Taking Effective Action: Behind the Scenes
 
The best word to sum up the League in September is “Action!” Thanks to the diligent, behind-the-scenes work of several of our members, the League was aware of and able to comment on three important issues in our community before public agencies made final decisions. The subjects of each of these fall within our Priorities for 2021-2022 approved by our members at our Annual Meeting last June:

• Climate Change/Natural Resources: We commented on the Community Forest Management Plan produced by a consultant for the San Jose Department of Transportation (DOT) describing an “urban greening” project coming before the City Council. After our initial letter, the League was invited to meet with DOT staff. We wrote a second letter supporting the staff report that DOT sent to the City Council’s Transportation & Environment Committee.

• San Jose Governance: We commented on a proposal by the San Jose Charter Review Commission on the subject of emergency powers for the Mayor.

• Homelessness/Affordable Housing: We supported a proposal coming to the San Jose City Council for Emergency Interim Housing in a municipal parking lot for unhoused people.

Pulling together these letters is no small task. League members are encouraged to monitor the agenda items of various councils, commission and committees in our area and to alert us when they notice an issue that is important to the League. We analyze the issues and ensure our recommendations are supported by the League principles and priorities reflected in our positions. The Board of Directors or our five-member Executive Committee must approve each letter. Sometimes, there is very little time between when the agenda item is spotted and when the letter should be submitted.   It can be a challenge to meet deadlines, but I am so proud of the way our team works together and responds quickly when needed.

We want more people to be involved to help us monitor what is happening in our cities. Although our primary focus is on San Jose, our League is also committed to serving the people of Santa Clara, Milpitas, Morgan Hill, and Gilroy. We need more “boots on the ground” in these communities to let us know when something important may be coming up before their city council or other governmental body. Your Board is considering ways to effectively organize this “Observer Corps.”

"Neighborhood Uplift Through the Guadalupe River Park"

Jason Su, Executive Director of the Guadalupe River Park Conservancy, will be the guest speaker at the Oct. 21 Lunch With League. He will discuss how the past year has made it even more apparent how vital our parks and open spaces are to our community's health, well-being, and sense of connection. He believes it has also revealed how much potential parks hold to our recovery and neighborhood uplift.

Meet Vicki Alexander


Editor’s Note: This is part of a series of brief interviews with members of the League of Women Voters of San Jose/Santa Clara. 



For some, family tradition is Saturday morning pancakes. For Vicki Alexander, Director of Action, it means following the example of her family and carving out hours every week for community service and volunteerism.

Vicki’s interest in civic engagement started early in the small North Carolina town where she grew up surrounded by a large family – three siblings, 22 aunts and uncles and countless cousins. Both parents were actively involved and Vicki did the same throughout school.

She earned a degree in social work from Western Carolina University but put her career on hold when presented with the opportunity to be an au pair in London for actress Rosemary Harris. She stayed in Europe for a few years to teach English before enrolling in a master’s program at the School for International Training in Vermont.

Vicki moved to California in the late ‘80s and taught ESL until the harsh economic reality of living in the Bay Area on a nonprofit salary made her look in a different direction. She and her husband opened a small manufacturing company that makes specialized parts for hard drive manufacturers. When he passed away, Vicki took over management of the firm.

While building the business and raising her son, Vicki maintained her involvement in the community and concern about a number of issues but found that attending a march or writing letters did not give her the “bang for the buck” impact she wanted. Vicki joined League of Women Voters in 2016 because it did.

“What I noticed about the League was the respect and credibility it has,” she said. “The League’s opinion is sought by government and it has a very strong voice.” 

With encouragement from her League mentor, past president Virginia Holtz, Vicki joined the Climate Action Committee. She and Virginia co-chaired the Local Governance Study that led to a revised League position on government structure in San Jose earlier this year, and she was selected Director of the Action in June. 

Vicki loves the out-of-doors and is an avid hiker who hits local trails for 20-40 miles per week and spends her vacations backpacking in the Sierra or enjoying long distance hikes in the different parts of the world. To support her interest in the environment, she chairs the Citizens Advisory Committee of the Santa Clara Valley Open Space Authority.

“I have always been involved in the community at every stage of my life,” she said,” and I am happy to now be active with an organization that is able to do so much.”
Update on Voter Services

Voter registration is an ongoing effort of the League's Voter Services Committee. With Covid-19 restrictions, outreach to new voters has taken on different forms. For example, League member Maryann Haggerty visited Yerba Buena High School in September to discuss the Recall Election, and took the opportunity to distribute 100 pre-registration cards to students ages 16-18.

The committee is also preparing for the June and November elections in 2022 when voters will choose office holders for jurisdictions and agencies that affect our daily lives. There will be a robust need for Candidate Forums and Pros and Cons presentations on local and statewide measures we anticipate being on the ballot.

FUN FACT! California has 22 million registered voters (more than the entire population of New York state!), but there are still more than 2 million eligible voters who are not yet registered.

Action Committee is true to its name

The next meeting of the Action Committee will be Monday, Oct.25, at 2 p.m. via Zoom. All League members are welcome to attend.

The Action Committee, in conjunction with the Housing and Climate Change committees, has recently commented on a number of local issues. In September, we sent a letter to San Jose’s Department of Transportation and its consultant (Dudek) advocating for more external stakeholder participation in San Jose's Draft Community Forest Management Plan. Our comments focused on equity, stakeholder and community engagement, and governance structure. We also wrote a letter to San Jose's Charter Review Commission about its proposal to give emergency powers to the mayor. 

We continue to actively monitor redistricting discussions in San Jose and the ongoing work of. the Climate Change/Natural Resources and Housing Committees. We are also gearing up to relaunch an observer corps to better track what's going on in Councils, Commissions and Boards in the communities we serve. Climate Action/Natural Resources Committee meeting

The next meeting of the Climate Action/Natural Resources Committee will be held via Zoom on Thursday, Oct. 14, at 2 p.m. Everyone who has an interest in this area is invited to attend.

LWV of California and LWV of the U.S. have declared a climate emergency and are urging all local Leagues to include Climate Action as a high priority. Our League has been active in this area for many years, monitoring local issues and using League positions as the basis for comment on proposals that could affect the long-time future of our region. The League of Women Voters of California is co-sponsoring with Drive Clean California an educational and inspiration event to improve air quality and reduce carbon emissions. The program will include presentations from electric vehicle drivers and climate and clean air enthusiasts who will share their interest in clean air and a cool panel. Experts will discuss government incentives, solutions for residents who live in apartments, and additional financial incentives for disadvantaged communities.
