Bush pledged to use “the White House effect” to confront the crisis.
Using entirely archival footage, the film traces how that promise unraveled. As the country awakened to the reality of climate science, political pressure and industry influence quietly reshaped policy behind the scenes. What unfolds is a gripping account of a decisive turning point that altered the trajectory of global climate action.
As the 1992 Rio Earth Summit approached, the United States faced a defining choice. The decision to weaken global emissions limits helped set the stage for the increasingly hot, unstable, and polarized world we are now navigating.
