Have you seen the new scarecrows leading visitors up to Main Street? Many thanks to the Parks Department and to the families who made an extra scarecrow at the Rec Department's Scarecrow Making event on Saturday to help our wayfinding efforts for visitors in this busy, spooky season.

Lagana Park Design: Feedback Requested

The design team from PS & S presented the draft designs for improvements to Lagana Park, seeking public input as the designs are finalized in the coming month. The project will re-grade the sports field, re-surface the courts, include basketball, tennis and pickleball courts, expand and improve the playground area, and add plantings, benches, and picnic tables.


Due to budget constraints, the picnic pavilion, the comfort station, and extra plantings adjacent to the courts will be included as a possible add-on depending on how costly the project bids are in the responses from contractors.


The presentation and more information information about the project can be found on the project page of the Village website. The project is anticipated to begin construction in Spring 2026 and be completed by the end of the year.

Weekday Parking on Sheldon Avenue

Related to the improvements at Lagana Park, and in response to a longstanding request from the Elizabeth Mascia Daycare Center, the Board of Trustees approved the removal of parking restrictions on Sheldon Avenue between Stephens Drive and Browning Lane during the week. Currently, parking is permitted on both sides of Sheldon Avenue on the weekends. Now, parking will be permitted on both sides of Sheldon Avenue during the week as well. This will allow employees at the Mascia Center to park on the south side of Sheldon Avenue, which will free up spaces on the north side of the street closest to the park and the daycare center. The change should make it safer for people visiting the park and the daycare center, and the narrow roadway should encourage cars to slow down. Neighborhood residents also requested that the Administration look at other possible safety improvements to encourage vehicles to slow down and to daylight the intersection at Stephens Drive.

Changes at Main and Cortlandt

The New York State Department of Transportation (NYSDOT) is nearing completion on a project they initiated 10 years ago as part of the Lower Hudson Transit Link, a regional "program of technology and transportation strategies" to deliver "reliable and improved transportation options for all travelers in the I-287 corridor." The intersection improvements for Tarrytown were initially stalled when the project began, but this year NYSDOT returned to make the improvements. New pedestrian signals have been installed, and the crosswalks will be re-striped. In addition, a new crosswalk will be installed across Cortlandt Street, and new planted areas have been included on the triangle at the intersection.


While the contractor is at work, the Board of Trustees authorized the replacement of the traffic signals using NYSDOT contract pricing providing significant cost savings on the replacement. The new signals will allow the addition of a third phase to reduce confusion for vehicles crossing from the H-bridge.

New Planning Board Chair

Peter Gaito, Jr. was appointed as the new Chair of the Planning Board following the resignation this month of Joan Raiselis. Joan Raiselis's last meeting will be October 27th after 20 years of service to the Village. She states in her resignation letter to the Board of Trustees, "Thank you for the opportunity to serve the village for the past 20 years in a way that was not only fulfilling but challenging at times, in the most interesting ways." Peter Gaito has lived in Tarrytown for 12 years and in the Tappan Landing neighborhood since 2017. He has served on the Planning Board since 2020. Peter has also been the volunteer lead of the Climate Adaptive Design Studio project, and is a member of the Climate Action Planning Task Force for the Village which produced a Climate Action Plan in 2024 and is working on finalizing a draft Climate Adaptation Plan. Peter is an architect and a partner at Peter F. Gaito and Associates. Peter served on the Board and is a past president of the Westchester and Hudson Valley Chapter of the American Institute of Architects. He says he loves living in Tarrytown and looks forward to supporting it as a great place to live, work, shop and dine in the Rivertowns.

Safe Streets for All Public Meeting

October 8, 2025

The second and final public meeting for the Safe Streets for All project was held at the Tarrytown Senior Center on Wednesday, October 8, 2025. The grant-funded SS4A Plan is a collaboration between the Village of Tarrytown, the Village of Sleepy Hollow and the Public Schools of the Tarrytowns. The plan will identify our community's traffic safety concerns, locations and intersections to address, and recommend solutions. The plan is in the final stages of development, and the Village is seeking public input before the plan is finalized later this year.


The consulting team led by TYLin, with support from Nelson/Nygaard and Public Works Partners presented elements of the draft plan for public comment. The presentation slides from the event are linked here.


The following elements were presented for public feedback:


Priority Locations and Proposed Counter Measures


Based on crash data, community input, and other criteria that include proximity to schools, transit stops and community destinations, the consulting team produced a High Injury Network Map and identified 40 priority locations in the two Villages which merit attention. The top ten locations will have conceptual plans developed for physical changes to roadways and intersections to make them safer for all users. Concept plans make it easier for the Villages to take action sooner, as they help in the development of grant applications, and assist with the development of a complete design for construction. The remaining thirty priority locations will include recommended solutions based on a standard toolkit of countermeasures included in the plan. 


Goals, Strategies and Actions


In addition to recommended infrastructure projects, the Safe Streets for All Action Plan will include a series of recommended actions to improve policies and procedures to ensure that safety considerations for all roadway users are integrated into Village processes. 



