Dear VABA Members,

 

As we approach the end of another productive year, I am excited to share with you the latest updates and forthcoming efforts of the Virginia Aviation Business Association (VABA). Our association has been incredibly busy, and I am proud of the strides we have made together.

 

Virginia General Assembly and Aviation Parts and Supplies Tax Exemption

Our 2025 Virginia General Assembly priorities include the permanent establishment and expansion of the Aviation Parts and Supplies Tax Exemption. Since its implementation in 2018, this exemption has been crucial to our industry’s growth but is set to expire on July 1, 2025.


As Advanced Air Mobility (AAM) takes flight in the Commonwealth, a permanent and expanded tax exemption has the potential to drive even greater economic growth. Early survey results from across Virginia show that the exemption has increased business for maintenance facilities, attracted out-of-state customers, and created high-skill jobs.


In addition to advocating for the permanent implementation of the exemption, we will push to remove the current 2,400 lb. weight restriction ensuring the exemption’s economic benefits encompass aircraft of all sizes.


We extend our gratitude to the Aircraft Owners and Pilots Association (AOPA) and the National Business Aviation Association (NBAA) for supporting our efforts to promote aviation stability and growth in Virginia.


Despite this collaborative work, we still need your help. Call or email your Virginia Senator or Delegate to share how the Aviation Parts and Supplies Tax Exemption has benefited your business. You can also write the Governor, expressing your appreciation for his support of aviation and aerospace in Virginia, and highlighting how the exemption enhances your ability to compete.

 

Workforce Development Initiatives

Addressing the workforce shortage in all categories remains a top priority. We are excited about the creation and expansion of programs aimed at feeding a starving workforce. There are a few key initiatives I want to highlight:

  • The Virginia Community College System (VCCS) is leading the development of a statewide program to offer FAA-certified courses for aircraft maintenance technicians through Virginia's community colleges
  • Blue Ridge Community College (BRCC) and Danville Community College are collaborating to expand BRCC’s FAA-certified program by offering online training


The VCCS efforts add to the existing AMT programs offered by Liberty University and Aircraft Institute of Maintenance expanding offerings to more parts of the Commonwealth.


Meanwhile, recent announcements by Electra.aero and ongoing programs by the Virginia Spaceport Authority, Rocket Labs, and NASA Wallops Island highlight the innovative developments happening in the Commonwealth. These technological advancements will only increase demand for a skilled workforce, underscoring the importance of initiatives like the Virginia Community College System's efforts. Programs like these are critical to ensuring we have the talent to support our growing aviation and aerospace industries, maintaining Virginia's leadership in these fields. 


Meeting Summary: Department of Aviation and VIPC

Thank you to the Virginia Department of Aviation and the Virginia Innovation Partnership Corporation, who have taken the lead in developing a multi-state AAM coalition. This initiative fosters collaboration and innovation across state lines, enhancing our capabilities and positioning Virginia as a leader in AAM. This effort will help ensure coordinated regulatory policies across states, enabling safe air traffic nationwide.

 

Survey and Analysis: Aviation Parts Sales Tax Exemption

The VABA surveyed VABA, NBAA, and AOPA members the benefits of the Aviation Parts Sales Tax Exemption. The results have been overwhelmingly positive, with broad industry support and significant economic impact reported. A final report outlining the results will be prepared by December for the Governor’s Aerospace Advisory Council and the Virginia General Assembly Aviation and Aerospace Caucus.

  • January 29: Annual Aviation, Aerospace, and Advanced Air Mobility Legislative Reception at Main Street Station.
  • January 29 – 30: Aerospace Days at the Virginia General Assembly

 

We are once again expecting a strong turnout for the upcoming Legislative Reception. Last year’s event welcomed over 700 attendees, with more than 60% of legislators present and remarks from the Governor. We are on the Governor’s calendar for 2025 and again are looking for strong participation of industry.

From Airman to Legislator: Delegate Cordoza’s Journey of Service and Leadership


Delegate A.C. Cordoza (R-HD86) graciously took the opportunity to speak with the VABA. Representing Hampton, York County, and Poquoson in the Virginia House of Delegates since 2021, Del. Cordoza has quickly earned a reputation as one of Virginia’s most effective legislators, championing initiatives that support the state’s aerospace and aviation industries.


During our conversation, Delegate Cordoza reflected on the experiences that shaped his path to public service. From his early days growing up in a family dedicated to hard work and military service to his time in the Air Force and his eventual entry into politics, his journey is one of determination, resilience, and a deep commitment to his community.


Dating back to WWII, every man in Del. Cordoza’s family served in the U.S. Military, so his early enlistment in the Air Force came as no surprise. “I developed some great friendships and had some amazing experiences in the Air Force,” Del. Cordoza tells us. After three years of honorable service, Del. Cordoza decided to pursue higher education at Thomas Nelson Community College. It was during this time that his interest in public service began to take shape, sparked by his involvement in former President Obama’s 2008 campaign.


