City Council Passes FY26 Budget

The City Council adopted the City of Saco’s Fiscal Year 2026 Municipal and School General Fund budget of $80,390,786 during the City Council meeting on Monday, May 12, 2025. This budget represents an increase of $6,760,967 or 9.2% over the current Fiscal Year 2025 budget.

General Fund appropriations include $39,918,235 for City operations, $32,947,571 for School department operations, and $7,524,980 for both TIF transfers and York County tax obligations. These appropriations represent a nearly $4.5 million, or 12.6%, increase for City operations (inclusive of debt service and capital outlay) and a nearly $1.5 million, or 4.7%, increase for School operations.

The annual budget process began in March with presentations to the City Council from School Superintendent Jeremy Ray on March 17 and City Administrator John Bohenko on March 24. Throughout April, each department head and supported entities, including Saco Main Street, Dyer Library, Biddeford Saco Old Orchard Beach Transit, and Age Friendly Saco, gave detailed presentations on their respective proposed FY26 budgets. After a public hearing and workshop on May 5, the City Council amended and unanimously passed the FY26 budget on May 12, which furthers Saco’s goal of providing high-quality services for community members while minimizing tax increases.

Based on the adopted budget, the mil rate (property tax rate per thousand dollars of assessed value) is estimated to be $14.20, which is an increase of 15 cents, or 1.1%, from the current tax rate of $14.05. For the median single family residential home with an assessed value of $420,000, this represents an annual increase of $63, or $5.25 a month. This increase of 15 cents remains below the rate of inflation and is 55 cents lower than the $14.75 property tax rate set in Fiscal Year 2024. The final tax rate will be set in late summer.

The net increase to City operations includes costs associated with salaries and benefits to employees providing vital community services and accounts for 72% of the operating budget. These increases include necessary adjustments to bring union wages in alignment with market value, cost-of-living adjustments for non-union positions, four new staffing positions with a focus on succession planning, and anticipated increases in benefit costs such as health insurance premiums for calendar year 2026 and the new Paid Family Medical Leave tax mandated by the state. Other increases include $750,000 for a seacoast resilience project, $230,000 for a local match of the Ferry Road culvert replacement, and $175,000 for a transfer to a special revenue fund for Dyer Library capital improvements to include fire safety upgrades, a parking lot upgrade, and youth services space reconfiguration.

While there are many factors that contribute to increasing cost pressure, the City has continued to explore improved efficiencies. Mid-year in FY25, and continuing into FY26, the creation of the Facilities Department in partnership with Saco Schools will provide an efficient, consistent, and cost-effective measure to maintain City assets.

“Department heads have worked diligently to minimize cost increases in their budgets by carefully analyzing actual costs from the previous year, identifying areas for savings, and making strategic adjustments,” said City Administrator John Bohenko. “Additionally, in partnership with the Finance Department, we identified some projects that have been deferred to future years to distribute costs more effectively, lessen the immediate financial impact, and explore alternative funding options. Department heads have demonstrated a strong commitment to fiscal responsibility while continuing to meet the community’s needs.”

The annual school budget referendum election will take place on June 10, 2025. Voters will have an opportunity to approve the school budget on Election Day at Thornton Academy’s Linnell Gymnasium from 7:00 AM to 8:00 PM. Information about absentee and Election Day voting can be found at sacomaine.org/elections.

Memorial Day Ceremony to be Held at Waterhouse Field

At our annual Biddeford-Saco Memorial Day parade and ceremonies, community members gather to mourn and honor soldiers who have given their lives.

This year, due to ongoing construction and road detours, the gathering will take place with a few changes.

While there will be no parade on Main Street, a ceremony will be held at Waterhouse Field in Biddeford on Memorial Day, Monday, May 26, at 10:00 AM. This will include performances as well as a parade on the turf at the field.

Heart of Biddeford is still seeking participants for the ceremony! To register, visit forms.gle/gey9zQasdyNqDkfZA. Registration is open until May 16, but early sign-up is appreciated.

Please note, another traditional aspect of the parade will take place privately before the Waterhouse Field event. At 9:00 AM, Biddeford and Saco Police Departments will escort selected ceremony officials to the Main Street bridge for the annual wreath-dropping and taps performance.

For those who are on the road at 9:00 AM, we thank you for your patience during this brief stoppage of traffic on the Main Street bridge while we give our respect to service members who have died while serving in the U.S. Armed Forces.

We hope to see you all at Waterhouse Field!

National Police Week: Recognizing Saco Officers

National Police Week is here, and we’re taking a moment to express our appreciation for the commitment, dedication and pride shown by officers at the Saco Police Department.

This year, Saco PD earned accreditation from the Maine Law Enforcement Accreditation Program (MLEAP). MLEAP accreditation requires police agencies to adhere to high standards for law enforcement, and this achievement was made after a yearslong effort to improve policies, organization, facilities, and records management. We are proud of Saco PD for this prestigious accreditation and their commitment to high standards of policing.

The true service they provide to the community is immeasurable, but in 2024 alone, Saco officers responded to 23,489 calls for service, averaging 64 calls per day. Saco’s officers provide safety around the clock and dedicated service to our city and its residents.

