Hello Municipal and Community Partners,

Remember American Rescue Plan Act (aka ARPA)? That pandemic relief funding that seemed like both a blessing and a mountain of paperwork? Well, it's time for one last piece of correspondence: the U.S. Department of Treasury has begun sending closeout notifications to municipalities.

If you indicated you were ready for program closeout in your most recent Project and Expenditure Report, keep an eye on your inbox for important communication from the Treasury.

Who This Applies To:

Non-Entitlement Units (NEUs) that received under $10 million in State and Local Fiscal Recovery Funds.

When to Expect Your Notification

There's no universal deadline for all municipalities; the Treasury is sending closeout notification emails individually based on when each municipality indicated they were ready for program closeout. So while your neighboring community might receive their notification this week, yours could arrive next month. It all depends on when the Treasury processes your specific closeout request.

Helpful Tip:

Make sure emails from the U.S. Department of Treasury don't get filtered into your spam folder. You've come this far with ARPA compliance. Let's not miss the finish line because of an overzealous spam filter!

Required Actions

When you receive your closeout notification, you'll need to:

  • Access the Treasury Portal through either:
  • Treasury's Portal through ID.me; or
  • Treasury's Portal through Login.gov
  • Review your final report information in the Closeout Section
  • Answer the closeout certification question

Critical Note:

Once you certify your final P&E Report to the Treasury, you may not expend any remaining award funds for any purpose. Make absolutely certain all spending is complete before you click that certification button.

Resources to Guide You Through

The Treasury has provided several helpful resources for the closeout process:

What Happens After Submission?

After you complete the closeout certification, the Treasury will review your submitted reports.

If everything looks good, you're done—congratulations on successfully managing your ARPA funds from start to finish.

If revisions are needed, the Treasury will contact you with specific instructions through either:

  • A request to revise and resubmit your final P&E Report, or
  • An Information Document Request (IDR) for additional clarification

Important:

Before the closeout process begins, verify that your SLFRF Points of Contact are current in the Treasury Portal. You'll want to make sure the right people receive all communications—especially if staff has changed since you first set up your ARPA reporting.

If issues remain unresolved after initial communication, the Treasury will provide a formal opportunity to remedy any noncompliance before finding a recipient noncompliant with the SLFRF Financial Assistance Agreement requirements.

The Bottom Line

ARPA was a once-in-a-generation (hopefully) funding opportunity that helped communities navigate unprecedented challenges. Closing it out properly ensures your municipality maintains compliance and provides a clean conclusion to this chapter.
