Bring it, Tarrytown and Sleepy Hollow!


The energy and creativity that was on display last week in the Village is well worth celebrating. The police department estimates 12,000 attendees for the Halloween Parade this year, the biggest turn out yet. Many, many thanks to the Halloween Parade Committee for all of the hard work and volunteer hours that went in to putting the parade together: Joanne Murray, Joe Arduino, Chris Brazil, Julia McCue, Veronica Black, Mary Kohrherr, Kelly Murphy, Suzanne Stephans, Theresa McCarthy, and Village staff members Dan Walczewski and Kyle Raum of the Recreation Department. Many thanks to the Police Department especially Chief John Barbelet and Lt. Chris Cole as well as the members of the Department of Public Works and the Parks Department for keeping the crowds safe and for helping the Village put its best foot forward.

Revolution on Hudson! A Living History Experience

On October 22nd in Pierson Park the history of Tarrytown in the American Revolution came alive with hands-on experiences for kids and adults including drilling with the Continental Army and trying out colonial games. Stage performances included historical interpreters depicting the 3 Patriot captors of British spy Andre (Pauling, Van Wart and Williams), Deborah Sampson, a Continental Army soldier who disguised herself as a man, and Benedict Arnold. Nearly 1000 visitors joined the educational fun and immersion in the history of the Revolution on the Hudson. Many thanks to Constance Kehoe, President of Revolutionary Westchester 250 and member and master teacher, Bill Wienecke with Living History Education Foundation for hosting this great event in our community.

We want to give a shout out to the Placemaking Committee for spearheading the installation of the mural on the corner of of Kaldenberg Place and Main Street, to the Chamber of Commerce for helping to sponsor the fundraising for the project, and to all of the Village volunteers who care so deeply about Tarrytown and devote their time, talent and energy to making it a wonderful place to live. Con Edison will be paving next week so residents should expect disruption to parking and traffic in the designated areas and plan accordingly.

Avoid travel in the vicinity of the construction work if possible. Expect rough road conditions, intermittent traffic disruptions, and possible delays when entering and exiting driveways. Detours will be controlled by contractor or Tarrytown Police.

Village Wide Leaf Collection Begins


Tarrytown Department of Public Works to begin annual service of collecting leaves from village streets November 7 to December 7, 2022

 

The hours of leaf collection occur during a normal DPW work day - 7:00a.m to 3:00 p.m. according to the schedule beginning the second week of November. On the day of your scheduled collection, please refrain from parking on the street to allow DPW crews to safely and efficiently collect the leaf piles. Due to conditions beyond our control, your scheduled day may be delayed.


The following rules apply to leaf collection and will be strictly enforced by Code Enforcement or Tarrytown PD:


1. Leaves must not be placed at the curb prior to the weekend before your scheduled collection date.

2. Leaves must be piled at the edge of the curb and NOT in the travel lane of the road.

3. Leaf piles mixed with any other materials – brush, twigs, pumpkins, etc. – will not be collected. The County of Westchester only accepts leaves.

4. All leaves placed curbside prior to the beginning and after the conclusion of the leaf collection season must be placed in biodegradable paper bags to be collected during normal organic collection (Thursdays).

5. In addition to our leaf collection schedule, organics placed in bio-degradable bags and small neatly piled brush will continue to be picked up on Thursday’s Organic collection.

6. The schedule is subject to change depending on unforeseen conditions and weather. If your collection is missed, you will be picked up a day or two later.

Sidewalk Project Update


The sidewalks in the Wildey Street corridor are now complete. Next week, the Downtown Streetscape Improvement Project will be moving over to South Washington Street between Franklin St. and Elizabeth Street. Any questions? Accessory Dwelling Unit Law Open for Public Comment 


The Village's Housing Affordability Task Force has put forward a draft local law for consideration to permit the installation of Accessory Dwelling Units as another "tool in the toolbox" in the effort to increase the availability of more affordable housing in the Village. The public hearing for the local law was opened at the last meeting on October 17 and will continue at the next Board meeting on November 7th. The draft legislation has been revised and can be found here.

Veterans Day Service


Please gather on Friday, November 11th at 10:15am in Patriots Park to recognize those who have served our country in the military.

UPCYCLING SLAIN SCARECROWS:

FREE STRAW PICK UP

Do you have a garden or backyard composter and want free straw, or do you just want to pitch in? This Sunday, November 6th, the TEAC Zero Waste committee will be at Parking Lot F (next to Barley on Hudson) at 1pm to deconstruct over 100 Halloween scarecrows, which have been decorating the village over the past few weeks.

We will be separating the clothing from the straw to make sure the textiles are recycled and the straw is re-used or is sent the organics yard. Bring a wagon or some large recycle bins to pick up some straw or just come help out!

Volunteers needed ~ Community service hours awarded. Hope you can join us!!

Government News in the Region

New York State Small Business Seed Funding Grant Program


The successful recovery and growth of small businesses is key to New York State's future. The $200 million Small Business Seed Funding Grant Program provides grant funding to early stage small and micro businesses and for-profit independent arts and cultural organizations impacted by the pandemic.


The grants will be flexible and can be used for a number of different business operating expenses, including payroll, rent or mortgage payments, taxes, utilities, PPE or other business expenses incurred between September 1, 2018 and January 1, 2022.


The application portal opens on September 14.


County Landlord Tenant Assistance Program


The Landlord Tenant Assistance Program (LTAP) will allow small landlords who own eight units or less, who maintain rent levels that are affordable to residents, to apply for up to $25,000 per unit for repairs to their rental properties. To be eligible, landlords/owners must charge rents that are affordable to households earning between no more than 60% and 100% of the Area Median Income (AMI), and home improvements may include, but are not limited to, roof replacement, or upgrades to electrical, windows, accessibility ramps, plumbing and heating systems. With $10M available in funds, 400 units can be rehabilitated.

A Westchester County Rehabilitation Specialist will inspect the property after an application has been submitted to the Department of Planning. If the property qualifies, a three-party contract will be signed between the County, the landlord/owner and the contractor, for work to be completed by contractors that are licensed and insured to work in Westchester County. Funds will be disbursed directly to the contractor from the County after a progress inspection has been completed.
