Celebrating Volunteers Helping to Beautify our Village

Tarrytown is fortunate to have so many wonderful volunteers who give their time, energy and sweat equity in helping to beautify public spaces in our Village. The Tarrytown Environmental Advisory Council Landscape Committee, the Friends of the RiverWalk, the Little Gardens of Tarrytown, the Tarrytown Beautification Foundation all have contributed and continue to contribute so much to landscape improvements throughout our Village. Now we have a new program that allows individuals who want to "Adopt A Spot" in the Village to beautify and/or maintain it. You may have seen the transformation of the triangle where Neperan Road meets McKeel. The beautiful improvements are thanks to Suzy Allman of Allman Environmental Services Photography. The tree well on Wildey and Hanford Place has new color thanks to Mai Mai Margules and Paul Wood. Dominic Barber, a staff member of the Belvedere Estate, is maintaining the entryway to Gracemere which was planted by the TEAC Landscape Committee. The Girl Scouts of the Tarrytowns are taking on the garden in front of the McKeel Parking Lot along Broadway as part of their service work. Tommy Mineo of The Purple Ostrich on Broadway is maintaining the whisky barrel planter in front of his shop. Many thanks to all who signed up for this program. If interested in participating in the program, check out the program page on the Village website.

Board of Trustees in Brief

Report from the Board of Trustees Meeting on 8.18.2025

ICYMI, you can watch Village Board meetings online.

Congratulations, Main Street Sweets!

Twenty-five years ago sisters Marlaina Bertolacci and Corie Buonanno together with their mother, Kathryn Buonanno opened Main Street Sweets in Tarrytown at a time when Main Street was not the vibrant hub it is today. This woman-owned, family-run business dedicated to making handmade ice cream and the sweet memories that go along with it has thrived thanks to the support of their ever-expanding family who all pitch in when needed. Last night the Mayor and Board of Trustees honored the Buonanno family who were born and raised in Tarrytown and Sleepy Hollow and products of the local school system. August 19, 2025 was Main street Sweets Day in the Village of Tarrytown. Congratulations on your 25-year anniversary, Main Street Sweets!

Seeking Public Comment: Streetscape Improvements -

Main Street, White Street, Franklin Street

The Village is launching Phase 2 of Downtown Streetscape Improvements. Thanks to a grant from the Community Development Block Grant Program, the Village is working with the Westchester County Planning Department on the replacement of sidewalks on Franklin Street between South Washington Street and Depot Plaza, and on White Street between Depot Plaza and Main Street. The original scope of work focused on sidewalk replacements, but the Village is working to expand the scope of work to include substantial improvements to the intersection of Main and White Streets.

In the course of conducting public outreach for the Safe Streets for All Safety Action Plan the Village is developing with Sleepy Hollow and the Tarrytown Union Free School District, the intersection of Main and White Street was identified as a priority for improvements in both the public comments received as well as the crash data analysis. The overly wide entry-point for vehicles turning from White Street on to Main often causes confusion for both drivers and pedestrians. Pedestrians frequently cross Main Street at this location despite the absence of a crosswalk. This is also a key entryway to the downtown from the Train Station and points west.

The concept design includes a new crosswalk across Main Street, expansion of the sidewalks and curbs to shorten the pedestrian crossings, new plantings and beautification in the expanded sidewalks, and other improvements.

To fund the expanded scope of work, the Village will be applying to Westchester County's Complete Streets Municipal Assistance Program. The Village is seeking public comment on the design until September 16. The public comment will be received at public meetings on September 3rd and September 15th as well as by contacting the Village Administrator: administrator@tarrytownny.gov or (914) 631-1785.

Lease Amendment with Metro North to add Bike Racks

The Board of Trustees approved a lease amendment with Metro North for the property adjacent to the station to allow the installation of additional bike racks for the Project Mover bikeshare. This will allow the electric bikeshare bikes to move from Lot A to a location directly in front of the train station.

New Transportation Consultant for Planning and Design

The Board of Trustees awarded the on-call contract for transportation planning and design to TyLin, formerly Sam Schwartz Engineering. The Village received 10 responses to its RFP issued in July and conducted interviews with the four lowest respondents. Two projects were included in the RFP - improvements to Cobb Lane, and a study of interventions to improve walkability around the Tappan Hill School which is scheduled to re-open as part of the TUFSD district this fall. The Tappan Hill School study will be prioritized.

