Governor signs coupling and consumables legislation
Gov. Terry Branstad on Tuesday signed  House File 2433 , which addresses two of ABI's top priorities. The Iowa Legislature passed HF 2433 last week during Iowa Business Day on the Hill.

Feedback requested on local option sales tax proposal
The House Ways and Means Committee assigned a bill late last week that changes the method for local option sales tax elections and provides property tax relief.  House Study Bill 644  allows an election to take place without permission of the contiguous counties.  Keep reading...

The Senate and House acted Wednesday to send to the governor  Senate File 174  and  Senate File 175 , establishing state aid for education. Keep reading...

Senate introduces workforce bill
On Tuesday, the Iowa Senate introduced  Senate Study Bill 3176, legislation that would do three things:
  1. Reorganize the Iowa Workforce Development Board to add additional state agency members and establish requirements for local workforce boards.
  2. Allow federal Reed Act dollars to go toward administrative and technological upgrades at IWD.
  3. Use federal Reed Act funding to restore the Unemployment Compensation Trust Fund of losses resulting from the benefits overpayments in the spring 2014.
SSB3176 is intended to implement the Workforce Innovation and Opportunity Act (WIOA), a federal law passed in 2014 on a bipartisan basis. Keep reading...

Economic development proposals advance
Next week, we expect the House to debate  House File 2438 , the renewable chemical tax credit bill. The Senate passed the bill last week. ABI has joined members and several other organizations in support of the legislation.

Federal Spotlight: Persuader Rule is here
Changes forthcoming on reporting of companies' union free efforts
On Wednesday, the Department of Labor released the much anticipated Persuader Rule, which makes significant changes in requirements on how employers can seek advice regarding labor organizing activities.
 
It also addresses when a business will have to disclose information to the Department of Labor. These changes impact companies' union free campaigns and efforts to remain a union free business.  Keep reading...

Avoiding Deal Fatigue

Anyone that tells you an M&A process is quick, simple and/or pain free either knows something the rest of us don't, or is failing to be truthful. Even a successfully run M&A process typically takes six-plus months to complete from beginning to end, allowing for appropriate time committed to preparing marketing materials (for the sellers), contacting and negotiating with multiple prospective buyers or sellers, completing responsible due diligence, and finalizing purchase agreement documents. While the severity differs among transactions, nearly all M&A processes encounter some level of "deal fatigue," or the frustrated feeling that arises when negotiations with a buyer or seller drag on for an extended period of time. What causes deal fatigue, what are its effects on a deal, and how can it be avoided, minimized or dealt with when it does occur?  Keep reading...
