Biden-Harris Administration Awards More Than $1.5 Billion in State and Tribal Opioid Response Grants

On September 26, the Biden-Harris Administration, through the U.S. Department of Health and Human Services’ (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA), announced more than $1.5 billion in awards for fiscal year 2024 State Opioid Response (SOR), Tribal Opioid Response (TOR) and SOR/TOR Technical Assistance grants. The grants support evidence-based, holistic practices to address the overdose crisis through prevention, harm reduction, treatment, and recovery support. Tribal grant amounts increased more than 14.5% over FY 2023 levels, including a needs-based supplement to support Tribes in counties with a high level of overdose among Tribal members. ACL Finalizes Tribal Consultation Policy

In a recent Dear Tribal Leader Letter, the Administration for Community Living (ACL), shared the final ACL Tribal Consultation Policy. According to the agency, ACL's Tribal Consultation Policy supports several key goals associated with the agency's programs and policies, including ensuring they address the health and human service disparities of Indians, maximize access to critical health and human services, and advance or enhance the social, physical and mental health, and economic status of Indians. HHS Request for Information on the 2026-2030 National Strategic Plans for Sexually Transmitted Infections, Vaccines, and Viral Hepatitis and the National HIV/AIDS Strategy

Tribal governments and Urban Indian Organizations are invited to provide feedback to the US Department of Health and Human Services (HHS) Request for Information on the 2026-2030 National Strategic Plans for Sexually Transmitted Infections, Vaccines, and Viral Hepatitis and the National HIV/AIDS Strategy. Comments are due to the designated website by December 6, 2024 by 5:00 PM ET. The comments will inform the development of the national roadmaps to address sexually transmitted infections, HIV, and viral hepatitis. 

Congressional Corner

Congress is out for October recess and will return November 12th to begin to wrap up the 118th Congress in a lame duck legislation. The Congressional Diabetes Caucus leadership have announced new Dear Colleague Letters to demonstrate continued bipartisan support for the Special Diabetes Program and Special Diabetes Program for Indians. Reps. Diana DeGette and Gus Bilirakis on the House side and Sens. Susan Collins and Jeanne Shaheen plan to release their respective letters this week. NIHB will be coordinating to obtain signatures and encourage Tribal advocates to do the same.


While legislators are home in district engaging for constituents before the election, use the opportunity to raise important legislative priorities for Indian Country! NIHB has compiled advocacy resources to help:


  • Mandatory Funding for CSC and 105(l) Leases: NIHB will continue advancing our advocacy efforts regarding moving Tribal Contract Support Costs (CSC) and 105(l) Lease Payments to mandatory appropriations this month. This includes getting Members of Congress to sign onto letters to leadership supporting this change. Visit our advocacy resource page for more information and to see how you can get involved! 
  • SDPI Renewal: The Special Diabetes Program for Indians (SDPI) expires on December 31, 2024. Click here for additional resources supporting renewal of this critical program.
