Tarrytown Awakens


So many events this month brought us out of our homes and into our parks and onto our streets to gather. More to come! The pool opens on May 27th - don't forget to sign up for the season. The Memorial Day Parade is back on May 30th. Starting next month we will be closing down Main Street between Washington and Broadway for outdoor dining on Saturdays in June, July and September. Sign your kids up for summer camp or encourage them to get a job with our Rec Department!

Musician Bill Kelly joined together with students from John Paulding School, Tree Commission Chair Martin Hauser, Mayor Karen Brown, Trustee David Kim, Parks Foreman Anthony Ross, DPW Superintendent Lou Martirano, Village Administrator Rich Slingerland and residents to celebrate Arbor Day on Friday, April 29th and plant an American Hornbeam in Patriots Park.

Filming on Main Street Next Week


FBI, the television show produced by Universal Television for CBS, is coming to Tarrytown next week. Expect traffic and parking disruptions on Wednesday, May 11 and Thursday, May 12.


Wednesday, May 11: The production will be filming on Main Street from 7am to 4pm. The following parking restrictions will be in effect:

  • No parking between John and North Washington Streets from 7am to 4pm. Expect intermittent traffic controls.
  • No parking in the Neperan Road Bank Parking Lot.
  • No Parking in Lot F. 
  • No parking in the Neperan Road Skate Shack Parking Lot from 3pm on Wednesday, May 11 until 6pm on Thursday, March 12.


Thursday, May 12: The production will be filming on Main Street in the morning and around Tarrytown Lakes on Neperan Road from 1pm to 7pm. Expect intermittent traffic closures and detours. 

  • No parking between John and North Washington Streets from 7am to 4pm (although parking restrictions will likely be lifted by 1pm). Expect intermittent traffic controls.
  • No parking in the Neperan Road Bank Parking Lot.
  • No parking in the Neperan Road Skate Shack Parking Lot from 3pm on Wednesday, May 11 until 6pm on Thursday, March 12.


Please excuse the inconvenience during production. These downtown film production events contribute to the Village's Downtown Improvement Fund, so the temporary inconvenience is balanced by the longer term benefit to the Village. Improvements like the hanging flower baskets, the barricades that support the outdoor dining events, street lighting and other elements that benefit our downtown are funded by film permit fees.

Sarah Michaels Park Community Forum


Residents turned out on Wednesday, May 4, to offer ideas for how to improve Sarah Michaels Park, the small public space on the corner of Main Street and Cortlandt Street in front of the Asbury Terrace apartment building. The Placemaking Committee has turned its attention to the park which is situated at the crux of an important corridor connecting the bustling downtown with the revitalized waterfront. Tables and benches for gathering, colorful plantings, more trees, re-envisioned pathways, expanding the open space, bringing events for children and music to the park were all ideas for how to reinvigorate a neglected corner. This was the first step in developing a vision for the park, identifying project priorities and potential funding sources. Not able to make it to the forum? RiverWalk closed morning and early afternoon of Wednesday, May 11th


The Parks Department will be working with All Habitat Services on Wednesday, May 11th to remediate RiverWalk plantings for invasive weeds.  Mugwort and types of vetch, do not respond to traditional gardening techniques (pulling and/or cutting). On the advice of landscape experts we work with skilled professionals who use a selective herbicide called Chlopyralid.


Clopyralid is not harmful to bees/pollinators, and is practically non-toxic to both fish and aquatic insects. Clopyralid has low toxicity to humans as well, mainly acting as a temporary & minor eye irritant. Exercising an abundance of caution, where active work is being performed the Village will close parts of the Riverwalk and/or Pierson Park from 8:30am to 2pm. More safety information on this herbicide can be found here. Staff will be onsite for the duration of the work.

Paving on Rt. 9


The NYS Department of Transportation will continue to survey, station and mobilize equipment in preparation for the milling and paving of Rt. 9. All work will be conducted at night between the hours of 9pm and 6am. The nighttime work allows the project to move more quickly which is important along this busy thoroughfare.


The project is expected to last until July.

Con Ed Update


Next week Con Ed will be conducting emergency repair work on Franklin Street, Benedict Avenue, and Main Street


Paving is scheduled to begin to restore the roadways disrupted by the gas main upgrades. Please expect traffic and parking disruption while the roads are being paved. The following is the proposed schedule:

  • Tuesday May 10th: Wilson Park Drive
  • Wednesday May 11th: Beech Lane and Walden Road
  • Thursday May 12th: Warren Avenue and Sunhaven Court
  • Friday May 13th: McKeel Avenue
  • Monday May 16th: Suncliff Drive and McKeel Avenue
  • Week of May 17th: Hamilton, Legrande, Croton and Middle Neperan

Congratulations, Detective Manace Infante!


The Board of Trustees appointed Police Officer Manace Infante to the position of Detective. Detective Infante has been with the Tarrytown Police Department since 2013. A graduate of Sleepy Hollow High School, Detective Infante is a respected member of the community who has received several awards for his police work. The Board is grateful for his service to the department.

