Highlights from the October 19, 2026 Board Meeting | |
Public Hearing: Leaf Blowers
The Board of Trustees opened the public hearing on a Local Law to amend the Village Code Chapter 205 entitled "Landscaping" to amend the existing seasonal ban on gas-powered leaf blowers and garden blowers. The Village is moving towards a full ban of gas powered leaf blowers for small residential properties. In the law, it currently exempts properties of 20 acres, which include about 7 parcels in Tarrytown and could consider dropping it down to 10 acres which would include another 5 parcels. One argument that had come out of public comments is that for different complexes, if landscapers have to hire more people because the jobs will take longer, it could figure into people's rent, which is something important to consider. Also, the current proposed law does not directly define the fees and enforcement which need to be clarified.
Nearly 30 people made comments whether it was in person and online. Through the comments received, there will be some changes to the current proposed law.
The public hearing will continue on Monday, November 2nd at 7:00pm at Village Hall. Please see the draft local law here.

Renewal of Contract with Millennium Strategies
The Board voted to authorize the renewal of the professional services agreement with Millennium Strategies for grant planning, research and complete grant application writing services for the total cost of $3,600 per month. We have retained their services over the past few years and they have helped us secure more than a million dollars in grants.

New Parking Management System and Equipment
Chief Barbelet came into a Work Session about a month ago and explained that they were looking into a new parking system. Our current pay stations are outdated and the mechanical parking meters are obsolete. After working with our current vendor as well as other vendors, the Police Department found the most cost effective plan was to work with ITS (current vendor) and T2 to purchase 19 modern pay stations to upgrade the existing stations and add more stations in strategic locations so that the mechanical meters can be removed. Under a Sourcewell Contract, the total cost of these machines are $118,835.57. These new pay stations will provide the following benefits:
- Allow credit card payments to continue functioning with current technology
- Provide the Village with the ability to change parking rates and time limits as needed
- Provide a platform capable of supporting future parking enhancements
- Reduce our reliance on aging equipment
- Allow the Village to begin phasing out the Duncan meters, which have surpassed their useful life and have become increasingly difficult to maintain
- Provide additional pay station coverage as the Village moves away from individual meter heads

Purchase of New Leaf Vacuum Truck
The Board of Trustees approved the purchase of a new Leaf Vacuum Truck as budgeted in the 2026-2027 Capital Plan for the total amount of $230,774.64. The new truck will look something like this picture, although not nearly as fancy.
|
Fire Department Air Bottles Purchase
The Village of Tarrytown applied for a V-FIRE grant which included a request for replacement of a vast majority of the Village’s SCBA air bottles, but unfortunately the Village’s application was not among those selected for funding by the V-FIRE Program as it was very competitive this year. Since a large number of the Village’s SCBA air bottles are expiring and may not be recertified, the Village must purchase replacements for these 70 expiring air bottles which are an important piece of the life-safety equipment supplied by the Village of Tarrytown for the Volunteer Firefighters. The total cost for this purchase off of NYS Contract is $93,854.60.

Referral of Petition for Tarrytown House Estate Hotel and Conference Center
The Board referred the petition by the owners of the Tarrytown House Estate Hotel and Conference Center to amend Chapter 125 (Dogs and Other Animals) and Chapter 305 (Zoning) to allow the keeping of hens as an accessory use to conference centers in the OB District as a permitted use, along with other related changes, to the Planning Board for review at future Planning Board Meetings and for a report and recommendation back to the Board of Trustees.

Calling All Residents of Tarrytown and
Sleepy Hollow!
We are having our own commemoration of the 250th anniversary of the United States on Sunday November 1, 2026. Mark your calendar to join your neighbors starting at 11:45 am on RiverWalk in Sleepy Hollow for the landing of the British followed by a ceremony commemorating how Westchester came together to heal all divisions after the war. We'll then process down RiverWalk for an afternoon of performances, music, historical crafts, living history, food trucks and more in Tarrytown's Pierson Park.
The quilts including hearts and large squares made by hundreds of residents have been stitched together by a dedicated team of volunteers and will be presented to each village at the event. In case of inclement weather, the program will be held in the Sleepy Hollow High School Auditorium.