After some reflection and with encouragement from a professor, Del. Cordoza completed a non-partisan questionnaire that revealed his core political beliefs aligned more closely with the Republican Party. “It really opened my eyes,” Del. Cordoza explained. Through further research and reflection, he solidified his alignment with Republican principles while remaining committed to bipartisanship. “I have found it relatively easy to work across the aisle,” he noted. “The biggest challenges often come with regional bills, where debates can be more intense.”


Del. Cordoza boasts an impressive legislative record, passing ten bills in just two sessions. Among these are initiatives that enhance workforce training programs and cybersecurity measures critical to Virginia’s defense sector. One of the largest factors contributing to his success? “I have an open office Monday through Friday, giving the community the access and opportunity to come talk with me about issues,” Del. Cordoza explained. “Most issues can be solved by looking in the green book, but some require a code change or legislative response,” he continued. “If we can’t solve the problem without legislation, it’s not the first time the issue has happened.”


He added, “I don’t do frivolous bills. I don’t do political bills. I focus on good bills and carry the maximum number allowed.” His pragmatic approach and focus on meaningful legislation have earned him the respect of colleagues and constituents alike.


While reflecting on his legislative experience, Del. Cordoza explained the long-lasting impact of his military service on his political career. “My experience in the Air Force was vital to my introduction into the General Assembly,” he shared. “My service provided me with a professional bearing and really emphasized the importance of servant leadership and attention to detail.” With a laugh, he added, “All of those are really important when you’re working on bills!”


Del. Cordoza’s military background, legislative experience, and deep connection to his district uniquely qualify him to address the growing needs of Virginia’s aviation and military defense industries. “We need to realize we are a military state,” he emphasized. “We need to focus our efforts on aviation and military defense. Newport News Shipbuilding is the largest employer in Virginia. We have every type of military base in the Commonwealth.”


He continued, “We need to invest to ensure our students can enter that skilled workforce. That means legislating and committing to training programs for the trades—supporting both our nation and us.” His advocacy for workforce development aligns closely with the VABA’s mission to grow the Commonwealth’s aerospace and aviation sectors.


Looking ahead, Delegate Cordoza remains focused on fostering opportunities that strengthen Virginia’s position as a leader in the aerospace and military defense industries. His commitment to servant leadership, rooted in his military background, drives his passion for creating pathways for future generations to excel in skilled trades and public service.


As a legislator, Del. Cordoza exemplifies the values of dedication, collaboration, and community connection, ensuring that the voices of his constituents are heard, and their needs are met. His journey from Airman to Delegate underscores his unwavering belief in the power of hard work and public service, serving as an inspiration for others to follow in his footsteps.


Delegate Cordoza’s story reflects the critical role of leadership in advancing industries vital to Virginia’s economy. His advocacy for aerospace and defense serves as a powerful example of how public service and vision can help propel the Commonwealth toward a stronger, more innovative future.

Spotlight on Disaster Response: Technical Flight Officer Joshua Lacasse

Liberty University student and Technical Flight Officer Joshua Lacasse is one of the dedicated Civil Air Patrol members trained to respond when disaster strikes. Recently, when the Virginia Department of Emergency Management requested aerial photography of southwest Virginia after Hurricane Helene, Lacasse was among the first to respond, coordinating search areas and flying as a photographer to provide timely images.


Committed to emergency preparedness, Lacasse also volunteers as an emergency services officer, ensuring his squadron is ready for calls from FEMA, VDEM, and other agencies. His work exemplifies the essential role of Civil Air Patrol in supporting both local communities and state agencies.

Computer Science for Middle School Provides Professional Development Opportunities for Regional Middle School Teachers Through Workshops and Microcredentials


The Computer Science for Middle School (CS4MS) project led by Dr. Melani Loney and Dr. Lisa Steffian at Old Dominion University’s (ODU) Center for Educational Partnerships (TCEP), made strides in enhancing computer science (CS) education for middle school students. This three-year project, funded by the Virginia Department of Education, was a collaborative effort between TCEP, ODU’s School of Continuing Education and Professional Development, Code VA, and local school systems. The project trained 89 middle-school teachers from Chesapeake, Isle of Wight, Newport News, and Portsmouth City Public Schools in the design and implementation of integrated CS lessons and performance assessments. Project activities were aligned to the VDOE Computer Science Standards of Learning for grades 6-8, which require that CS be integrated into core subject areas including English, Mathematics, Social Studies, and Science.


An independent evaluation by Dr. Tancy Vandecar-Burdin of the ODU Social Science Research Center revealed the following key outcomes from the CS4MS project:


  • Enhanced Teacher Preparedness
  • Increased Teacher Efficacy
  • Student Gains in CS Knowledge
  • Hands-On Learning and Industry Connections

Celebrating Virginia's Aviation Legacy: Explore Opportunities with VSGC!


The Virginia Space Grant Consortium celebrates National Aviation History Month! Virginia boasts a rich aviation history. The state is home to NASA Langley Research Center in Hampton, NASA's oldest field center, which has played a pivotal role in aeronautics research. Virginia's connection to military aviation is equally profound. And Virginia is unique in having a state-run Department of Aviation. 


VSGC offers FREE aviation programs including Pathways Flight Academies and Private Pilot Ground School. We also offer uncrewed aircraft systems programs and will soon be recruiting for UAS professional development opportunities this summer!