Beyond day-to-day public safety, they actively foster positive connections with residents through initiatives like their annual National Night Out and Socks for Seniors programs.

Please join us in thanking members of the Saco Police Department for serving our community!

Economic Development Week: Learn About Our Team

Saco is a thriving community! On Economic Development Week, we’re reflecting on the ways that our passionate Economic Development staff support the City as it continues to flourish into the future.

Director Tracey Desjardins and Development Specialist Torie Gorman work with businesses of all kinds, from mom-and-pop shops to larger industrial production facilities. They guide business partners through City processes like permitting and licensing, connect interested entrepreneurs with potential property leases or purchases, and administer local small business grant and loan programs. In the past year, they’ve awarded small business and façade grants totaling $134,057, with recipients including local favorites like Finest Kind Restaurant, Sweets & Company and Salon 212 to name a few.

While doing all this hands-on work, they consistently promote Saco for all its offerings, from downtown to the beach and elsewhere. They also work with a community committee to fund, plan, and host the annual Camp Ellis HarborFest (sacomaine.org/campellisharborfest) and act as staff representatives for several boards and committees, including the Economic Development Commission and the Arts Commission.

As they look to bring new opportunities to Saco today, they also keep an eye on tomorrow. Economic Development staff contribute to various long-term planning initiatives, such as the ongoing Housing Action Plan and Portland Road Master Plan, both coordinated in partnership with the Planning Department.

Please join us as we say thank you to our Economic Development team for the consistent contributions they make to a bright future for our City.

If you’d like to grow or start your business in Saco, Tracey and Torie are ready to help. Reach our team today at sacomaine.org/economicdevelopment.

Mayor's Minute: Jodi MacPhail Meets with State & Federal Representatives

By Mayor Jodi MacPhail

Saco Community Members,

On behalf of Saco and our local communities, I met with our state and federal delegations in Augusta and in Washington, D.C. during the month of April.

Discussing a wide range of topics, these meetings in Augusta with Saco’s state representatives Marshall Archer (District 129), Lynn Copeland (District 130) and Drew Gattine (District 126) and in Washington with Maine’s U.S. senators Susan Collins and Angus King included information regarding coastal resiliency, including LD1: An Act to Increase Storm Preparedness for Maine's Communities, Homes and Infrastructure, the Inflation Reduction Act, which would provide Saco with $1 million in funding towards our new school as an energy tax credit, as well as state and federal funding levels and how recent changes will impact Saco residents. Accordingly, I have also been working with the Maine Mayor’s Coalition statewide, submitting testimony in favor of, or opposing the many legislative bills being presented that will benefit or hurt our communities.

Going forward we hope to finalize a housing plan that will benefit Saco residents, develop a comprehensive strategy for the Portland Road/Route 1 corridor, continue to upgrade and work on new transportation collaborations, and continue to monitor and strengthen our zoning ordinances to provide fair and equitable treatment for all Saco homeowners and businesses alike.

Sincerely,

Mayor Jodi MacPhail

Beach Accessibility Mats Roll Out for the Season

The Bayview Beach accessibility mat has been installed for the season!

Staff from the Saco Facilities and Parks & Recreation departments rolled out the mat and staked it in place during a gap in last week's rain.

The accessible walkway allows those who may have issues traveling on sand (from strollers to wheelchairs) to get closer to the ocean. Three benches are placed at the end of the mat, offering a perfect spot to take in the beautiful Saco Bay coastline.

Saco Parks & Recreation Department also offers their beach wheelchair and beach walker throughout the season, pending availability, to further improve access to Saco’s shoreline.

Starting June 14, when lifeguards are on duty, they will be available to assist with the free wheelchair and walker rentals. For other questions about the rentals, reach out to Saco Parks & Recreation Director Ryan Sommer at rsommer@sacomaine.org.

If you’re ready to plan your first beach day of 2025, visit our website at sacomaine.org/beaches to get started.

BPAC Engages with the Community Through Bike Month & Beyond

BOOKS PROVIDED TO THE DYER LIBRARY

This month, Saco’s Bicycle and Pedestrian Advisory Committee (BPAC) donated new books to the Dyer Library/Saco Museum that focus on bicycle and pedestrian safety, and the need for complete streets.

The BPAC is a group of Saco residents who advocate for infrastructure and policy changes that support and encourage active transportation within the City. The books provided to the Dyer Library aim to educate community members of all ages about the need for safe and complete streets.

Here are some of the new titles you can now find at the library:

  • “Spot's Parking Lot” by B.C. Brown
  • “The Car That Wanted to be a Bike” by Lior Steinberg
  • “Paved Paradise: How Parking Explains the World” by Henry Grabar
  • “The Death and Life of Great American Cities: 50th Anniversary Edition” by Jane Jacobs
  • “Killed by a Traffic Engineer: Shattering the Delusion That Science Underlies Our Transportation System” by Wes Marshall

RIDE OF SILENCE

For the BPAC is inviting community members to participate in the International Ride of Silence! This year’s ride will take place on Wednesday, May 21, at 6:30 PM.