Church Street – The curbs are being done through October 30th, and then repaving is scheduled shortly after that, on or about November 9th.
Leroy Avenue and Loh Park – the Loh Park neighborhood is scheduled to begin next. Although Con Edison has not shared an official start date yet with the Village, we anticipate a start date the last week in November, or the first or second week in December.

Phishing Scam: Remain Vigilant!
Scammers are getting more and more sophisticated as time passes! Westchester County is urging residents and businesses to remain vigilant following a statewide alert from the New York State Division of Homeland Security and Emergency Services regarding a nationwide email scam targeting individuals and businesses involved in planning, zoning, and land use applications.
According to state and federal officials, scammers are impersonating local zoning or planning departments by sending fraudulent emails requesting payment for land use application renewals or related fees. The emails often include invoices that appear legitimate and may contain publicly available information to make the requests seem authentic. Residents and businesses should be aware that legitimate correspondence will only come from official government email addresses, and should never rely on payment requests received through unfamiliar email domains. A government email domain should always end in ‘.gov’.
Please see the below photo of a scam that an actual applicant of Tarrytown received. Please be advised that we will never require a wire transfer, and if you are ever charged any escrow replenishment, it will come directly from a staff member in the Building Department with a PDF attachment explaining all the charges in extreme detail. A tell tale sign will always be the email address so please be sure to check that first. Please do not hesitate to call if you are not sure.
Anyone who believes they have been targeted or victimized should report the incident to local law enforcement and the FBI’s Internet Crime Complaint Center at www.ic3.gov.

Police Department Advisory: E-Bike/E-Scooter
Tarrytown PD is reminding all residents of the New York State E-Bike and E-Scooter Laws. Parents! Your children cannot legally operate an e-bike or e-scooter until they turn age 16!
|
Reminder About Sign Policy
Please be advised that no signs are allowed on municipal property which includes parking lots, medians or parks other than signs that have municipal purpose such as hydrant flushing.
| |
Coyote Protocols
The Village of Tarrytown has protocols in place to deal with coyotes, which also provides guidance to residents as well. Wildlife like coyotes are increasingly experiencing a decline in their natural habitat and space to exist without interaction with humankind, which in turn means that they are expanding the areas where they live into the areas where we live. The areas a coyote and its pack may live cover a range from 2 square miles up to 30 square miles.
Below are the recommended protocols for dealing with Coyotes, based on recommendations of the NYS DEC. People should act in ways that will discourage coyotes from being attracted to their yards and property:
- Be aggressive
- Be loud
- Act in a manner to scare away coyotes when they are seen
- Contain garbage in tightly enclosed and secured garbage cans and containers
- Do not feed birds (the birds are a food source for coyotes; feeding them concentrates them in one area)
- Do not feed household pets outdoors. Both the food and the pets attract the coyotes
- Keep small children and pets under control and supervision, etc.
- Residents are advised that by law they must have their dogs and cats immunized with proofs of immunization handy. Otherwise if the animals have physical contact and/or fight with a coyote, it is possible animals could be required by the Health Department to be quarantined and/or possibly euthanized.
If coyotes are acting in any way that is dangerous, aggressive, with a lack of fear, or appear that they may be sick or rabid, residents should call the Tarrytown Police Desk at 914-631-5544, and police will be dispatched. If there is an actual attack, then that qualifies as an emergency and 911 should be called.
Please visit the DEC website for more information.
Please also visit the Wolf Conservation website and their digital coexistence kit here.

Devoured
Tarrytown has always been a thin place. Storytellers felt it long before Washington Irving put the Horseman on the road, and now there’s a portal on Main Street built to prove it.
Devoured carries books that transport you to other worlds and handmade goods from makers who still believe in everyday magic. Whether you need a gift for the friend who got you into Fourth Wing, you’ve read every Dungeon Crawler Carl twice and keep a D20 in your pocket, or you want to be the only one at the baby shower with a Baby Mothman book and plushie, you belong here.
We know October belongs to the Headless Horseman and the crowds that follow him—so on November 20–22, we’re hosting a Grand Opening Weekend just for our neighbors, and we’d love for you to be the first through the door.