The consulting team developed four focused goals based on input from the Steering Committee, the community, and Village staff:

  • Design and Build Streets That Are Safe and Comfortable for Everyone Who Uses Them
  • Enable Safe and Accessible Journeys for School Community Members 
  • Implement Coordinated Programs and Projects across Jurisdictions
  • Embed Multimodal Safety in All Processes and Policies

Each of the above goals has broad strategy recommendations and a series of recommended actions. The specific actions are still in development, but the consulting team presented the Goals and Strategies for review.

The Halloween Parade is on October 25 at 5pm

What Residents Need to Know

The Halloween Parade is around the corner. This event has grown exponentially in recent years as more attention has been drawn to Halloween tourism destinations like ours. Our Village's wonderful creative spirit is on full display, but it is important to make a plan for getting around in order to fully enjoy the event. The parade is scheduled for Saturday, October 25th at 5pm, but preparations begin long before.

WHERE TO PARK

If you need to get your car off of the street, or you need closer access to the parade, Village residents will be able to park in the municipal lots for free. The indoor parking garage will be open for downtown residents and businesses only. An interactive parking map can be found on the Village website and parade specific parking can be found on the Parade website.


In addition, the school is hosting a fundraiser (see flyer below) and offering parking at Sleepy Hollow High School and in the Washington Irving School lots for $20/day.


Parking will be available at the parking lot adjacent to Hudson Harbor by the waterfront thanks to National Resources.

Three shuttle buses will be operating between 2pm and 5pm between the train station and the parade route.

To improve traffic flow on the day of the parade, vehicle access to the inner Village will be limited to downtown residents and businesses only.


MAKE A PLAN

If you don't want to get caught in parade traffic, it's a good idea to make a plan to either stay in the Village for the duration of the event (and enjoy the festivities!), or if you plan to leave or must leave the Village, try to delay your return until later in the evening.


TELL YOUR FRIENDS

If you have friends visiting on the day of the parade, please encourage them to park at a neighboring municipality and take the train. Our neighbors have other fun happenings going on the 25th. Park in Hastings on Hudson, and check out their Scarecrows's Ball at the Good Witch Coffee Shop before parade time. Park in Croton on Hudson and check out the pet costume parade! Paving on Altamont and Fairview

on Monday, October 13

Following their gas main replacement project, Con Edison will be restoring Fairview Avenue between Rosehill and Benedict and Altamont between Fairview and Rosehill this coming Monday, October 13. The work will take place between 7am and 7pm.


Please expect the following:

  • Intermittent road closures during the paving work…
  • Traffic flow will be heavily impacted.
  • Heavy machinery and trucks will occupy the area.
  • Motorists should expect rough road conditions.
  • Avoid travel in the vicinity of the construction zone.
  • Police Dept. and contractor flag persons will control traffic.

Hiring Halloween Parade Helpers

The annual Halloween Parade will take place this year on Saturday, October 25th, and the Village would like to hire special event staff to assist with ensuring a well-executed event. The Village is hiring 15 special event staff at an hourly rate of $18/hour:

  • Road barricade monitors: 10 event personnel will be assigned from 1-5pm to assist with road barricade monitoring. The Village will limit the number of vehicles driving through the inner Village, and event staff will help keep barricades, set them aside when inner Village residents need to enter or exit, and direct vehicles away from the inner Village.
  • Greeters: 2 event personnel will will be assigned from 1-5pm to assist with greeting visitors at the station, directing them to the parade route, and assisting with shuttle coordination.
  • Parking lot monitors: 2 event personnel will be assigned from 1-5pm to monitor Village parking lots and send alerts when lots are full.
  • Parade coordinators: 2 event personnel will be assigned from 3-7pm to assist with parade coordination.


Applicants must be a minimum age of 16. All of the above positions will require remaining in a standing position for a significant period of time. Applicants will need to be able to follow instructions and have access to a personal cell phone to be able to communicate with event coordinators during the event. Applicants should all be familiar with Village geography.

October is Fire Prevention Month

This year's theme is "Charge into Fire Safety" to educate all about how to safely use and charge lithium ion batteries.


Charge into Fire Safety: 3 Steps

  1. Buy only listed products. When buying a product that uses a lithium-ion battery look for a safety certification mark such as UL, ETL, or CSA. This means it meets important safety standards.
  2. Charge devices safely. Always use the cords that came with the product to charge. Follow the instructions from the manufacturer. Buy new chargers from the manufacturer or one that the manufacturer has approved. Charge your device on a hard surface. Don’t overcharge your device. Unplug it or remove the battery when it’s fully charged. 
  3. Recycle batteries responsibly. Don’t throw lithium-ion batteries in the trash or regular recycling bins because they could start a fire. Recycle your device or battery at a safe battery recycling location. Visit call2recycle.org to find a recycling spot near you.

New MTA Fairs Coming in January 2026

The base fare for subways, local buses, and Access-A-Ride is increasing 10 cents, from $2.90 to $3. The reduced fare is increasing from $1.45 to $1.50, and the express bus base fare is increasing from $7 to $7.25.