The International Ride of Silence is hosted in more than 400 locations around the world with the purpose of honoring cyclists and pedestrians who have been injured or killed while walking or cycling on public roadways and to raise awareness of the importance of sharing the road.

Participants should meet in the parking lot of the Dyer Library at 6:30 PM to allow time for individuals to congregate. The ride will start promptly at 7:00 PM.

The local route is less than three miles, centered around downtown Saco, and suitable for all ages and skill levels. A helmet is required for all participants, and bicycle lights are encouraged.

SACO BIKE RODEO

Saco’s bike rodeo is rolling into town again this year, aimed at teaching bike safety to children through various interactive activities and courses. Join us on June 14 from 10:00 AM to 12:00 PM on the Thornton Academy campus at 438 Main Street.

Saco's Bicycle and Pedestrian Advisory Committee is hosting the event, where instructors will go over bicycle safety checks (ABCs – air, brakes, chains), helmets, and footwear. Then, they will cover rules of the road, hand signals, and signage.

Kids will also have an opportunity to get on the simulated roadway, practicing skills by navigating through two-way streets and one-way streets as well as intersections with two-way stops, four-way stops, and yield signs. This chance to expand bike safety skills will take place in a safe and fun environment, with a marked and barricaded course.

May is National Bike Month in Saco, as stated by Mayor Jodi MacPhail in a Mayoral Resolution on April 28, 2025. The City of Saco encourages families to take part in the bike rodeo to help instill confidence and knowledge in our younger residents.

Saco Fire Department Holds Another Fun-Filled Open House

Reminders About Open Burning in Saco

As we move into spring, community members have more campfires, and open burning becomes more common. Saco Fire Department would like to remind residents about recent updates to state statute regarding burn permitting.

Two major changes should be remembered:

  • All fires exceeding three feet in diameter at the base or three feet high require a burn permit. This includes campfires, outdoor grills, and outdoor fireplaces. Previously, recreational fires of this size did not require a permit if they were in an enclosed fire-pit.
  • No burn permits will be issued when red flag warnings are in effect, which indicate there are high, very high, or extreme wildfire danger conditions in your area.

It's easy to check if a red flag warning has been issued! Visit mainefireweather.org or call the fire station directly. As always, fires are not permitted on any of Saco's beaches.

For more information about Maine’s open burning laws, please visit the Maine Forest Service website: maine.gov/dacf/mfs/forest_protection

To apply for a burn permit, visit the Maine Forestry website: www.maineburnpermit.com

Spring Cleaning Safety Tips from Saco Fire Department

It’s time for spring cleaning, and as we power up our lawnmowers, rake leaves, and touch up paint, the Saco Fire Department would like to share some safety tips from the National Fire Protection Association:

PROPERLY USE AND STORE GAS

  • Use gasoline only as motor fuel, never as a cleaner or to break down grease.
  • Only store gasoline in a container that is sold for that purpose and never bring it indoors, even in small amounts. Make sure the container is tightly capped when not in use.
  • Never store gasoline containers in a basement or in the occupied space of a building. Keep them in a detached garage or an outdoor shed.

CAREFULLY DISPOSE OF RAGS WITH PAINT AND STAIN

  • The oils commonly used in oil-based paints/stains release heat as they dry. If the heat is not released in the air as the rags dry, the heat is trapped, builds up, and can cause a fire. When you’re finished using the rags, take them outside to dry, keeping them well away from the home and other structures.
  • Put dried rags in a metal container, making sure the container is tightly covered. Fill the container with a water and detergent solution, which will break down the oils.
  • Keep containers of oily rags in a cool place out of direct sunlight and away from other heat sources.

USE/STORE FLAMMABLE AND COMBUSTIBLE LIQUIDS WITH CARE

  • Flammable and combustible liquids should not be used near an open flame.
  • Never smoke when working with these liquids.
  • If you spill flammable liquids on your clothing, remove your clothing and place it outside to dry. Once dry, clothing can be laundered.
  • Keep liquids in their original containers, keep them tightly capped or sealed, and never store the liquids in glass containers.

INSPECT GRILLS

  • Inspect your grill carefully and make sure it’s free of grease or fat buildup. Clean out any nests, spider webs, or other debris you may find.
  • For propane grills, check the gas tank hose for leaks before using it for the first time each year.

KEEP DEBRIS AWAY FROM YOUR HOME

  • Dispose of branches, weeds, leaves, pine needles, and grass clippings to reduce fuel for wildfires.
  • Remove leaves, pine needles, and other flammable material from the roof, gutters, and on or under the deck to help prevent embers from igniting your home.
  • Remove dead vegetation and other flammable materials, especially within the first five feet from the home.
  • Move construction material, trash, and woodpiles at least 30 feet away from the home and other outbuildings.

CLEAN OUT YOUR DRYER

  • Make sure the air exhaust vent pipe for your dryer is not restricted and that the outdoor vent flap will open when the dryer is operating.
  • Move things that can burn, such as boxes, cleaning supplies and clothing, away from the dryer.

Note: The Saco Fire Department provides this information as a public service to improve safety within our city and "promote a safe community.” This bulletin provides general information on fire safety in the home and is not designed to cover all situations.
