Congressional Items


After electing a new Speaker, the House has an extended weekend and will be back on Capitol Hill this Wednesday to consider FY 2024 funding and aid to Israel. It is unlikely the health extender package, including reauthorization of SDPI, will make it to the floor this week, but NIHB is closely monitoring the legislation and advocating for immediate consideration. The Senate is back in session today with President Biden’s supplemental funding package first up on the schedule. The possibility of a government shutdown is looming since the continuing resolution passed on September 30th will expire on November 17th.

Special Diabetes Program for Indians (SDPI) 

There are multiple bills that contain a reauthorization for SDPI at $170 million per year for two years, including S.1855 - Special Diabetes Program Reauthorization Act of 2023, H.R. 3561 - Promoting Access to Treatments and Increasing Extremely Needed Transparency (PATIENT) Act, and H.R. 5378 - “Lower Costs, More Transparency Act." 


 The Restoring Accountability in the Indian Health Service Act of 2023 (S.3130)

Senators Barrasso (R-WY) and Thune (R-SD) reintroduced legislation to address the persistent inadequacies of healthcare services and increase accountability at the Indian Health Service (IHS). You can read their press release about this legislation here.

CMS: October 29 – November 4 is American Indian/ Alaska Native/ Tribal Week of Action 

The Centers for Medicare and Medicaid Services (CMS) has shared resources advertising the Health Insurance Marketplace opening on November 1. CMS has created resources including The American Indians/Alaska Natives/Tribal Week of Action Toolkit, American Indians/Alaska Natives/Tribal Week of Action Graphics, and the AI/AN Tribal Conference Card. These resources are intended to be shared with Tribal communities with the Health Insurance Marketplace.

Award Amount:  Up to $45,000 in sponsorship funds

Application Deadline: Applications accepted on a rolling basis 

Description: With support from the Centers for Disease Control and Prevention (CDC), NIHB is offering up to $45,000 in sponsorship funds for Tribal health organizations to host up to three vaccination events in your community. These events must feature COVID-19 vaccinations; however other vaccines may also be offered and promoted.

Funding can cover non-clinical costs associated with the event. Some examples of what we can fund include (but are not limited to): meeting space rentals, advertising for the event, event set up, incentives for attendees and event swag (limited value per person), and event administration staff salaries. Description: NIH is supporting a new research opportunity to support locally prioritized research related to overdose, substance use, pain, and related factors like mental health. Tribes and Tribal serving organizations are eligible to apply for two grants: (1) to plan, develop, pilot, and/or implement research and data improvement projects; and (2) to form a Native Research Resource Network to provide training and resources to Tribes and Tribal organizations.

Award Amount: $3,500,000 for up to 12 IHS Areas

Description: Under the SAP, American Indian and Alaska Native Tribes or Tribal Organizations that are operating an Indian health care facility pursuant to a health care services contract or compact entered into under the Indian Self-Determination and Education Assistance Act, P.L. 93-638, as amended (25 U.S.C. § 5301 et seq.), may competitively apply for funding for the construction, expansion, or modernization of small ambulatory health care facilities. The FY 2022 budget includes $25 million and the FY 2023 budget includes $25 million for a total budget of $50 million available for SAP. Fiscal year 2022 and 2023 SAP projects will be awarded up to $3.5 million and all 12 IHS Areas that submit an application will have an opportunity to receive an award.

Description: The IHS Division of Diabetes Treatment and Prevention (DDTP) is announcing a new 2024 funding opportunity (NOFO) for all federally recognized Tribes, Tribal Organizations, Urban Indian Organizations, and/or Federal health care facilities that currently do not have a 2023 Special Diabetes Program for Indians grant.  The 2024 Special Diabetes Program for Indians 2.0 (SDPI-2) is a 4-year grant program to address diabetes treatment and prevention efforts in American Indian and Alaska Native communities. All eligible applicants are welcome to apply.  

CDC Grants to Support New Investigators in Conducting Research Related to Understanding Drug Use and Overdose Risk and Protective Factors | Click Here to Learn More 

Award Amount: Up to $150,000

Application Deadline: December 1, 2023

Description: CDC is providing funding to enhance the availability of trained scientists to address health research questions related to the prevention of drug use and overdose. The grants will provide intensive mentorship development experiences to increase the number of research professionals in this area. The grant includes, but is not limited to, a special focus on research among disproportionately affected populations, including Tribal communities and rural areas.

HRSA National Health Service Corps (NHSC) Students to Service (S2S) Loan Repayment Program | Click Here to Learn More

Award Amount: up to $120,000 in tax-free loan repayment 

Application Deadline: December 7, 2023

Description: Students in the final year of a primary care health professions school may qualify for up to $120,000 in tax-free loan repayment for their medical, nursing, or dental school student loans in exchange for a three-year service commitment in a high-need rural, Tribal, or urban community. New this year, a Maternity Care Target Area Supplemental Award of an additional $40,000 is available to physicians specializing in obstetrics, gynecology, or family medicine physicians who practice obstetrics on a regular basis, as well as certified nurse midwives.
