New Online Permit Portal: SmartGov

Some of you may have noticed that the Village of Tarrytown has gone digital! All permit/application/license requests should be done through our new online portal, SmartGov. You will need to create an account first, and then you can request any permit, license or application. You can also pay directly online from the comfort of your own home. If you apply for a physical parking permit, you may choose to pick it up at your convenience or have it mailed to you. Here is the login link and step-by-step instructions.

Please note that should you choose, you may come into Village Hall and staff will be able to assist you with creating an account at one of our kiosks located in the Clerk, Treasurer or Building Departments.

Most importantly, we thank you in advance for your patience and understanding as we implement this new system. We have received several comments and your feedback has been taken into consideration!

After hearing from residents, we agreed that the process was convoluted for bulk pickup. Therefore, we decided the more simpler way to process your bulk pickup requests is to email dpw@tarrytownny.gov. Please be sure to include all the pertinent information in order for us to process the request.

Highlights from the August 17, 2026 Board Meeting

Public Hearing: Amending Zoning Code

The Board of Trustees voted to set a public hearing in which an applicant is seeking to amend the Zoning Code Chapter 305-39 and 305 Attachment 2 to allow dwelling space above restaurants in the Main Street Historic District.

A couple of years ago, one of our beloved restaurants had a unfortunate fire. As they are rebuilding, they saw that they can fit in another apartment in the building. Our current code has a stipulation where you can't build apartments over restaurants even though it has been done. The applicant went through the appropriate steps of getting Planning Board approvals and the Board of Trustees found that it was consistent with the Village's comprehensive plan.

The public hearing will be held on Wednesday, September 9th at 7:00pm to consider draft Local Law #4-2026 to amend Zoning Code chapter 305-39 and 305 Attachment 2 to allow dwelling space above restaurants in the Main Street Historic District.

Please see the draft local law here.

IMA for Solid Waste and Recyclables

The Board of Trustees authorized the Village to enter into an inter-municipal agreement (IMA) with Westchester County whereas the county will accept and process solid waste of the village which includes garbage and recyclables. This will be a 5-year agreement effective through October 21, 2029.

Award of Grant for Climbing Structure

The Chairman of the Tarrytown Recreation, Jim Desimone, along with the Friends of Tarrytown Parks learned of a grant for a recreational climbing structure with an organization known as Everlast Climbing, in which they applied for grant on behalf of Tarrytown Recreation. They were then notified of the award of the grant in the amount of $5,000 for a climbing structure (with a total cost of $10,000) with a match requirement of $5,000 of which $1,000 will be provided by the friends of Tarrytown Parks with the balance of $4,000 will be provided by the Village out of capital funds or operating funds.

The structure could look similar to the image below and a potential location is Patriots Park. Thank you Jim and Friends for securing this grant!

IMA for Cyber Security

The Board of Trustees authorized an inter-governmental agreement between the New York State Office of Information Technology Services and the New York State Division of Homeland Security and the Village to safeguard critical digital systems and infrastructure from advanced cyber risks. The ITS and DHS have offered an opportunity for local municipalities to participate in the New York State Cyber Shared Services Program, which provides cybersecurity monitoring tools, Endpoint Detection and Response (EDR) software, and centralized threat mitigation services at no cost to the municipality. This agreement will be in effect for 3 years.

Paving Contract Awarded

The board authorized the award of the multi-village procurement contract for paving in cooperation with Ardsley, Hastings-On-Hudson, Irvington, Sleepy Hollow and Tarrytown. The Village of Ardsley went out to bid and awarded the milling and resurfacing to ELQ Industries, Inc. As per the notice below, they will be in the area of Tarryhill, Roundabend, Wagon Wheel, Powderhorn, Old Forge and Tappan Landing. The total amount for this work will be $615,838, in which $320,000 will be funded by CHIPS and NYPAVES.

Generator Maintenance

The Village of Tarrytown owns 9 emergency backup generators that serve multiple Village buildings, and provides support services to the emergency backup generator for TVAC. The Village went out to bid for biannual service and maintenance of these generators and received 3 bids. The Board voted to award the bid to Peak Power Systems, Inc. for the amount of $18,292,70 for the first 2 years and $10,060.06 for the third year, which is a significant savings from the last vendor.

