The Senate will convene today, while the House will return to session tomorrow for the rest of the week. This week, the NIHB will lead a series of Hill Visits in conjunction with the National Congress of American Indians’ Executive Council Winter Session, bringing Tribal Leaders to Capitol Hill to advocate on a number of Tribal health priorities.
With the House in Session this week, committee schedules will focus on that chamber. House Energy & Commerce’s Health Subcommittee has a legislative hearing scheduled for Wednesday, Feb 14 at 10:00 AM ET; the House Agriculture Committee will hear testimony from USDA Secretary Thomas J. Vilsack on the USDA programs. The House Committee on Veterans’ Affairs will hold an oversight hearing focusing on the safety and effectiveness of Oracle Pharmacy Software. (Oracle is also the vendor who has been contracted to build the new Electronic Health Record system for IHS.)
Finally, the expiration of the laddered Continuing Resolution (CR) currently funding several U.S. government programs and services is less than a month away: the first will occur on March 1, and the second will occur on March 8 and include funding for the Department of Health and Human Services (HHS) and the Special Diabetes Program for Indians (SDPI). While negotiations on Fiscal Year 2024 discretionary appropriations continue, NIHB is actively meeting on the Hill to advocate for Indian health.

The CONVERGE facility, headquartered at the Natural Hazards Center at the University of Colorado Boulder, recently released of the Indigenous Sovereignty in Disasters Training Module. This module focuses on how settler colonialism impacts vulnerability to hazards among Indigenous Peoples and how Indigenous sovereignty—or the right of Indigenous Peoples to govern themselves—can help build disaster resilience. Description: The purpose of this Negotiation Cooperative Agreement is to provide Tribes with resources to help defray the costs associated with preparing for and engaging in TSGP negotiations. TSGP negotiations are a dynamic, evolving, and Tribally-driven process that requires careful planning, preparation, and sharing of precise, up-to-date information by both Tribal and Federal parties. Because each Tribal situation is unique, a Tribe's successful transition into the TSGP, or expansion of their current program, requires focused discussions between the Federal and Tribal negotiation teams about the Tribe's specific health care concerns and plans.

Description: The purpose of this Planning Cooperative Agreement is to provide resources to Tribes interested in entering the TSGP and to existing Self-Governance Tribes interested in assuming new or expanded PSFAs. Title V of the ISDEAA requires a Tribe or Tribal organization (T/TO) to complete a planning phase to the satisfaction of the Tribe. The planning phase must include legal and budgetary research and internal Tribal government planning and organizational preparation relating to the administration of health care programs.

Description: The purpose of this program is to prevent and reduce suicidal behavior and substance use/misuse, reduce the impact of trauma, and promote mental health among American Indian/Alaska Native (AI/AN) youth, up to and including age 24, by building a healthy network of systems, services, and partnerships that impact youth. SAMHSA expects this program will be a model for community change that integrates a community’s culture, resources, and readiness to address suicide prevention and substance use/misuse among AI/AN youth.

Description: The TMG Program is a competitive grant program that is capacity building and developmental in nature and has been available for federally recognized Indian Tribes and Tribal Organizations (T/TO) since shortly after enactment of the ISDEAA in 1975. The TMG Program was established to assist T/TOs to prepare for assuming all or part of existing IHS programs, functions, services, and activities (PFSAs) and further develop and improve Tribal health management capabilities. The TMG Program provides competitive grants to T/TOs to establish goals and performance measures for current health programs, assess current management capacity to determine if new components are appropriate, analyze programs to determine if a T/TO's management is practicable, and develop infrastructure systems to manage or organize PFSAs.

Description: The program activities are to: 1. Conduct training of trainers (ToT) for people with HIV on leadership in Ryan White HIV/AIDS Program (RWHAP) activities. 2. Description: Administered by the Office of Early Childhood Development (ECD) within the Administration for Children and Families (ACF), this grant will support 5-year cooperative agreements between ACF and federally recognized Indian Tribes (or a consortium of Indian Tribes), Tribal organizations, or urban Indian organizations interested in developing, implementing, sustaining, or expanding an evidence-based home visiting program serving expectant families and families with young children aged birth to kindergarten entry. Awards will support the implementation of high-quality, culturally grounded, evidence-based home visiting services to American Indian and Alaska Native (AIAN) families and children; implementation of performance measurement and continuous quality improvement systems; development of early childhood systems; and participation in research and evaluation activities to build evidence around home visiting, particularly in Tribal communities. Award Amount: The goal of this program is to reduce poisonings and the harms resulting from poisonings by ensuring that individuals across the United States can connect to a Poison Control Center and obtain expert consultation on preventing and managing poisonings. The objectives of this program are to: 1. Support poisoning prevention activities; 2. Provide high-quality guidance and information to callers to the Poison Help Line; 3. Provide treatment recommendations when poisonings occur; 4. Collect data related to poisonings and poisoning outcomes; and 5. Use data to inform public health and emergency preparedness responses. These will be accomplished by: 1. Maintaining the number of calls received by the Poison Help Line. 2. Maintaining the percentage of human exposure poisoning case calls from health care facilities and practitioners. 3. Increasing the percentage of human exposure poisoning cases with a completed follow-up contact. 4. Increasing national data on poisonings available in the National Poison Data System (NPDS) for toxic exposure surveillance purposes.
