September 5, 2024

Dear neighbors,

I hope you were able to take time from work and enjoy the beautiful weather over the Labor Day holiday weekend. Labor Day celebrates the social and economic achievements of American workers and recognizes the many contributions workers and unions have made to our country. Unions are essential to our economy, and the labor movement has advanced worker rights, conditions, and benefits. I am grateful to unions in the District that have delivered tremendous gains for our city’s workers. I also want to recognize the many efforts workers have made to create a more equitable DC.

I join all residents in thanking the labor movement in DC for elevating the quality of life in the District and beyond.

Sincerely,

Matt Frumin

Response to the Loss of MPD Investigator Wayne David

On August 28, Investigator Wayne David, a 25-year Metropolitan Police Department veteran, tragically lost his life in the line of duty due to an accidental discharge of a gun that went off during an attempt to retrieve it from a storm drain. My deepest sympathies go to his loved ones and colleagues during this difficult time. Investigator David dedicated his life to helping make his native DC a safer place. He was committed to getting guns off our streets, and this loss is yet another reminder that the scourge of guns and the pain they cause continue to plague the District. Every day, our police officers and first responders risk their lives to keep their neighbors safe from harm, and they deserve our thanks and support. I join the entire city in expressing my condolences to the family of Investigator David, as well as my gratitude to all at MPD for their bravery and sacrifice.

Extended Open Dates at Hearst Pool

The Department of Parks and Recreation (DPR) announced that Hearst Pool at 3701 37th St NW will remain open until Sunday, September 22. Pool hours are from 10:00 am to 6:00 pm Friday to Wednesday and closed on Thursday. I heard from community members about the desire for more open dates and pushed for this extension, thank you to DPR and Director Freeman for extending the dates. I am happy that residents will be able to keep enjoying the pool!

Vision Zero Roundtable in Ward 3

On August 24, The District of Columbia Offices of Vision Zero and Highway Safety hosted a roundtable at the Cleveland Park Library. Sadly, as widely reported recently in the news, the number of traffic deaths has increased since Vision Zero first launched. This is both troubling and a sign that changes must be made to the program. Listening sessions like the one held in Cleveland Park are meant to identify problems and build solutions as Vision Zero develops a new plan to reshape street safety efforts. I am committed to being a part of the solution to the alarming increase in traffic deaths and attended the meeting to hear from residents and weigh in on the discussion.

If you missed the roundtable on the update of the District’s Vision Zero Plan and DC Strategic Highway Safety Plan and would like to submit questions or comments, share your thoughts on how to improve travel safety in DC by taking Vision Zero’s survey here.

Upcoming Workday in the Ward on September 26

My team and I will be available to meet with constituents, answer questions, and provide connections to government and community resources.

Soapstone Valley Rehabilitation Continues Week of September 9

Starting the week of September 9, DC Water will install a new sewer bypass system and other maintenance near Soapstone Valley and will close Albemarle St NW from Connecticut Ave NW to 32nd St NW. Detour signs will be posted to safely redirect pedestrians, motorists, and cyclists around the construction zone.

As reported in my last newsletter, DC Water announced the re-opening of the majority of the Soapstone Valley trail as pictured above. The trailhead at 32nd and Albemarle St NW, and the western trailhead on Audubon Terrace NW will remain closed until additional work in the area is complete. This is the final phase of construction for the Soapstone Valley Project. For more information, residents can call the 24/7 Soapstone Project Hotline at (202) 301-8058, or email soapstone.info@dcwater.com.

DDOT Maintenance on MacArthur Blvd NW

The District Department of Transportation (DDOT) is scheduled to begin roadway maintenance that includes concrete and asphalt work on MacArthur Boulevard NW, from Foxhall Road NW to Ridgeview Way NW, starting Friday, September 6, 2024, weather permitting, until anticipated completion by Friday, October 4, 2024.

Temporary lane closures are expected with one travel lane remaining open at all times. Work will take place Monday through Friday during the day from 9:30 am to 3:30 pm and potentially on Saturday during the day. Adjacent curbside parking may be restricted during the repair work. If so, parking signs will be posted at least 72 hours in advance at locations where parking will be restricted. The emergency “NO PARKING” signs will provide details of the hours of construction operations, dates, duration of the work, and information on the engineer in charge.

Traffic control will be in place to warn pedestrians, cyclists, and drivers approaching the work zone(s), and be prepared for possible detours. Metro bus will continue their routes in the area.

Opening Weekend of Lidl Grocery Store on Wisconsin Ave NW

Yesterday, I celebrated the grand opening of Lidl at Upton Place in Ward 3. The grocery store adds affordable and healthy foods options for residents and more than 30 new jobs, which provide a living wage and benefits, including healthcare for all full-and-part-time positions.

The 29,000-square-foot store is a strong anchor in Upton Place’s mixed-use development, which includes more than 600 new residential units, a pool, a yoga studio and fitness center, and 100,000 square feet of retail along Wisconsin Avenue NW.

I want to thank Lidl for their commitment to growing their presence in the District, including opening the first new grocery store location in Ward 7 in over a decade, along with a second location in Columbia Heights, as well as locating their U.S. headquarters nearby in Northern Virginia.
