9/11: Never Forget

On September 6, the Villages of Tarrytown and Sleepy Hollow gathered for a ceremony to remember and honor those who lost their lives on September 11, 2001. We especially recognize the courage and sacrifice of our villages' first responders, who continue to serve our community with dedication and bravery. We also remember the families and loved ones who continue to carry the loss of that day. As we mark the 25th anniversary, we come together as a community to honor those we lost, remember those who served, and reaffirm that we will never forget.

Highlights from the September 9, 2026 Board Meeting

Public Hearing: Amending Zoning Code

The Board of Trustees held a public hearing to amend the Zoning Code Chapter 305-39 and 305 Attachment 2 to allow dwelling space above restaurants in the Main Street Historic District.

A couple of years ago, one of our beloved restaurants had a unfortunate fire. As they are rebuilding, they saw that they can fit in another apartment in the building. Our current code has a stipulation where you can't build apartments over restaurants even though it has been done. The applicant went through the appropriate steps of getting Planning Board approvals and the Board of Trustees found that it was consistent with the Village's comprehensive plan.

The public hearing was opened and closed without any comments and therefore adopted as Local Law 4 of 2026 entitled "Amending Chapter 305-39 and 305 Attachment 2 to permit dwelling space above restaurants in the Main Street Historic District."

Please see the draft local law here.

Needs Assessment and Improvement Plan for the Tarrytown Pump Station

Over the years, the Village of Tarrytown has been working with the Villages of Sleepy Hollow and Briarcliff to explore the concept of sharing pump station facilities and operations. Due to the timing of need for Tarrytown to rehabilitate or replace our Water Pump Station for our Public Water Supply, the Village of Tarrytown, in conjunction with the Villages of Briarcliff and Sleepy Hollow, has determined that the most efficient and cost-effective course of action at this time is for Tarrytown to connect to the pump stations of Briarcliff and Sleepy Hollow, with separate meters to serve the Village of Tarrytown, so that Tarrytown can continue to supply adequate flow and quantity to meet the needs of our residents, with the intermediate goal in approximately 10 to 15 years to work jointly with the Village of Sleepy Hollow to build a new pump station that will serve both Villages, with capacity in the long term to accommodate a connection by the Village of Briarcliff public water supply.

To accomplish this goal, the Village seeks to engage the services of a professional engineering firm with the experience and expertise in evaluating these needs, and seeks to move forward with the firm Woodard and Curran to review and create an improvement plan for the portions of the facilities and equipment that need to be updated in the Briarcliff and Sleepy Hollow water pump stations to accommodate the needs of the Tarrytown connection plan for the total amount of $123,000.

Parking on Benedict and Loh Avenue

Residents of the area requested that the Village take a look at the intersection of Benedict and Loh Avenues due to lack of visability of vehicles. The Village determined that there is a need to prohibit parking east and west of the intersection in order to improve visibility for cars entering Benedict Avenue, in the interests of the public health, safety and welfare. Therefore, the Board of Trustees voted to amend Chapter 291-77 of the Vehicles and Traffic section of the Tarrytown Village Code, to enact the following provisions for Parking Prohibited at All Times:

Name of Street: Benedict Avenue

Side: South

Location: On the east and west sides of Loh Avenue, for a distance of 60 feet in each direction from the intersection

Year-End Budget Transfers

According to NY State Village Law, when it shall appear probable that the expenditure in any budgetary account will be in excess of the original estimated budgeted amount, it is then necessary to bring these accounts in balance by transferring from other budgetary accounts. The Board of Trustees authorized the Village Treasurer to make the necessary transfers of certain budgetary accounts in the Water Fund, Library Fund, General Fund and Sewer Fund to those accounts in order to effect the budgetary close out for Fiscal Year 6/1/2025 to 5/31/2026 The reports are on file in the Tarrytown Village Treasurer’s Office.

Waiver for Filming on Private Property

The Board of Trustees authorized a one-time waiver of the provisions in Chapter 157-2 D. (4) for 114 Leroy, which states that for residentially zoned districts, filming shall not be conducted at the same location more than twice per calendar year, with at least six months between filming, with the understanding that this waiver is being allowed in order for the filming company to film the finale at this location and that such a waiver will not be granted again at this residence.

Upcoming Meetings

Paving Completed!

Paving has completed in the Tarryhill neighborhood which included Roundabend, Old Forge, Powderhorn, Wagon Wheel and Tarryhill Road. Con Ed restoration is yet to be scheduled.

Phase 8 Water Main Replacement

The water main replacement project continues as work should be finishing up on Grove Street by the end of next week. Once we obtain DOH approval, installation of the water main on Hillside is expected to begin next week.

H-Bridge Rehabilitation

Work on the H-Bridge has resumed and the contractor is continuing with their repairs.

Lagana Park

Work is progressing nicely at Lagana Park. The area has been cleared and part of the drainage system has been installed. The anticipated end date for this work is on track for November.

Fire Hydrant Flushing and Maintenance

The hydrant testing was completed but it was discovered after the fact that one of the Pressure Reducing Valves (PRV) was closed, whether intentionally or because it was stuck and needed to be serviced. As a result of this, the test results in the Tappan Landing neighborhood showed a lower than expected pressure and/or flow. The Water Department and Engineering are having Ross Valve come in to service the PRV and make sure it is operating at 100% and then the hydrant testing company will be back to re-test the Tappan Landing neighborhood.

Hydrant lubrication with potable oil that meets all standards for human consumption was and is a part of the bid for the hydrant maintenance and testing. Once the flow and pressure testing has been completed (including re-testing) then the company will be scheduled to have all of the village-owned hydrant valves lubricated.

