Seeking Feedback on Proposed Changes to
Main and White Street Intersection
Wondering what the orange cones are doing on Main Street and White Street? The Village is seeking to make safety improvements to the intersection to make it less confusing for all roadway users. The cones mark proposed changes to the streetscape - bump outs to narrow the crossings, making it safer for pedestrians, and slowing traffic down. See plans below.
The Village is already working with the Westchester County Planning Department on a sidewalk replacement project along White Street and the north side of Franklin Street. Because the Main and White Street intersection was highlighted in the Safe Streets for All survey as an intersection of concern, and has been the site of accidents in the past five years, the Village would like to expand the project scope to improve the intersection. To fund the expanded project the Village will apply for a grant through the Complete Streets Municipal Assistance Program. In anticipation, the Village is assessing community support for the project, and seeking feedback to amend the design as needed.
Additional information about the project can be found on the Village website including a link to the concept plan documents.
If you have comments on the proposed design, please come out to the Board meeting on September 15th at 7pm at Village Hall, or submit your comments by email to administrator@tarrytownny.gov.

Phase VIII of Water Infrastructure Improvement Project
The Board approved a grant application for funding assistance with the next phase of water main replacements. The Village expects to embark on Phase VIII in 2026 to replace water main pipes that are under-sized and aging along Altamont Avenue, Rosehill Avenue, Highland Place and Grove Street.
This project is part of a mutli-phased approach to water system improvements that launched more than twenty-five years ago. Because these infrastructure improvements are extremely costly, the Village worked with PCI engineering to identify areas of concern and approach them in phases. Over the course of the multi-phased project, replacements have been completed in Tappan Landing, Miller Park, the Crest, along Sheldon and Meadow, on Paulding Avenue and Hudson Place, Martling, and work is currently being completed on Rt. 119.
Phase VIII is expected to begin construction in 2026.More on this will be posted on the Village website.

EV Charging Station Installation
The installation of 20 EV charging stations to be installed in five parking lots throughout the Village has begun. After the project is complete, all Village EV charging stations will be Chargepoint. The EV charging station installation is a 100% grant funded project thanks to reimbursements from Westchester County, the New York State Research and Development Authority (NYSERDA) and Con Edison. The charging stations will be located in McKeel Avenue parking Lot, Lot A (next to Village Hall, the Washington Street Lot (west side), Lot D (Rec Center), and Lot C (next to train station). The approved a maintenance contract with INF associates to ensure timely repair when needed. The maintenance plan is not funded by a grant, but will be more than covered by user charging fees.

Coming up:
The Board of Trustees will hold its next Work Session on Wednesday, September 10 at 6:00pm. The agenda can be found on the Village website.
The next regular meeting of the Board of Trustees will take place on Monday, September 15, 2025.
Public Hearing: Good Cause Eviction Law
The Board of Trustees will hold a hearing to consider the adoption of the Good Cause Eviction Law on Monday, September 15 at 7pm in Village Hall. The proposed local law can be found here.
The law was passed by New York State in April 2024 and initially only applied to New York City, but municipalities can choose to opt into the law. Currently approximately 17 municipalities have opted in.
The Attorney General has a good summary of the law for tenants.
This page summarizes the impact of the law from the landlord’s perspective.
The law ensures that landlords must renew a lease unless they have "good cause." Good cause criteria include:
- failure to pay rent
- engaging in nuisance behaviors
- refusing entry for repairs
-
and several other criteria
The law also prevents annual rent increases greater than 5% plus CPI or 10% (whichever is lower). This means that currently for municipalities that have opted into the law in our region, landlords would not be able to raise the rent above 8.79%. In some cases, the landlord would be able to justify a higher rent increase if the landlord has to make significant repairs and other considerations.
When opting into the law, municipalities can choose whether to adjust two factors:
1) the definition of small landlord - the state law defines it as a property owner of 10 units or more
2) the threshold of units not covered by the law because they are considered to be "high rent" units - the state law defines this as 245% of Fair Market Rent.
In the law under consideration on September 15, 2025, the Board of Trustees has adjusted the definition of small landlord to be anyone who owns 1 unit or more, and the definition of high rent as anything over 345% of Fair Market Rents. These adjustments will increase the number of units covered by the law.
In an effort to get perspective on the Law from both tenants and landlords, the Board of Trustees invited interested parties to give presnetations at public meetings in May 2025. At the public meeting on May 5, 2025, the Board of Trustees heard a presentation on the Good Cause Eviction Law by Brian Callaci, the Chief Economist at the Open Markets Institute. The presentation can be seen here. At the May 19 meeting, the Board heard a presentation by Ann Korchak, the Board President of Small Property Owners of New York (SPONY) and Jason Hilliard of the Building & Realty Institute. The presentation can be seen here(about 37 minutes into the meeting).
At the July 21, 2025 Board meeting, a number of tenants in both Tarrytown and Sleepy Hollow came forward to discuss this local law and some challenging situations with local landlords. This was not the official public hearing, but the comments can be viewed on the meeting video (09:13 to 57:55).

Fire Department Parade and Anniversary Celebrations
On September 20, 2025, the Tarrytown Fire Department will be hosting more than 20 fire companies from around the County for the annual Westchester County Volunteer Firefighters Association Convention and Parade. The festivities will be held in honor of two special Fire Department anniversaries this year. Riverside Hose Company is celebrating 125 years and Consolidated Engine Company is celebrating 100 years of serving the Village of Tarrytown.
The festivities will take place over 3 days with the premier event - the Parade down Broadway and Main Street - scheduled for Saturday, September 20 at 3pm. The fire engines will line up in the parking lot of 303 S. Information about New Westchester Power Contract
A new Westchester Power contract will go into effect in December 2025. Westchester Power is the Community Choice Aggregation program operated by Sustainable Westchester. The Village of Tarrytown is one of 23 area municipalities enrolled in this opt-out program. This means households have been automatically enrolled to receive electricity supply from Westchester Power unless you choose to opt out. Opting out is simple, and information about how to do it should have been included in recent communications you received in the mail or can be found online here. Contacts and information resources can be found online as well. If you have previously opted out, you do not need to do so again just because the contract terms are changing. Your household will continue with whatever electricity supply you have elected. If you would like to opt back into the program, that is easy to do as well.
Westchester Power has been hosting public information sessions throughout the summer, and more will be offered in September. More information about how to attend one can be found on their website.
