Congressional Items

The House and Senate are back in session this week. Currently, the Continuing Resolution signed into law on November 16, 2023 funds the Special Diabetes Program for Indians and Indian Health Service through January 19, 2024 and February 2, 2024, respectively. However, if the regular appropriations bills are not signed into law by January 1, 2024, the Fiscal Responsibility Act will cap discretionary funding at one percent less than the Fiscal Year 2023 levels, which will take effect on April 30, 2024.  At the moment, Congress’s focus through the end of the year remains on passing the annual defense authorization bill and President Biden’s supplemental request, which includes $250 million for IHS in supplemental emergency spending to fight the fentanyl/opioids epidemic. In the coming weeks, NIHB will be on Capitol Hill discussing the need to preserve and increase IHS funding as Congress makes decisions for FY 2024.

Call for Workshop Proposals: NIHB National Tribal Health Conference 

The National Indian Health Board (NIHB) invites Tribal leaders, health and public health professionals, policy specialists, advocates, and allies to submit workshop proposals for the 2024 National Tribal Health Conference (NTHC) on May 19—23, 2024 at The Monument Convention Center in Rapid City, South Dakota. The National Tribal Health Conference welcomes proposals that (1) advance Tribal public health and health equity for American Indians and Alaska Natives; (2) use a Tribal lens and come from a perspective of Indigenous identity; and (3) are action-oriented. Additionally, our workshop proposal selection process prioritizes proposals that feature diverse identities and perspectives.  This year’s Conference theme is Tribal Health Equity on Our Terms and will focus on the five following Content Areas: Health Promotion and Disease Prevention; Behavioral Health; Public Health Policy, Infrastructure, and Systems; Advocacy; Strengthening Health Care Delivery in Indian Country. Special Diabetes Program for Indians 2.0 (SDPI-2) | Click Here to Learn More

Award Amount: between $25,000 and $600,000

Application Deadline: November 29, 2023

Description: The IHS Division of Diabetes Treatment and Prevention (DDTP) is announcing a new 2024 funding opportunity (NOFO) for all federally recognized Tribes, Tribal Organizations, Urban Indian Organizations, and/or Federal health care facilities that currently do not have a 2023 Special Diabetes Program for Indians grant.  The 2024 Special Diabetes Program for Indians 2.0 (SDPI-2) is a 4-year grant program to address diabetes treatment and prevention efforts in American Indian and Alaska Native communities. All eligible applicants are welcome to apply.  

CDC Grants to Support New Investigators in Conducting Research Related to Understanding Drug Use and Overdose Risk and Protective Factors | Click Here to Learn More 

Award Amount: Up to $150,000

Application Deadline: December 1, 2023

Description: CDC is providing funding to enhance the availability of trained scientists to address health research questions related to the prevention of drug use and overdose. The grants will provide intensive mentorship development experiences to increase the number of research professionals in this area. The grant includes, but is not limited to, a special focus on research among disproportionately affected populations, including Tribal communities and rural areas.

HRSA National Health Service Corps (NHSC) Students to Service (S2S) Loan Repayment Program | Click Here to Learn More

Award Amount: up to $120,000 in tax-free loan repayment 

Application Deadline: December 7, 2023

Description: Students in the final year of a primary care health professions school may qualify for up to $120,000 in tax-free loan repayment for their medical, nursing, or dental school student loans in exchange for a three-year service commitment in a high-need rural, Tribal, or urban community. New this year, a Maternity Care Target Area Supplemental Award of an additional $40,000 is available to physicians specializing in obstetrics, gynecology, or family medicine physicians who practice obstetrics on a regular basis, as well as certified nurse midwives.

Award Amount: up to $1,100,000

Application Deadline: December 15, 2023

Description: The program, administered by HRSA's Maternal and Child Health Bureau, seeks to improve health outcomes before, during, and after pregnancy and reduce the well-documented racial/ethnic differences in rates of infant death and adverse perinatal outcomes. It is intended to support projects in areas experiencing the greatest disparities in maternal and infant health outcomes. Funding is set aside for rural communities.

Office of the Assistant Secretary for Health (OASH) Environmental Justice Community Innovator Challenge | Click Here to Learn More

Description: HHS, through the OASH, is supporting Tribes and disadvantaged communities who face environmental injustices, including harms due to climate change, through the new Environmental Justice Community Innovator Challenge. Community-driven projects will receive funding in two phases to address these inequities. The first phase will provide up to $25,000 for concept design (apply through January 30, 2024). The second phase will provide a minimum of $70,000 for small-scale testing and implementation of projects (opening in spring 2024).