Agreements with Counsel

The Board of Trustees voted to renew their agreement with Bond, Schoeneck & King PLLC as Labor Counsel and an agreement with Abrams Fensterman LLP for various legal services through August 31, 2027.

Parking and Traffic Charges

The Village of Tarrytown has long charged a fee of $40 per day for the reservation of parking spaces, whether for use by film companies, contractors, for moving purposes or other related needs and purposes, but has waived the fee for not-for-profits.

The Board of Trustees adopted a policy that not-for-profits will be charged half, or 50%, of the parking space reservation fee for vehicles, not including spaces that are designated by the Village as necessary for emergency and public safety purposes.

Police Department Advisory!

Tarrytown PD is reminding all residents of the New York State E-Bike and E-Scooter Laws. Parents! Your children cannot legally operate an e-bike or e-scooter until they turn age 16!

Phishing Scam: Remain Vigilant!

Westchester County is urging residents and businesses to remain vigilant following a statewide alert from the New York State Division of Homeland Security and Emergency Services regarding a nationwide email scam targeting individuals and businesses involved in planning, zoning, and land use applications.

According to state and federal officials, scammers are impersonating local zoning or planning departments by sending fraudulent emails requesting payment for land use application renewals or related fees. The emails often include invoices that appear legitimate and may contain publicly available information to make the requests seem authentic. Residents and businesses should be aware that legitimate correspondence will only come from official government email addresses, and should never rely on payment requests received through unfamiliar email domains. A government email domain should always end in ‘.gov’.

Anyone who believes they have been targeted or victimized should report the incident to local law enforcement and the FBI’s Internet Crime Complaint Center at www.ic3.gov.

Coyote Protocols

The Village of Tarrytown has protocols in place to deal with coyotes, which also provides guidance to residents as well. Wildlife like coyotes are increasingly experiencing a decline in their natural habitat and space to exist without interaction with humankind, which in turn means that they are expanding the areas where they live into the areas where we live. The areas a coyote and its pack may live cover a range from 2 square miles up to 30 square miles.

Below are the recommended protocols for dealing with Coyotes, based on recommendations of the NYS DEC. People should act in ways that will discourage coyotes from being attracted to their yards and property:

  • Be aggressive
  • Be loud
  • Act in a manner to scare away coyotes when they are seen
  • Contain garbage in tightly enclosed and secured garbage cans and containers
  • Do not feed birds (the birds are a food source for coyotes; feeding them concentrates them in one area)
  • Do not feed household pets outdoors. Both the food and the pets attract the coyotes
  • Keep small children and pets under control and supervision, etc.
  • Residents are advised that by law they must have their dogs and cats immunized with proofs of immunization handy. Otherwise if the animals have physical contact and/or fight with a coyote, it is possible animals could be required by the Health Department to be quarantined and/or possibly euthanized.

If coyotes are acting in any way that is dangerous, aggressive, with a lack of fear, or appear that they may be sick or rabid, residents should call the Tarrytown Police Desk at 914-631-5544, and police will be dispatched. If there is an actual attack, then that qualifies as an emergency and 911 should be called.

Please visit the DEC website for more information.

Sustainable Westchester Offers Free Training to Prepare for Clean Energy Careers

Sustainable Westchester, in partnership with the Healthy Home Academy, is offering a fully funded, hands-on training program that prepares participants for clean energy careers. This program welcomes high school graduates and adults changing careers.

Participants receive a full scholarship, industry-recognized training, stipends, and job placement support.

The Village has been participating in a demand response program through Sustainable Westchester over the last few years, and this past year was recognized as a top revenue earner. Demand Response involves reducing energy usage during a few peak times during the year, usually on the hottest of summer days, when energy use is atits peak and it is challenging for the utilities to provide enough to meet the demand. On peak days they have to turn to the dirtiest most expensive form of power generation to meet the demand, so it is in their interest to incentivize customers to reduce usage. Tarrytown earned $5,839 through its participation. Regular households can also participate. Interested in signing up? Visit the Grid Rewards program through Sustainable Westchester.
