place on June 4th at Mercy University in Dobbs Ferry, the Board of Trustees prepared comments to submit to the NYS Department of Transportation regarding the designs that will be included in the final report for the Rt 9 Complete Streets Project. The project, which is led by the design team from WSP and encompasses changes to the corridor from Sleepy Hollow to Hastings, is meant to improve safety and flow for all users, including pedestrians and bicyclists.


The final report is expected to be issued in August 2025 and will include preliminary designs for the whole corridor, but some changes will still be possible in the final design phase. The project is expected to be rolled out in phases over the next several years, as funding permits.

Having heard from numerous residents and businesses about the designs, it is clear how careful the balance must be to accommodate all of the different users in the downtown corridor while supporting the vibrancy of central Village life and ensuring everyone's comfort and safety.


In their comments to the Department of Transportation, the Board of Trustees focused on the following:


1) In order to ensure that sidewalk width would not be reduced, the Board requested that the design remove the sharrow (a wider shared travel lane for both vehicles and bicycles) from the design between Franklin Street and Wildey Street. This effectively removes bicycle accommodation in the central downtown corridor. Board members were not willing to sacrifice the width of the sidewalks and downtown parking for wider travel lanes that some maintain are not an adequate accommodation for bicyclists anyway. In response to the many comments received about sidewalk widths, the Department of Transportation had proposed a potential non-standard travel lane with sharrow that is13-feet wide and a non-standard parking space width of 7-feet to maintain the sidewalks at their current width. The Board was concerned that by including a sharrow, the sidewalks would still have to be narrower, even by only a small amount. The 7-ft parking lane proposal was also viewed with skepticism.


2) The Board requested that the Department of Transportation coordinate with the State Office of Parks, Recreation and Historic Preservation, the agency that controls the Old Croton Aqueduct Trail, to develop an alternative bike route for the downtown corridor.


3) The Board rejected the idea of a traffic signal at Central Avenue and Broadway, concerned that the traffic flow would be severely disrupted.


4) The Board requested a crosswalk and raised speed table at the entrance to the McKeel Parking lot across from Coffey Funeral Home, similar to the crosswalk at the Post Office.


The Department of Transportation confirmed that the Tarrytown Trustee comments will not be reflected in the draft report to be issued for public review, but the agency will address and incorporate them before final design approval.

Rt 119 Water Main Replace Project to begin August 4


The Village will be replacing 1,200 linear feet of water main pipe along Rt. 119 beginning on August 4th. This project is expected to last 8 weeks and will require intermittent traffic disruption.


Prior to the construction start date, the Village will operate water valves to determine which ones limit the disturbance to the system when interconnecting the water mains. This will require temporary and intermittent shut down of the water main for brief periods of time overnight. When the water is turned back on it, it is possible that residents in the vicinity will experience brown water flow from the taps. If this is the case, simply run your water for approximately 10 minutes until it runs clear.

Volunteer for Waste Warriors


Message from TEAC:

Every Saturday at the TaSH Farmers’ Market (or the Winter Market), TEAC invites Volunteers to attend the stations where bins for recyclables, compostables and trash are collected. These “Waste Warriors”, sporting orange vests, help people put items in the right bin, and inform them about the benefits of source separation.


Recyclables and trash (everything that cannot be reused, recycled, or composted) might be self-explanatory. But TaSH vendors are now using compostable single-use packaging for ready-to-eat prepared food and beverages. Compostables include discarded food, paper (napkins, tissues, cardboard food containers) and compostable plastics.


Removing organic waste materials from the waste stream significantly reduces the volume and weight of the trash going to the landfill or waste-to-energy plant (incinerator), as we have in Westchester. Not only does the heavy wet food require excess energy to process, it can clog the system, making the whole operation less efficient. But more importantly, by separating the food scraps and compostables, the organic waste material can be converted into compost, to be put back into the Earth to nourish the soil.
