Tomorrow, Friday, July 8, The Thrillbillys will perform roots rock at 7:30 p.m. at Royal Lake Park. And at Lake Accotink Park, the Kings Park Band will perform big band music. Their show will also begin at 7:30 p.m. at the large pavilion near the marina and, if driving, you will want to park in the Heming Avenue entrance parking lot.

Our Arts in the Parks children's series continues to deliver incredible kid-friendly performances! This week our featured artist is Rocknoceros, whose music has been heard by millions through venues ranging from community concerts in the Washington Metropolitan Area to festivals like Lollapalooza and Austin City Limits. Bring your kids down to the front of the Audrey Moore RECenter at Wakefield Park at 10:00 a.m. this Saturday, July 9.

15% Car Tax Relief
If you own a vehicle, you'll soon be receiving your Personal Property Tax bill in the mail. Virginia law requires Fairfax County to assess your vehicle based on its market value, and the unprecedented increase in used car values due to supply chain challenges and the shortage of computer chips has created a dramatic increase in assessed values of vehicles.
To alleviate the impact of those increases on taxpayers, the Board of Supervisors approved 15% in tax relief during this year's budget process. The 15% relief is applied automatically, so it won't appear on the bill you receive. You can learn more about the 15% tax relief here. Fairfax County Expands Free COVID-19 Testing Sites
|
|
The Fairfax County Health Department, in partnership with Curative, will once again support free COVID-19 testing at six sites. The mobile lab launched Tuesday, July 5, in Centreville and Bailey’s Crossroads and will rotate between two sites per day throughout each week. The sites are available on the following days at these locations:
Tuesdays and Fridays
- Centreville Library: 14200 St. Germain Drive, Centreville
- Bailey’s Community Center: 5920 Summers Lane, Falls Church
Wednesdays and Saturdays
- Richard Byrd Library: 7250 Commerce St., Springfield
- Groveton Baptist Church: 6511 Richmond Highway, Alexandria
Thursdays and Sundays
- New Grand Mart: 6255 Little River Turnpike, Alexandria
- James Lee Community Center: 2855 Annandale Road, Falls Church
If you have already received test kits in the past and they are out of date, please read the recent update from the Food and Drug Administration (FDA). The FDA has advised that some COVID-19 tests may be eligible for use beyond their initial expiration, though guidance varies from brand to brand. Braddock residents are encouraged to take advantage of these resources as we continue to monitor COVID-19 cases across the District and Fairfax County.

New Laws Effective July 1
|
|
Several new state laws are in effect in Virginia and in Fairfax County as of July 1. You can find a summary of some of these new laws on the County News Center.
- School Threat Assessment Teams (HB 873)
- Virtual Net Metering (HB 396): this bill was an initiative of the Board of Supervisors through its Legislative Committee, chaired by Supervisor Walkinshaw. Net metering programs allow eligible customers to offset their power consumption by receiving credit for renewable power returned to the energy grid. HB 396 expands the state’s pilot program for localities.
- Electric Vehicle Charging Stations (HB 443): also a Board of Supervisors legislative initiative, this bill allows park authorities like Fairfax’s to operate EV charging stations on their properties.
- Energy Efficiency (HB 1225 & SB 13)
- Commercial Property Assessed Clean Energy (C-PACE) Financing Programs (HB 1325)
- Parking at Electric Vehicle Charging Stations (HB 450)
- New Lights for Traffic Incident Management Vehicles (HB 793 & SB 450)
- Property Tax Exemptions for Military Spouses (HB 957)
- Community Engagement (HB 437)
- Alcoholic Beverage Delivery (HB 426)
- Emergency Custody and Temporary Detention (SB 268): allows law enforcement to immediately transfer custody of individuals under an emergency custody order or temporary detention order to an alternative transportation provider (as ordered by a magistrate) to receive behavioral health support at a temporary detention facility.

Marijuana Possession (Governor’s Budget Amendment): Lowers the amounts of marijuana that individuals 21 and older can possess in public for personal use before facing criminal penalties. Under the new law, personal possession of more than 4 ounces and less than 1 pound of marijuana will be a Class 3 misdemeanor, punishable by a $500 fine. Second or subsequent offenses will be Class 2 misdemeanors punishable by up to 6 months in jail and/or a $1,000 fine. (Possession of up to one ounce remains legal for adults.)

The right-turn lane from Monument Drive North to I-66 East will be closed for bridge work. Traffic will be directed farther north to Fair Lakes Parkway, make a U-turn at the traffic signal to head south on Monument Drive. Drivers will then turn left at the traffic signal onto the I-66 East ramp.