  • Housing Affordability Presentation: The Board heard a presentation from Peter Feroe, a member of the Housing Affordability Task Force, about potential legislation to allow for Accessory Dwelling Units in residential zones. Accessory Dwelling Units are small units that can be added to a single family home, whether it be a finished basement, attic or garage apartment, to allow existing residents to earn additional income. Sometimes known as granny flats or in-law suites, these units of less than 1,000 sq ft provide a way to increase affordable housing in the Village without changing neighborhood character. They can allow older residents to age in place by earning income to help ameliorate the high cost of living in our area. The Housing Affordability Task Force made recommendations to the Board about what the legislation would look like, including restrictions to the size of the units, whether additional parking would be required and other considerations. You can watch the video here from 9:42 to 28:56.  The Board requested that the Housing Affordability Task work with the Village Administrator, the Village Attorney, and the Building Department to draft the legislation and bring a proposed law back to the Board. 
  • Parking Fees: The Board made adjustments to several parking fees, having not done so since before the pandemic.
  1. The Resident commuter permit which allows for parking at all of the commuter lots will increase from $450 to $475 per year.
  2. The Motorcycle permit will increase from $150 to $160 per year.
  3. The Business Commercial permit which allows for parking at metered spaces on Cortlandt Street will increase from $750 to $800 per year.
  4. The daily permit for commuter lots for residents will increase from $5 to $10 per year.
  5. The Board eliminated the carpool permits and the semi-annual permits for both residents and non-residents in commuter lots, but the annual fees are pro-rated depending on when the permit is purchased. 


  • Westchester Power contract extended: The Board authorized the Village Administrator to sign a 5-month extension agreement with Westchester Power as long as the cost of energy under the 5-month extension remains less than 13.9 cents per kilowatt hour. The two-year contract between Westchester Power and Constellation Energy ends on June 1, 2022. Westchester Power administers the Community Choice Aggregation Program of which the Village is a member. This has allowed for a fixed rate for 100% renewable energy supply for all households that have chosen not to opt out of the program. The fixed rate cost of 7.6 cents per kwh has been beneficial in a volatile energy market when other energy suppliers including Con Ed fluctuate on a daily basis. Westchester Power intends to go out to bid for another two-year contract, but they wish to wait until November to allow time to develop a new procurement mechanism that will give them access to wholesale energy suppliers and to ride out a very volatile energy market. For this reason, they have requested a five month contract extension, but given current energy costs, the price cannot remain where it is. Last month, the Board authorized a not-to-exceed price of 12.5 cents per kwh, but this has not proven sufficient. If Westchester Power is able to secure a five-month contract extension at a price not to exceed 13.9 cents per kwh, the Board has authorized the Village Administrator to sign the agreement.   • The date for the next Work Session was changed to Monday, May 9th at 6pm. The Work Session will be held in person, and is also available on Zoom

Transportation and Mobility Council Volunteer Needed 


The Transportation & Mobility Council helps to ensure safe, comfortable, and convenient access to all village destinations and public places – whether walking, driving, bicycling, or taking public transportation. The Transportation and Mobility Council meets on the fourth Thursday of each month, at 6 P.M. in Village Hall. To apply, please fill out an application online


Tree Commission Volunteer Needed

The Tree Commission is still seeking a volunteer who is a certified arborist or has a similar degree of tree expertise. The Commission meets once per month and is charged with reviewing tree permit applications and applications pending before either the Zoning Board of Appeals and/or the Planning Board, and issues recommendations to either Board with respect to any aspect of the applications which may impact trees, shrubs and/or related plantings. The Commission advises the Board on other matters related to the urban canopy including tree species selection for Village projects, and educational opportunities related to the value and importance of Village trees. Green Landscape Champion is a new TEAC initiative for local businesses that promotes sustainable landscaping practices which boost biodiversity, beautify our Villages and send a message to residents that your business is working to ensure a sustainable future.


One of the simplest, most visible and cost effective ways to demonstrate a commitment to sustainability is to sign on to eco-friendly landscaping by planting indigenous plants, forgoing pesticides and leaving some leaves on your property in the fall. For those without lawn space, planting a pollinator planter can have a big impact. No project is too small or too large !

Community Wardrobe (CW) is a joint effort of the Horsemen PTA and the Village of Sleepy Hollow that finds new homes for good clothes FREE to local families who need them.

CW has found a new home at the Shames JCC in Tarrytown and will now be able to open weekend and evening hours for clients and volunteers!

New York State Outdoor Burn Ban

The outdoor burn ban is in effect from March 16- May 14. Open burning is prohibited in NYS, with several exceptions:

  • Campfires or any other outdoor fires less than 3 feet in height and 4 feet in length, width or diameter are allowed.
  • Small cooking fires are allowed.
  • Ceremonial or celebratory bonfires are allowed. Disposal of flags or religious items in a small-sized fire is allowed, if it is not otherwise prohibited by law or regulation.
  • Only charcoal or dry, clean, untreated, or unpainted wood can be burned.
  • Fires cannot be left unattended and must be fully extinguished.

Open burning is the single greatest cause of wildfires in NYS. Since the spring burn ban was implemented in 2009, the number of wildfires has decreased by more than 40%. For more information on the burn ban, please visit DEC’s website.

We have launched a new tool for our MWBEs to connect and gain access to opportunities within the County. This web-based mapping application, developed by the Westchester County Department of IT GIS, provides a comprehensive view of all businesses registered with the Westchester County Minority and Women-Owned Business Program. With this mapping tool you will be able to see where all our MWBEs are located in the county and see detailed information about each business, filter by business category and see valuable infographics.

Funeral Assistance for victims of COVID-19

Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021, FEMA is providing financial assistance for COVID-19 related funeral expenses incurred on or after January 20, 2020.

Expiration dates extended for certain at-home tests

The FDA has allowed the expiration dates on these home tests to be extended for 3 months after the expiration date printed on the box. 
March 2022 are actually good until June 30, 2022
April 2022 are actually good until July 31, 2022
May 2022 are actually good until August 31, 2022