Intermunicipal Agreement with Greenburgh

for Cannabis Revenue Distribution

The Village of Tarrytown negotiated with the Town of Greenburgh for a better percentage distribution for incoming cannabis revenues. Under New York State Law, if no alternative agreement is reached, the Village of Tarrytown would share applicable cannabis revenues with the Town of Greenburgh 50/50. Under the negotiated agreement, Tarrytown will receive 2/3 of the taxes for which the Village and Town are eligible, and Greenburgh will receive 1/3. This breaks down to the following percentage of tax revenues for every purchase at the dispensary in Tarrytown:

  • State Tax: 9%
  • Local tax: 4%

Village: 2%

County: 1%

Town: 1%

Intermunicipal Agreement for Employee Assistance Program for Volunteer Firefighters

The Village has historically provided the benefits of an Employee Assistance Program through Westchester County for all employees and volunteer firefighters. The Employee Assistance Program provides counseling and referrals in reference to a variety of concerns including mental well-being, financial guidance, marital counseling and other services provided confidentially and as needed. When the Village changed health insurance providers, the new provider offered an Employee Assistance Program for all Village employees including those that do not participate in the health insurance plan. However, to ensure that volunteer firefighters continue to receive an Employee Assistance Program, the Village renewed its agreement with Westchester County to cover all volunteer firefighters.

In Memoriam: Maureen Barbelet, 1944-2025

At the beginning of the August 19 meeting, the Board of Trustees held a moment of silence in memory of Maureen Barbelet. A longtime pillar of the Tarrytown community, Maureen Barbelet was married to Village Treasurer Gerald Barbelet, and raised three boys in the Village of Tarrytown: current Police Chief John Barbelet, former officer Kevin Barbelet and Dennis Barbelet. At different times she served both as President of the School Board of Education as well as PTA President. She was an Executive Director of the Elizabeth Mascia Childcare Center for 20 years and served on the Board of the Tarrytown Community Opportunity Center. She exemplified the value of service to the community which continues to benefit the Village to this day.

Coming up:

The Board of Trustees will hold its next Work Session on Wednesday, August 27 at 6:00pm. The agenda can be found on the Village website.

Slow Down for School Kids

Students, teachers, and school administrators are all gearing up for the return to school on September 2nd. This means that many more kids will be travelling along our roadways and sidewalks to get to school. This year, a new traffic pattern will be in place for the opening of Tappan Hill School in the Crest neighborhood, and there will be a lot more pedestrians and activity with kids in that area, so it is even more important to slow down, pay attention, and look out for little ones navigating new routes to school.

Fire Department Parade and Anniversary Celebrations

On September 20, 2025, the Tarrytown Fire Department will be hosting more than 20 fire companies from around the County for the annual Westchester County Volunteer Firefighters Association Convention and Parade. The festivities will be held in honor of two special Fire Department anniversaries this year. Riverside Hose Company is celebrating 125 years and Consolidated Engine Company is celebrating 100 years of serving the Village of Tarrytown.

The festivities will take place over 3 days with the premier event - the Parade down Broadway and Main Street - scheduled for Saturday, September 20 at 3pm. The fire engines will line up in the parking lot of 303 S. Broadway (adjacent to the Mario Cuomo Bridge entrance) and will process down Broadway to Main Street and then continue down to the waterfront across the H-Bridge to Lot F.

Please come out and join the celebration of our regional volunteer firefighters. These men and women serve our entire area, often coming to assist with major events in Tarrytown. If you are not planning to attend the parade, please be prepared to avoid trying to drive on Broadway and in the downtown that afternoon.

In preparation for the celebrations the Fire Department is hosting a fundraiser at the Set Back Inn this coming Saturday, August 23rd from 7pm to 10pm. They have a raffle with great prizes. Please come out and show your support.

Information about New Westchester Power Contract

A new Westchester Power contract will go into effect in December 2025. Westchester Power is the Community Choice Aggregation program operated by Sustainable Westchester. The Village of Tarrytown is one of 23 area municipalities enrolled in this opt-out program. This means households have been automatically enrolled to receive electricity supply from Westchester Power unless you choose to opt out. Opting out is simple, and information about how to do it should have been included in recent communications you received in the mail or can be found online here. Contacts and information resources can be found online as well. If you have previously opted out, you do not need to do so again just because the contract terms are changing. Your household will continue with whatever electricity supply you have elected. If you would like to opt back into the program, that is easy to do as well.

Westchester Power has been hosting public information sessions throughout the summer, and more will be offered in September. More information about how to attend one can be found on their website.