New Helicopter Noise Complaint System for the National Capital Region
|
|
Congressman Don Beyer recently held a press conference with Jeffery Smith of Operations for the Eastern Region Helicopter Council (ERHC), and John Shea of the Helicopter Association International (HAI) to announce a pilot program to modernize the helicopter noise complaint system for the National Capital Region.
A 2021 report by the Government Accountability Office originally requested by Beyer with colleagues from Northern Virginia, Southern Maryland, and the District of Columbia recommended that the Federal Aviation Administration (FAA) “develop a mechanism to exchange helicopter noise information with operators in the D.C. area.” The pilot program was developed with this recommendation in mind, and will be evaluated by the FAA for permanent adoption after a 60-day trial.
Residents in the National Capital Region will be able to submit noise concerns via webform, iPhone and Android-compatible mobile app, or voicemail at the noise complaint hotline at (877) 209-3200. Residents are encouraged to provide as much information as possible when submitting a complaint. Using available flight track data, the system will accurately identify likely aircraft generating concerns and all associated data.

Summer Cooling Assistance for Needy Families
|
|
Are you in need of a little help to keep cool this summer? Then apply online, in person, via mail, or over the phone at 1(833) 522-5582 for the Cooling Assistance Program for low-income households. At least one household member must be 60 years old or older, 5 or younger, or disabled according to Social Security or Medicaid, or have a recorded Veterans Administration disability rating of 100% to be eligible.
Cooling assistance can help with:
- Payment of electric bills to operate cooling equipment.
- Payment of security deposits for electricity to operate cooling equipment for accounts in danger of being disconnected.
- Repair of a central air conditioning system or heat pump.
- Purchase of a whole-house fan, including ceiling or attic fans when there is no other working cooling equipment in the home.
- Purchase and installation or self-pick-up of one air conditioning unit (window or portable) for households when there is no other working cooling equipment in the home.

Solid Waste Collection Change
|
|
On February 8, the Board of Supervisors voted on seven resolutions to enlarge and create small and local sanitary districts for refuse and vacuum leaf service through the County's public refuse collection service. There are also 4,518 existing customers whose collection day will be changing.
The start of service for new customers and the change in collection scheduling for existing customers began yesterday. If you live in the Canterbury Woods neighborhood, this change affects you. If you are newly included in Fairfax County Solid Waste Collection Areas but are not sure of your status, please refer to the Fairfax County Interactive Collection Map.

The West Springfield District Station will be hosting Neighborhood Watch training on Thursday, July 14 at 6:30 p.m. The meeting will be held via Zoom. Board of Supervisors Hearing Scheduled on Changes to Site-Specific Plan Amendment Process

A public hearing on recommendations to the Site-Specific Plan Amendment (SSPA) process is scheduled for Tuesday, July 19, at 4:00 p.m. in the Government Center Auditorium. The SSPA process allows anyone to propose site-specific land use changes to the Comprehensive Plan, the county’s guiding document for land use and development decisions. An evaluation of the SSPA process took place from Fall 2021 to Spring 2022, and the recommended changes were published in a detailed report in May. Fairfax residents from preschool to adulthood can dive into the Fairfax County Public Library’s Oceans of Possibilities with the Summer Reading Adventure! The activities-based summer reading fun runs through August 12. Participants can participate online or with paper logs available for download from FCPL’s website and at all branches. Everyone who finishes the program will receive coupon sheets for summer treats and activities, including outings at Fairfax County Park Authority facilities. Branches are offering summer reading-related events both virtually and in person this year. The Library has events for preschoolers, school-age children, teens, and adults.

Remember to sign up for National Night Out if you have not already! This in-person event on August 2 with the Fairfax County Police Department provides an opportunity for officers and the communities they protect to come together.
Whether your community hosts a simple ice cream party or an all-out festival, National Night Out is an opportunity to gather with your neighbors, get better acquainted, and talk about issues of common concern.

- for fun, food and fellowship in your community
- to get to know your Police and Public Safety Team
- to heighten crime prevention awareness
- to send the message that your neighborhood is organized against crime

An expert panel of the National Institutes of Health (NIH) identified Paxlovid (ritonavir boosted nirmatrelvir) as the preferred therapy with strong evidence supporting its use. In a randomized clinical trial, Paxlovid was 88% effective in preventing hospitalization or death from COVID-19 among high-risk patients. In that trial, there were no deaths among people who received Paxlovid compared with 12 deaths among those who received placebo.
Getting vaccinated and boosted are still the best ways to prevent a COVID-19 infection, but if you are not vaccinated, these treatments can help abate the symptoms of COVID-19.
