Domestic energy production holds the key to unlocking an era of innovation, independence, and American dominance. The American Energy Tax Credits, including the 25D Residential, 48E/45Y Tech Neutral, and 45X manufacturing credits, are essential to America’s winning energy strategy. The House reconciliation bill, as passed, would decimate the U.S. solar industry.
We encourage the Senate to amend the House bill by:
· Developing a workable FEOC compliance framework
· Restoring the “Commence Construction” standard with the Ways & Means phasedown schedule
· Reinstate transferability on the same phase-down schedule as the underlying credits
Provide a reasonable off-ramp for the 25D credit, and restore third-party financed home solar and storage solutions.
Solar and storage is a vast and growing industry, with approximately 300,000 Americans employed across the industry— including installers, manufacturers, suppliers, finance partners, distributors, and others who support them. We represent companies and workers in all 50 states and U.S. territories, rooted in small businesses and local communities. Together, we form a critical part of the American energy economy, and the jobs we’ve created are at risk without continued support.
Electricity demand and costs are growing at the fastest rate in decades, and the US requires an aggressive strategy to maintain leadership in AI, data centers, and other burgeoning technologies. Without rapid pursuit of energy deployment, we face the risk of runaway energy costs for businesses and consumers.
Millions across the country are already working to meet their own growing energy needs, using the 25D credit or third-party financing solutions that help deploy residential rooftop solar and storage. Residential rooftop systems help families lower and control their electricity bills, reduce grid infrastructure costs for all customers, and support a strong and growing US manufacturing base and jobs sector. Additionally, solar panels built under 25D take pressure off the grid by freeing up energy for other purposes. Indeed, it is estimated that the US could install 731 GW of solar systems on residential rooftops.
As Congress advances its tax agenda to strengthen the American economy, we ask that you consider the practical economic benefits afforded by American energy tax credits, and ensure that our growing American energy dominance and domestic manufacturing renaissance are not upended.