Con Edison Update

Con Ed contractors should have finished installing the gas main but still have to excavate some services at Broadway and Tappan Landing which will disrupt traffic. Next week they will coordinate construction and should be finished with trench work in the Tappan Landing neighborhood by the end of September. They will do rough road restoration in early to mid October, and the Village and Con Ed will coordinate to repave the road after the work is completely done.

Con Edison Wants to Know!

Con Edison sent out a recent mailing in which they wanted to collect information regarding individuals on life-support equipment such as their addresses and contact information even if they do not have a Con Ed account. More information on life-support equipment and other special services is available at their website www.coned.com/specialservices or by calling 1-800-752-6633. Their website has a wealth of safety and energy efficiency information available, which includes important electric and gas safety tips, instructions for reporting power problems, a guide to billing and payment options, information for customers with special needs, tips for severe weather and how to decrease energy costs.

As the weather changes, they also want to remind customers to report power problems by visiting www.coned.com/stormcentral, calling 1-800-752-6633 or by texting OUT to 688-243.

Police Department Advisory!

Tarrytown PD is reminding all residents of the New York State E-Bike and E-Scooter Laws. Parents! Your children cannot legally operate an e-bike or e-scooter until they turn age 16!

Phishing Scam: Remain Vigilant!

Westchester County is urging residents and businesses to remain vigilant following a statewide alert from the New York State Division of Homeland Security and Emergency Services regarding a nationwide email scam targeting individuals and businesses involved in planning, zoning, and land use applications.

According to state and federal officials, scammers are impersonating local zoning or planning departments by sending fraudulent emails requesting payment for land use application renewals or related fees. The emails often include invoices that appear legitimate and may contain publicly available information to make the requests seem authentic. Residents and businesses should be aware that legitimate correspondence will only come from official government email addresses, and should never rely on payment requests received through unfamiliar email domains. A government email domain should always end in ‘.gov’.

Anyone who believes they have been targeted or victimized should report the incident to local law enforcement and the FBI’s Internet Crime Complaint Center at www.ic3.gov.

Coyote Protocols

The Village of Tarrytown has protocols in place to deal with coyotes, which also provides guidance to residents as well. Wildlife like coyotes are increasingly experiencing a decline in their natural habitat and space to exist without interaction with humankind, which in turn means that they are expanding the areas where they live into the areas where we live. The areas a coyote and its pack may live cover a range from 2 square miles up to 30 square miles.

Below are the recommended protocols for dealing with Coyotes, based on recommendations of the NYS DEC. People should act in ways that will discourage coyotes from being attracted to their yards and property:

  • Be aggressive
  • Be loud
  • Act in a manner to scare away coyotes when they are seen
  • Contain garbage in tightly enclosed and secured garbage cans and containers
  • Do not feed birds (the birds are a food source for coyotes; feeding them concentrates them in one area)
  • Do not feed household pets outdoors. Both the food and the pets attract the coyotes
  • Keep small children and pets under control and supervision, etc.
  • Residents are advised that by law they must have their dogs and cats immunized with proofs of immunization handy. Otherwise if the animals have physical contact and/or fight with a coyote, it is possible animals could be required by the Health Department to be quarantined and/or possibly euthanized.

If coyotes are acting in any way that is dangerous, aggressive, with a lack of fear, or appear that they may be sick or rabid, residents should call the Tarrytown Police Desk at 914-631-5544, and police will be dispatched. If there is an actual attack, then that qualifies as an emergency and 911 should be called.

Please visit the DEC website for more information.

“In our turbulent era, classical music brings peace and tranquility. It has been described as ‘a quiet resistance to the noise of the world.’ The artists we present in our ‘Serenity and Passion’ season share their skill and commitment with us and we are fortunate to experience it,” said FOMC President Susan Harris.

Performances are scheduled to take place at Sleepy Hollow High School’s Kusel Auditorium, 210 North Broadway, Sleepy Hollow, N.Y. and audience members are invited to a reception after each concert to mingle and meet the artists.

Here is the season lineup:

Quartetto di Cremona, Sunday, March 14, 2027, 3:00 p.m. Since its formation in 2000, the Quartetto di Cremona has established a reputation as one of the most exciting chamber ensembles on the international stage. The quartet is regularly invited to perform in major music festivals and halls in Europe, North and South America, as well as the Far East. This concert is sponsored, in part, by the Raymond Han and Paul Kellogg Foundation.

Curtis on Tour: Dohnányi Sextet, Sunday, April 11, 2027, 3:00 p.m. Philadelphia’s Curtis Institute of Music presents a program highlighting Ernst von Dohnányi’s Sextet, led by acclaimed cellist Nicholas Canellakis and featuring emerging artists.

Horszowski Trio, Sunday, May 2, 2027, 3:00 p.m., has quickly become a vital force in the international chamber music world since its formation in 2011. In 2023, the Horszowski Trio Prize was created by the prestigious Fischoff National Chamber Music Competition, to award piano trio winners.

Sustainable Westchester Offers Free Training to Prepare for Clean Energy Careers

Sustainable Westchester, in partnership with the Healthy Home Academy, is offering a fully funded, hands-on training program that prepares participants for clean energy careers. This program welcomes high school graduates and adults changing careers.

Participants receive a full scholarship, industry-recognized training, stipends, and job placement support.

The Village has been participating in a demand response program through Sustainable Westchester over the last few years, and this past year was recognized as a top revenue earner. Demand Response involves reducing energy usage during a few peak times during the year, usually on the hottest of summer days, when energy use is atits peak and it is challenging for the utilities to provide enough to meet the demand. On peak days they have to turn to the dirtiest most expensive form of power generation to meet the demand, so it is in their interest to incentivize customers to reduce usage. Tarrytown earned $5,839 through its participation. Regular households can also participate. Interested in signing up? Visit the Grid Rewards program through Sustainable Westchester.
