Congressional Items

It’s Day 20 without a House speaker. Government funding runs out on November 17th, which includes the Special Diabetes Program for Indians (SDPI). And President Biden is asking for $105 billion for Ukraine, Israel, Taiwan, and border security. Without a speaker, votes cannot be scheduled for consideration on the House floor, so until then, the House chamber is on hold. A speaker candidate forum will be held today at 6:30 pm, with a Speaker vote scheduled for tomorrow. The Senate is back for another week full of committee hearings and markups– including the HELP committee holding a vote for NIH Director nominee, Dr. Monica Bertagnolli on Tuesday.

Bills NIHB is Tracking this Month


Special Diabetes Program for Indians (SDPI) 

There are multiple bills that contain a reauthorization for SDPI, including S.1855 - Special Diabetes Program Reauthorization Act of 2023 and H.R. 3561 - Promoting Access to Treatments and Increasing Extremely Needed Transparency (PATIENT) Act. H.R. 5378, “Lower Costs, More Transparency Act,” which included reauthorization of SDPI, was scheduled for consideration but was pulled at the last minute. It is likely that the “transparency” bill for both the House and Senate will be revisited once FY 2024 funding is secured.  At this time, the exact vehicle for reauthorizing SDPI is uncertain. NIHB continues to advocate to Congress for SDPI’s reauthorization and is closely monitoring bills that contain language reauthorizing the program.

HHS Office of Civil Rights (OCR) Shares Educational Resources on Privacy and Security of Protected Health Information 

The OCR shared two resources on October 18, 2023, to inform telehealth service users on privacy and security risks. The first resource, The Guidance on Educating Patients about Privacy and Security Risks to Protected Health Information when Using Remote Communication Technologies for Telehealth, shares information for healthcare providers covering telehealth options, risks of remote communication technologies, and applicability of civil rights laws. The second resource, The Guidance on Telehealth Privacy and Security Tips for Patients, shares information for patients advising the use of multi-factor authentication and encryption, among other recommendations. 


Agreement Between HHS and Pfizer Increases Paxlovid Access as Paxlovid Enters the Commercial Market

An October 13, 2023 press release from the US Department of Health and Human Services shares information on an agreement between HHS and Pfizer designed to increase patient access to Paxlovid as the drug is set to enter the commercial market in November 2023. Components of the agreement include protecting individuals in public programs such as Medicare, creating a Paxlovid stockpile, ensuring Paxlovid inventory will not expire, and facilitating a smooth transition to the commercial market.

CDC Grants to Support New Investigators in Conducting Research Related to Understanding Drug Use and Overdose Risk and Protective Factors | Click Here to Learn More 

Award Amount: Up to $150,000

Description: CDC is providing funding to enhance the availability of trained scientists to address health research questions related to the prevention of drug use and overdose. The grants will provide intensive mentorship development experiences to increase the number of research professionals in this area. The grant includes, but is not limited to, a special focus on research among disproportionately affected populations, including Tribal communities and rural areas.

Description: NIH is supporting a new research opportunity to support locally prioritized research related to overdose, substance use, pain, and related factors like mental health. Description: Under the SAP, American Indian and Alaska Native Tribes or Tribal Organizations that are operating an Indian health care facility pursuant to a health care services contract or compact entered into under the Indian Self-Determination and Education Assistance Act, P.L. 93-638, as amended (25 U.S.C. § 5301 et seq.), may competitively apply for funding for the construction, expansion, or modernization of small ambulatory health care facilities. The FY 2022 budget includes $25 million and the FY 2023 budget includes $25 million for a total budget of $50 million available for SAP. Fiscal year 2022 and 2023 SAP projects will be awarded up to $3.5 million and all 12 IHS Areas that submit an application will have an opportunity to receive an award.

Description: The IHS Division of Diabetes Treatment and Prevention (DDTP) is announcing a new 2024 funding opportunity (NOFO) for all federally recognized Tribes, Tribal Organizations, Urban Indian Organizations, and/or Federal health care facilities that currently do not have a 2023 Special Diabetes Program for Indians grant.  The 2024 Special Diabetes Program for Indians 2.0 (SDPI-2) is a 4-year grant program to address diabetes treatment and prevention efforts in American Indian and Alaska Native communities. All eligible applicants are welcome to apply.  

HRSA National Health Service Corps (NHSC) Students to Service (S2S) Loan Repayment Program | Click Here to Learn More

Award Amount: up to $120,000 in tax-free loan repayment 

Application Deadline: December 7, 2023

Description: Students in the final year of a primary care health professions school may qualify for up to $120,000 in tax-free loan repayment for their medical, nursing, or dental school student loans in exchange for a three-year service commitment in a high-need rural, Tribal, or urban community. New this year, a Maternity Care Target Area Supplemental Award of an additional $40,000 is available to physicians specializing in obstetrics, gynecology, or family medicine physicians who practice obstetrics on a regular basis, as well as certified nurse midwives.
