2025 FTNYS Policy Priorities

These policy priorities are a comprehensive list of our legislative asks to improve the lives of New York's families and youth. Some of the highlights include.

  • Add an additional $5.5 million in flexible State Aid to Localities funds under program code 1650 for Family and Youth Peer Support Services to provide unrestricted, community-based support for families and young people, regardless of their insurance status.
  • Add $195M to rates for outpatient clinics, CFTSS and HCBS youth mental health services for children under Medicaid and CHP to expand access to 26,000 additional children, youth and families.
  • Add a 7.8% increase to rates and contracts for mental health, substance use disorder, and other human service programs which includes a 2.9% CPI increase (July, 2024) and the difference between human services COLA’s of the past three years (12.2%) and the CPI increases (17.1%) over that same period.
  • Pass the Solutions Not Suspensions Act (S.134 / A.118) and add $5M to support professional development of educators in order to reduce reliance on suspensions, restorative practices to replace punitive disciplinary measures and foster inclusive learning environments that address the root cause of school and student conflicts.
  • Create the Child and Family Well-Being Fund of $30M to establish a funding stream dedicated to community resources outside of the CPS system, driven by communities most impacted by poverty and child welfare, and promotes social fabric.
  • Create a $50 million Youth Justice Innovation Fund (A767 / S643) so that trusted, community-based organizations can apply directly to the state to provide a continuum of services from prevention, early intervention, to alternatives to detention, placement and incarceration for youth aged 12 through 25. This could fund all communities, including New York City. To date, only $569 million of the total $1.55 billion allocated for Raise the Age implementation has been spent.

AUTISTIC INDIVIDUALS OFTEN EXPERIENCE

CO-OCCURRING MENTAL HEALTH CHALLENGES

Studies indicate that up to 85% of individuals on the autism spectrum have at least one co-occurring mental health diagnosis, such as anxiety, depression, or ADHD. Approximately 40% have two or more. However, these mental health needs are frequently overlooked or misdiagnosed and addressing both autism and mental health is essential for comprehensive support and well-being.

The Role of the Peer Workforce

Peer support specialists, drawing from their own lived experiences, offer invaluable assistance by:

  • Validating complex experiences and emotions
  • Assisting individuals in navigating both mental health and disability services
  • Reducing stigma associated with autism and mental health
  • Creating safe, affirming spaces for individuals & families
  • Modeling resilience and empowering self-advocacy

During Autism Awareness Month, let's:

  • Acknowledge and address the mental health needs within the autism community.
  • Invest in peer-informed, inclusive support systems.
  • Ensure services are accessible, respectful, and affirming.
  • Center lived experiences in developing solutions.

April is recognized nationally as Child Abuse Prevention Month. In New York State, we’re focused on promoting child and family well-being, not just through services, but through everyday actions that build stronger, healthier communities. Child abuse and neglect can have deep and lasting effects on a child’s mental health. Early trauma is linked to increased risks of anxiety, depression, post-traumatic stress disorder (PTSD), physical and behavioral health challenges. Recognizing these mental health needs early—and responding with care and compassion—is essential for the long-term well-being of children and families.

Why Peer Support Matters

Peer support specialists are people with lived experience, they play a critical role in helping families and children navigate the aftermath of trauma and system involvement.

Peer support offers:

  • Empathy and shared understanding
  • Help navigating complex services
  • Advocacy for trauma-informed, culturally responsive care
  • Peers help break cycles of isolation and stigma, offering connection when it's needed most.

We're excited to invite young people like you to apply for the Youth Mental Health Advisory Board (YMHAB)—a space where your voice can help shape policies, programs, and services for youth across New York State.

As a member of YMHAB, you'll have the chance to advise state agencies and even the Governor on issues that matter most to you and your peers.

Requirements:

  • Middle or high school student interested in mental health, including lived experience
  • Commitment to driving meaningful change across New York State
  • Attend at least four meetings per year, two of which will be in-person in Albany (compensation, travel, hotel, and meals covered)

Youth Advocacy 101

Overview & Success

Recently, Youth Power provided a workshop Youth Advocacy 101 at West Seneca East Sr Highschool in WNY. This workshop is designed to give youth the foundational knowledge and skills on advocating for themselves and community causes. This event was an outstanding success with positive feedback from both youth and school staff.

School staff expressed a variety of notable achievements. They shared that a youth who rarely speaks was actively engaging in group activities with other youth – a major achievement. School staff voiced interest in ongoing workshops for youth and staff stating, “There are several groups in school that I think could benefit from your programs. I will be sure to tell the advisors of the groups about all you offer. Fantastic Presentation! Thank you!”

Youth also enjoyed the experience. It was an opportunity for them to build advocacy skills, make connections, and learn about peer advocate work. One youth shared, “So fun!! I never thought advocacy could be something I could pursue as a career! I have been struggling figuring out potential future careers but I’m definitely going to do more research on advocacy and potential careers that involve that.”

Youth Advocacy 101 is a great workshop for youth in all settings, experiences, and age groups. If you’d like Youth Power to offer this opportunity to the youth in your community, reach out to YPinfo@FTNYS.org.
